Among the 63 provinces and cities in the country, there is currently only 1 province that does not have a city. On January 1, 2020, Dak Nong province has a new city-level administrative unit.
The only province in Vietnam that does not currently have a city-level administrative unit is Dak Nong province. This is also one of the "youngest" provinces and cities in the country. But starting from January 1, 2020, this province will have a city-level administrative unit according to a Resolution passed by the National Assembly Standing Committee on the morning of December 17, 2019.

Dak Nong province was established on January 1, 2004, according to Resolution No. 22/2003/QH11 issued on November 26, 2003 by the National Assembly. Accordingly, Dak Nong province was formed on the basis of splitting Dak Lak province into two provinces: Dak Lak and Dak Nong.
Currently, the "largest" administrative unit of Dak Nong province is Gia Nghia town. On June 27, 2005, the Government issued Decree No. 82/2005/ND-CP, dividing Dak Nong district into two administrative units: Gia Nghia town and Dak G'long district.
On December 17, 2019, the National Assembly Standing Committee passed a Resolution to establish Quang Thanh ward in Gia Nghia town and establish Gia Nghia city on the basis of the entire area and population of Gia Nghia town. With this Resolution of the National Assembly Standing Committee, Dak Nong province officially has a city-level administrative unit.
Thus, from January 1, 2020, Dak Nong province has 8 district-level administrative units, including 7 districts and 1 city (Gia Nghia city); 71 commune-level administrative units.
Quang Ninh has the most cities
Although not the province with the largest population or area, Quang Ninh is currently the province with the most city-level administrative units (cities under the province). Currently, Quang Ninh province has 4 cities. They are Ha Long city, Cam Pha city, Uong Bi city and Mong Cai city.
Ha Long City was established on December 27, 1993. On this day, the Government issued Decree No. 102/CP, Ha Long City was officially established on the basis of Hon Gai town.

Cam Pha City was established on February 21, 2012. On this day, the Government issued Resolution No. 04 on the establishment of Cam Pha City in Quang Ninh Province.
Uong Bi City: On February 25, 2011, Uong Bi town officially became a city under Quang Ninh province. On November 28, 2013, Prime Minister Nguyen Tan Dung signed Decision No. 2306/QD-TTg on recognizing Uong Bi city of Quang Ninh province as a type II urban area.
Mong Cai City: On September 24, 2008, the Government issued Decree 03/ND-CP establishing Mong Cai city on the basis of the entire natural area, population and administrative units of Mong Cai town.
Towards the establishment of Quang Yen city: Quang Ninh province announced the planning for the construction of a system of urban areas and rural residential areas by 2030 and a vision to 2050. According to the planning, by 2030, the Quang Ninh urban area will include 16 urban areas, including 5 provincial cities: Ha Long, Uong Bi, Cam Pha, Mong Cai and Quang Yen./.
