At 10 PM on September 30th, flash floods swept through, submerging the homes of 40 households in Dua village (Luong Minh commune) in mud and rocks. Immediately, a working group from Tuong Duong district, led by Mr. Dinh Hong Vinh - Chairman of the District People's Committee, set off and arrived at the scene. Mr. Vang Kien Cuong, Chairman of the People's Committee of Luu Kien commune, said: “100% of the personnel in the local 'four on-site' forces were mobilized. Everyone stayed up all night urging people to evacuate, transporting people's belongings out of their homes, and some even monitored the situation to develop timely response plans.
