Every year, on the occasion of major national, military and local holidays, the City Military Command has launched peak emulation campaigns, in which it identifies breakthrough emulation measures aimed at implementing the central tasks of each stage. Through that, the emulation movement is always maintained regularly, truly becoming the driving force for the strong development of the city's armed forces to successfully complete all assigned tasks.

After each peak emulation period, the Party Committee, the commander of the City Military Command, the Emulation and Reward Council, and the Party Committees, authorities, and Military Commands of wards and communes directed the preliminary and final summaries, rewards, and lessons learned from the emulation period; found out the strong and weak causes in the leadership, direction, and organization of the emulation movement; thereby determining measures to direct and organize the implementation of the next emulation periods to truly focus on the core, key points, and achieve practical results.

Thanks to that, in the past 5 years, the emulation movement to win has had a positive impact, promptly encouraging collectives and individuals with outstanding achievements; seriously drawing lessons, promptly correcting shortcomings, creating a vibrant emulation atmosphere in the city's armed forces towards implementing central political tasks, contributing to maintaining political stability, social order and safety in the area, creating favorable conditions for the comprehensive development of the city. Typical in implementing the annual emulation movement to win are units such as: Nghi Phu Commune Military Command, Hung Dung Ward, Cung Team, Le Mao, Ha Huy Tap, Hung Binh, Le Loi, Quang Trung...

The emulation movement "Determination to Win" in the city's armed forces has been closely combined with major movements among the people, initially bringing practical results. The most typical is the combination of the movement "Army joins hands to build new countryside", the movement "All people unite to build cultural life in residential areas" with the movement "Building a cultural environment in the army" and the movement "Building regular, green, clean, beautiful barracks" associated with the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers"...

In the past 5 years, the effects of the emulation movement have been demonstrated by specific results: 100% of officers and soldiers in the city's armed forces have completed all assigned tasks; every year, more than 1,000 officers, soldiers, professional soldiers, and reserve soldiers are mobilized to attend training and exercises with enthusiasm and determination, and all have completed their tasks well. Every year, the City Military Command has a plan and conducts inspections of defense area combat exercises at the Military Commands of wards and communes, thereby assessing the capacity and command level of the units to take measures to improve the quality of military cadres at the grassroots level.

Typical of this activity are Le Mao Ward, Hung Dong Ward, and Cua Nam Ward. Through inspection of training quality, the results achieved are often 100% of units meeting the requirements, of which 75 - 80% are good. In particular, the mobile militia platoon of the city always performs well in training, maintains strict discipline, and has a high spirit of combat readiness. The end-of-year inspection of 2016 by the Military Region for the militia platoon was assessed as having completed its tasks well.
