According to Secretary General of the National Assembly Nguyen Hanh Phuc, the initial streamlining of staff shows that the number of focal points has not increased but has not been streamlined.
On the morning of October 30, Secretary General of the National Assembly Nguyen Hanh Phuc presented to the National Assembly a report on the verification of the implementation of the National Assembly's resolutions on thematic supervision and questioning from the beginning of the term to the end of the 4th session of the 14th National Assembly.

The Government has issued an action program on perfecting policies and laws on reforming the state administrative apparatus. The issuance of decrees and decisions on the functions, tasks, powers and organizational structures of a number of ministries and government agencies has brought about many positive results.
The overall project to reorganize district and commune-level administrative units from now until 2021 is being implemented. The inter-connected one-stop mechanism has been effectively implemented. Many administrative procedures have been reduced and simplified.
Information technology is being applied strongly, and investment in information technology infrastructure is being focused on. A new decree on assessment and classification of cadres, civil servants, and public employees is being researched and developed. Inspection, examination, and handling of violations are being strengthened.
However, the Secretary General of the National Assembly said that the streamlining of staff has only focused on quantity and not on quality and job positions. The number of focal points has not increased but has not been streamlined. Criteria for establishing departments, divisions, bureaus, general departments and equivalents under ministries and ministerial-level agencies have not been issued.
Some contents in the Government's report have not clarified or evaluated the implementation of the contents of the National Assembly's Resolution such as: Issuing documents on classification criteria and conditions for establishing public service units under the management of ministries and branches; reviewing and transferring some tasks and public administrative services in state sectors that do not necessarily have to be performed to enterprises and social organizations; reviewing and rearranging inter-sectoral coordination organizations, project management boards.../.
