Over 1,000 cases of downsizing were found to be ineligible.

According to the Ministry of Interior, out of a total of 15,779 people whose positions were downsized, 1,356 cases did not meet the eligibility criteria for downsizing.

On the morning of July 1st, at the online government meeting with localities, Minister of Home Affairs Le Vinh Tan reported to the Prime Minister on the results of personnel reduction in the first six months of 2016. Accordingly, 18 ministries and agencies and 61 provinces and cities have reduced their workforce by 10,004 people. If we calculate the total from 2015 and 2016 to date, we have reduced the workforce by 15,779 people.

Among them, some ministries and sectors have streamlined their workforce relatively well, such as the Ministry of Agriculture and Rural Development (301 people), the Ministry of Natural Resources and Environment (164 people), and provinces (571 people, Nghe An (655 people), Ha Giang (364 people), Quang Nam (391), Son La, and Cao Bang (311 people each). In 2016, Party-affiliated units reduced their workforce by 472 people, and administrative units at the district level and above reduced theirs by 1,312 people.

However, according to Minister Le Vinh Tan: "In the past, the downsizing process in localities and ministries still has some cases where the individuals were not eligible or did not meet the standards. Out of a total of 15,779 people, there were 1,356 cases that did not meet the eligibility criteria for downsizing."

Given this situation, the Minister suggested that localities should strive to assign tasks to the Departments of Internal Affairs and Organizational Affairs in accordance with the guidelines of Decree 180 of the Prime Minister. Currently, the rate of errors in downsizing the workforce is still quite high.

The target for downsizing the workforce in 2015 was only 277,000 civil servants at the district and provincial levels and above, 256,000 at the commune level, and 2,273,000 in public service positions, totaling over 2.6 million people. In the two years of 2015-2016, we only downsized 15,779 people. "Calculating an average reduction of 1.5% per year, this number is still low; we need to downsize 40,000 people per year," the Minister calculated.

The Minister of Home Affairs requested the Prime Minister to direct localities and ministries to actively implement the Politburo's Resolution and accelerate the rate of personnel reduction.

Regarding civil servant promotion exams, in 2016, Minister Le Vinh Tan stated that the Ministry of Interior had authorized 13 provinces to organize exams for promotion to senior specialist. For high-level specialist positions, due to the limited number, the exams were held centrally. Following this direction, in 2016, the Ministry requested the Government to implement a mechanism for authorizing provinces and local sectors to organize promotion exams. For sectors and localities that do not meet the conditions to organize exams, a centralized exam will be held annually, divided into North, Central, and South regions, reducing costs for local authorities. The list of civil servant exam candidates will be announced two months after the results are announced.

To prepare for this, Mr. Le Vinh Tan requested that localities, ministries, and sectors send the list of candidates for the senior specialist and principal specialist examinations to the Ministry of Interior in July. "We are ready to authorize the relevant units to participate," the Minister said.
