(Baonghean.vn) - Nghe An Provincial Party Committee issued Resolution No. 09-NQ/TU dated August 5, 2022 on digital transformation of the province by 2025, with a vision to 2030.

According to Resolution No. 09-NQ/TU, the goal by 2030 is that Nghe An will form a 3-level synchronized database and digital service system connected to the Central Government; transactions between Party agencies, the government, the Fatherland Front, socio-political organizations and between the government and people and businesses are basically carried out on digital technology platforms; 100% of work records at the provincial level, 95% of work records at the district level and 85% of work records at the commune level are processed in the online environment.

I- SITUATION ASSESSMENT

Over the past years, the province's levels and sectors have led and directed the implementation of digital transformation in a number of areas, achieving initial positive results. Information technology infrastructure has been gradually invested and modernized. Specialized databases have gradually been formed, creating a basis for connecting, communicating, and sharing common data. The province's readiness indicators for the development and application of information technology and e-commerce have regularly reached the national average.

However, the information technology infrastructure has not met the requirements of digital transformation; integration solutions and data sharing between information systems are not yet synchronized, and exploitation efficiency is not high. The application of digital technology in production, business and social life is still limited. Human resources serving digital transformation are still limited in quantity and quality. Management, ensuring safety and network security are still passive and have not received due attention.

The above limitations are mainly due to: Awareness and understanding of digital transformation of party committees, authorities, agencies, enterprises, cadres, party members and people are not adequate, not proactive, creative, bold in changing habits, thinking and actions to innovate methods, processes, operating models and relationships from the media environment to the digital environment. Institutions and state management of digital transformation have not kept up with the practical situation. Investment resources for digital transformation have not met development requirements.

II- VIEWPOINTS AND GOALS

1. Viewpoint

- Digital transformation is a central, consistent, comprehensive, and breakthrough task, requiring the synchronous participation and high determination of the entire political system, especially the leaders, and the participation of the entire population.

- Enterprises and people are the center, target and driving force of digital transformation. Mobilize and effectively use resources to build e-government, synchronous and comprehensive digital transformation in party agencies, government, Fatherland Front, socio-political organizations, enterprises and people.

- Digital transformation needs to be implemented continuously, persistently, substantially, effectively, avoiding formalities and wasting resources; ensuring inheritance and innovation with solid steps, suitable for practice in each period, each industry and field.

2. Objective

2.1. General objectives

Digital transformation aims to achieve comprehensive goals according to the Resolution of the 19th Provincial Party Congress, focusing on developing digital databases, creating a foundation for developing digital government, digital economy, towards digital society; linking the digital transformation process with administrative reform to improve the quality, effectiveness, efficiency of state management and quality of public service provision of governments at all levels; striving to always maintain a position in the group of 25-30 provinces and cities with high indexes of digital transformation.

2.2. Specific goals by 2025

- About digital government

+ 100% of party agencies, government, Fatherland Front, and socio-political organizations are connected to specialized data transmission networks; 100% of the province's shared databases are deployed on cloud computing platforms.

+ 100% of cadres, civil servants and public employees are trained, fostered or self-foster digital knowledge and skills; 100% of provincial and district-level agencies have staff in charge of information technology.

+ Deploy a synchronized online conference system from provincial to communal level and connect with the national online conference system.

+ The rate of records resolved through online public services at level 3 and 4 out of the total number of records reaches 50% or more; at least 90% of people and businesses are satisfied with the settlement of administrative procedures.

+ 90% of work records at the provincial level, 80% of work records at the district level and 60% of work records at the commune level are processed online (except for work records within the scope of state secrets and work records with confidential content).

+ 100% of reporting regimes, periodic synthesis indicators and socio-economic statistical reports are performed online and linked with the national reporting system.

+ 100% of national databases are connected and applied in the province according to the Government's roadmap; gradually forming an open database of the province connecting over 80% of databases of departments, agencies and branches to serve state management, provide timely public services, declare once, exploit for life.

- About digital economy

+Digital economy accounts for about 20% of GRDP.

+ 80% of people aged 15 and over have transaction accounts at banks or other licensed organizations.

+ Strive to have at least 1 to 2 educational institutions implementing training on e-commerce; over 3,000 enterprises, cooperatives, craft villages, business households, civil servants, public employees, students, and young entrepreneurs participating in training programs on law enforcement and e-commerce application skills. Gradually form digital technology enterprises, digital businesses and digital cooperatives.

+ 100% of agricultural production households are listed and have their data standardized and digitized according to the instructions of the Ministry of Information and Communications and the Ministry of Agriculture and Rural Development.

- About digital society

+ Over 50% of smart terminal users have access to and use e-government services and smart urban services.

+ 50% of adults use electronic payment services.

+ Pilot and expand digital services (healthcare, education, transportation, security, order, tourism...) in the smart urban service system in Vinh city, Cua Lo town, Hoang Mai town.

2.3. Specific goals by 2030

- Forming a 3-level synchronized database and digital service system and connecting with the Central Government; transactions between Party agencies, the government, the Fatherland Front, socio-political organizations and between the government and people and businesses are basically carried out on digital technology platforms.

- 100% of work records at the provincial level, 95% of work records at the district level and 85% of work records at the commune level are processed online (except for work records within the scope of state secrets and work records with confidential content).

- 100% of enterprises in economic zones, industrial parks, and industrial clusters apply digital technology in management, operation, production, and business on e-commerce platforms; over 80% of small and medium-sized enterprises participate in digital transformation.

- Develop and replicate smart urban services to urban centers of the province.

- Over 80% of smart terminal users have access to and use e-government services and smart urban services.

- 80% of adults use electronic payment services.

III- KEY TASKS AND SOLUTIONS

1. Strengthen the leadership of Party committees at all levels, improve the effectiveness and efficiency of state management; promote propaganda work, raise awareness of digital transformation

- Promote the role of leaders in implementing digital transformation tasks associated with the goal of improving capacity, management and operation efficiency and socio-economic development goals in localities and units. Turn digital transformation implementation results into assessment indicators for sectors, levels, agencies, units and cadres and civil servants.

- Deploy many forms of propaganda, learning, and dissemination to raise awareness of all levels, sectors, cadres, party members, civil servants, public employees, the business community, and people about the urgency and necessity of digital transformation.

| - Strongly promote the role of the Fatherland Front and socio-political organizations at all levels in propaganda, mobilization and supervision of digital transformation programs at the local level.

2. Digital infrastructure development

- Develop digital infrastructure based on the combination of specialized data transmission networks, the Internet, and data centers of state agencies to connect seamlessly from the provincial to the communal level. Restructure the information technology infrastructure of departments, agencies, and localities; convert information technology infrastructure into digital infrastructure applying cloud computing technology, centrally manage shared database systems of the province. Timely update and connect national databases according to the implementation roadmap of ministries, branches, and the Government; effectively apply national databases to serve the socio-economic development goals of the province.

- Develop and complete the province's reporting information system connected to the Government's reporting information system to collect, integrate, share, synthesize, and analyze reporting data of state administrative agencies to serve the direction and administration of the province.

- Standardize and digitize the process of handling records, forms, and reporting regimes in the electronic environment; digitize records and results of administrative procedure settlement.

- Accompany and facilitate telecommunications and information technology enterprises to develop broadband telecommunications infrastructure, improve service quality to meet digital transformation needs. Be ready to pilot new service applications, platforms, and technology solutions, pioneer in testing new technologies and models to serve digital transformation.

- Allocate appropriate resources to ensure good implementation of digital transformation tasks.

3. Developing digital transformation human resources

- Focus on training and fostering leadership and digital transformation management skills for key officials, heads of agencies, units and localities; leaders and managers must be proactive and pioneer in using digital products and services and leading the digital transformation process.

- Improve the quality of the existing IT staff, organize in-depth training and development so that this team becomes the core force to advise Party committees and authorities at all levels on digital transformation. Focus on training, fostering, and updating knowledge and skills in using digital technology for cadres, civil servants, public employees, and workers of agencies and units in accordance with their job positions, in order to strengthen the core force, spread knowledge and skills to serve digital transformation.

- Improve the capacity and quality of information technology training in general education and vocational training institutions in the province. Have mechanisms and policies to attract digital technology experts and high-quality information technology human resources to work in agencies of the political system.

4. Promote digital transformation in the activities of party agencies, government, Fatherland Front, and socio-political organizations at all levels

- Actively and proactively organize and effectively implement tasks according to the National Digital Transformation Program to 2025, with a vision to 2030; E-government development strategy, towards digital government for the period 2021 - 2025, with a vision to 2030.

- Complete and improve the operational efficiency of the Smart Operations Center to serve regular leadership, direction and operation; support field monitoring, direction and operation in emergency cases of natural disasters, incidents, epidemics, security and order.

- Continue to review, develop and perfect mechanisms and policies to promote digital transformation; focus on restructuring or innovating models and operating processes combined with applying digital technology and digital data in directing, operating and developing the economy and society.

- Encourage the hiring of information technology services in the application of digital technology and digital transformation; prioritize the implementation of synchronous digital technology platforms across the industry and the province, connecting with the province's data integration and sharing platform.

5. Digital economic development

- Building a digital data platform to manage the agricultural sector, applying smart agricultural production models, developing a logistics network associated with e-commerce and production chains of key products of the province.

- Applying digital technology in urban planning and development management; implementing urban planning and infrastructure development in the direction of smart urban development; prioritizing the implementation of smart services in education, healthcare, security and order monitoring, traffic, environment, energy, urban lighting, domestic water supply, and drainage.

- There are mechanisms and policies to encourage, guide and support people and businesses to carry out digital transformation, exploit digital services and digital utilities to resolve administrative procedures, participate in e-commerce, and access production models and techniques in the digital environment.

- Narrow the digital gap between urban and rural areas, pay attention to developing digital skills and access to digital services for people in rural areas (coastal areas, mountainous areas and difficult areas); support people in difficult areas and ethnic minorities to access digital technology; develop Nghe An's cultural products on the digital technology platform, widely serving people inside and outside the province.

- Mobilize and effectively use socialized resources to invest in developing digital technology and digital economy in the province.

6. Ensuring network information security and safety

- Complete regulations and rules to ensure network information security according to the unified "4-layer" model throughout the province.

- Continue to improve the information infrastructure system according to the principles of ensuring information security and network security so that agencies, organizations, businesses and people can protect information security and private data, and participate equally in the digital transformation process.

- Strengthen information and propaganda work, guide people to raise awareness of self-protection in the digital environment.

7. Some priority areas for digital transformation

- Focus on implementing digital transformation in the following areas: administrative management, agriculture, industry and trade, culture and tourism, transportation and logistics, security and order, and traffic safety.

- Heads of departments, agencies, branches, agencies and localities directly direct the development of plans, select priority areas, and allocate resources to implement digital transformation in their units and localities.

IV- IMPLEMENTATION ORGANIZATION

1.Party committees at all levels, authorities, the Fatherland Front, and socio-political organizations shall thoroughly grasp and widely disseminate the Resolution, create consensus in awareness, and high determination in organizing and implementing it; develop specific plans to implement the Resolution in accordance with the characteristics, requirements, and tasks of the sector, locality, and unit.

2.The Provincial People's Council Party Delegation leads the Provincial People's Council to review and promulgate mechanisms and policies, creating a favorable environment for the digital transformation process in the province.

3.The Party Executive Committee of the Provincial People's Committee leads the Provincial People's Committee to develop and deploy a plan to implement the Resolution, clearly identify projects, prioritize budget allocation and assign tasks associated with a specific implementation roadmap; regularly inspect, supervise, periodically report, advise on preliminary and final reviews of the Resolution's implementation.

4.The Provincial Party Committee's Propaganda Department presides over and coordinates with the Party building committees, the Inspection Committee, and the Provincial Party Committee Office to advise the Provincial Party Committee's Standing Committee to direct and guide the dissemination and popularization of the Resolution at all levels; monitor, inspect, and supervise the implementation of the Resolution.
