Nghe An province meets to discuss amending and supplementing the Regulations, evaluation, and classification of emulation and rewards when implementing a two-level government.

Comrade Phung Thanh Vinh - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Committee chaired the meeting. Also attending were representatives of provincial departments, branches and sectors.

The draft amending Decision No. 14/2024/QD-UBND dated June 14, 2024 of the Provincial People's Committee promulgating the Regulations on emulation and reward work in the province has 7 chapters, 30 articles and 2 appendices.

Accordingly, the draft has a new point: Implementing 2-level local government from July 1, 2025, replacing the applicable subjects from districts, cities, and towns to communes and wards.

Implementing Decision No. 3841-QD/TU dated June 25, 2025 of the Provincial Party Committee on establishing the Provincial Fatherland Front Committee, the applicable subject should be changed from the Provincial Fatherland Front Committee and socio-political organizations to the Provincial Fatherland Front Committee.

Draft adjustment of the subjects for awarding the title "Excellent Labor Collective" to enterprises and associations. From awarding to branches, departments, offices, workshops and equivalent to awarding to enterprises and associations.

In addition, the draft stipulates that in 1 year, no more than 1 Certificate of Merit (achievements in emulation movements by period, topic) of the Provincial People's Committee Chairman will be considered for awarding to one subject. To continue to improve the quality of awards, avoid widespread and duplicate awards that reduce the meaning of the award work.

Adjust the allocation of the number of Emulation Flags of the Provincial People's Committee due to the implementation of the 2-level local government and the merger and rearrangement of a number of departments, branches, units, and socio-political organizations to suit the actual situation; the number of departments, offices, and units under and directly under the departments, branches, and People's Committees of communes and wards. The total number of Emulation Flags of the Provincial People's Committee after adjustment decreased from 198 flags to 187 flags (a decrease of 11 flags).

In addition, the draft stipulates specific and detailed provisions in the Law and Decree of the Government such as: Establishment and operation of Emulation and Reward Councils at all levels. Records and procedures for awarding emulation titles and forms of rewards under the authority of the Provincial People's Committee, Chairman of the Provincial People's Committee and under the authority of provincial agencies and units and attached forms. Recognition of the level of task completion of individuals, collectives,...

Currently, implementing Decree No. 152/2025/ND-CP dated June 14, 2025 of the Government regulating decentralization and delegation of authority in the field of emulation and commendation; detailing and guiding the implementation of a number of articles of the Law on Emulation and Commendation, the Government has decentralized the Province to regulate and implement, so it has been added to the draft Regulation.

Regarding the draft Decision No. 21/2020/QD-UBND dated August 19, 2020 of the Provincial People's Committee on promulgating regulations on annual evaluation, scoring and classification of emulation in the province, there are 3 Chapters, 11 Articles and 8 Appendices attached.

Including the following contents: Regulations on the scope of regulation; applicable subjects; principles of evaluation and classification of emulation. Regulations on the self-scoring and emulation classification criteria table; Regulations on cross-scoring and classification tables; Regulations on scoring methods; Regulations on the evaluation and classification process; Regulations on quality classification; Regulations on procedures and documents; Regulations on the time for submitting emulation classification documents; Responsibilities of agencies and units.

Giving opinions on the content of 2 draft amendments to Regulation No. 14/2024/QD-UBND dated June 14, 2024 of the Provincial People's Committee promulgating the Regulation on emulation and reward work in Nghe An province and Decision No. 21/2020/QD-UBND dated August 19, 2020 of the Provincial People's Committee promulgating regulations on assessment, scoring and classification of annual emulation in Nghe An province, the delegates agreed on the necessity of promulgating the regulations.

Comments on regulations on deducting points for agencies and units that have received conclusions from superior agencies; establishing a reasonable percentage of rewards; rewarding social activities; regulations and classification of rewards for communes and wards with Cultural Information Centers, etc.

In the conclusion, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh noted that the draft content needs to more clearly define the goals, scope, and subjects of rewards; the content and emulation targets must be scientific, suitable to the reality of agencies, organizations, units, and localities and feasible when implementing 2-level local government; the rewards must be for the right people, the right work, the right content, creating a spreading effect.

The Vice Chairman of the Provincial People's Committee requested the drafting agency, the Department of Home Affairs, to review, supplement comments, and complete the document to submit to the Provincial People's Committee to promulgate the Emulation and Reward Regulations in Nghe An province.
