Streamlining the payroll of more than 1,000 cases of incorrect subjects

According to the Ministry of Home Affairs, out of a total of 15,779 people being downsized, there are 1,356 cases that are not the right subjects for downsizing.

On the morning of July 1, at the online Government meeting with localities, Minister of Home Affairs Le Vinh Tan reported to the Prime Minister on the results of streamlining the payroll in the first 6 months of 2016. Accordingly, 18 ministries, branches and 61 provinces and cities have streamlined 10,004 people, if calculated in total from 2015 and 2016 to now, we have streamlined 15,779 people.

Among them, there are ministries and branches that have been relatively well streamlined, such as the Ministry of Agriculture and Rural Development (301 people), the Ministry of Natural Resources and Environment (164 people), the provinces of Thanh Hoa (571 people), Nghe An (655 people), Ha Giang (364 people), Quang Nam (391 people), Son La and Cao Bang (311 people). In 2016, party bloc units reduced 472 people, administrative units at district level and above reduced 1,312 people.

However, according to Minister Le Vinh Tan: "Recently, the streamlining in localities and ministries has had some cases that were not the right subjects or did not meet the standards. Out of a total of 15,779 people, there were 1,356 cases that were not the right subjects for streamlining."

Faced with this reality, the Minister suggested that localities try to assign tasks to the Departments of Home Affairs and Organization to follow the instructions of Decree 180 of the Prime Minister. As of now, the number of errors in streamlining the payroll is still quite high.

The rate of streamlining the payroll assigned in 2015 for district and provincial level civil servants and above was only 277,000, commune level civil servants 256,000 and public service civil servants 2,273,000, a total of more than 2.6 million people. In the 2 years 2015-2016, we only streamlined 15,779 people. "If we calculate an average reduction of 1.5% per year, this number is still low, and we have to streamline 40,000 people/year" - the Minister calculated.

The Minister of Home Affairs requested the Prime Minister to direct localities and ministries to actively implement the Resolution of the Politburo and speed up the reduction of staff.

Regarding the civil service promotion exam, in 2016, Minister Le Vinh Tan said: The Ministry of Home Affairs has authorized 13 provinces to organize the exam to promote to the senior specialist level. As for senior specialists, because the number is small, the exam should be centralized. With this direction, in 2016, the Government will implement the mechanism of authorizing provinces and local sectors to organize the promotion exam. For sectors and localities that do not have the conditions to organize the exam, the exam will be centralized and held once a year, according to the North, Central and South regions, reducing the costly costs for the localities. The list of civil service exam results will be announced after 2 months.

To prepare for this issue, Mr. Le Vinh Tan requested that localities, ministries and branches send the list of candidates for the main specialist and senior specialist exam to the Ministry of Home Affairs in July. "We are ready to authorize qualified units" - said the Minister./.
