According to Mr. Le Quang Thuong, wherever the Party organization is distant from the people, does not rely on the people, and fails to mobilize the people, it will be difficult to accomplish anything.

The struggle to prevent and reverse the decline in political ideology, morality, and lifestyle, and the manifestations of "self-evolution" and "self-transformation" within the Party, is a challenging battle, but one that cannot be avoided because it relates to the fate of the Party and the regime. Therefore, the issuance of a Resolution aimed at further strengthening Party building and rectification has received great attention and expectations from the public. VOV reporters interviewed Mr. Le Quang Thuong, former Deputy Head of the Standing Committee of the Central Organization Department, on this matter.

PV:The Central Resolution No. 4 of the 12th Party Congress on strengthening Party building and rectification has been creating a rapid and widespread impact on the spiritual life of society. This is a consensus among all Party members and the people. What impressed you most during the implementation of Central Resolution No. 4?

Mr. Le Quang Thuong:During the implementation process, various levels and sectors held meetings, listened to reports, discussed, and deliberated on measures to put the Resolution into practice. This Resolution, drafted by the Central Committee, is quite detailed and specific, and the proposed measures are strong and decisive. The question is how to implement them. Therefore, the people are waiting for a thorough understanding and implementation process.

PVOne of the new points of the 4th Central Resolution of the 12th Party Congress is the establishment of criteria for evaluating and screening Party members. However, this also presents a challenge for cadres, Party members, and leaders. In your opinion, how can this work be implemented most effectively?

Mr. Le Quang ThuongThe most important factor is that the leader must be decisive and serious. Where the leader is not proactive, or even has shortcomings and flaws, it will be difficult to implement. Hopefully, all levels, sectors, and Party organizations will work together to do a good job in order to encourage everyone to follow suit.

PV:According to him, are the weapons of criticism and self-criticism still powerful enough to prevent and reverse the current decline in political ideology, morality, and lifestyle among a segment of cadres and Party members?

Mr. Le Quang ThuongFirst and foremost, within the Party organization, criticism and self-criticism must be practiced effectively; the State needs appropriate policies and mechanisms to control the situation. Most importantly, it is essential to rely on the people, mobilizing them to participate in promoting positive aspects and combating negative ones. Where the Party organization is distant from the people, fails to rely on them, and cannot mobilize them, it will be difficult to accomplish anything. Comprehensive measures involving education, management, policies, and especially the participation of the people must be applied.

This era is one of profound and comprehensive reform and the implementation of market mechanisms, so while there are many positive aspects, there are also quite a few negative ones, impacting the Party organization. Recently, high-ranking leaders have shown determination, raising several major cases to direct their handling, but I still feel it's a bit slow; the people are waiting for stronger leadership.

PVWe are entering the new year of the Rooster with many new opportunities but also not a few difficulties and challenges. In your opinion, how can we ensure that the new spirit and momentum of the Central Committee Resolution No. 4 continue to be promoted and build the people's trust in the Party?

Mr. Le Quang Thuong:This is a long-term resolution, not something that can be completed in one or two years, so the leadership must be extremely persistent, learning from experience step by step, in order for the resolution to be effectively implemented.

PVOf the four proposed solutions, which group of solutions do you think should be prioritized?

Mr. Le Quang Thuong:The most important thing is that political and ideological education must be improved. Party organizations and Party committees at all levels must strengthen their management so that this work truly becomes a central task of the Party in the present and in the future, including management within the Party and management by the State. Another important issue is to rely on the people.

PV:Many believe that a good deed, a practical contribution, is far more valuable than empty words, and that a living example is worth more than hundreds of propaganda speeches. What are your thoughts on exemplary behavior and honoring role models who have a significant positive impact on the community?

Mr. Le Quang Thuong:Setting a good example is very important; it's more practical than lectures and resonates more deeply with the people.
