Nghe An: Dozens of sacks containing white powder suspected to be drugs discovered
(Baonghean.vn) - Dozens of white sacks were thrown away on the side of the road at the salt fields in Quynh Thuan commune, Quynh Luu district. Inside was a white powder suspected to be drugs.
On June 8, Nghe An Provincial People's Court opened a first-instance criminal trial of defendants Nguyen Van Phu (born in 1990), residing in Khanh Son Commune, Nam Dan District, for the crime of "Concealing a criminal", defendant Vo Sy Manh (born in 1983), residing in Nghi Kim Commune, Vinh City, for the crime of "Extortion of property" and defendant Nguyen Bao Trung (born in 1996), residing in Hung Dong Commune, Vinh City, for the crime of "Failure to report a crime".
According to the investigation agency's documents, during his time working in Taiwan, Phu met a man named Quang (Ha Tinh). Around the end of February 2019, when Phu returned to Vietnam, he received a phone call from Quang asking him to translate for a Taiwanese person. Phu agreed.
On March 10, 2019, Quang and a Taiwanese man (Phu's identity is unknown) called Phu via Face Time to say they were renting a warehouse to collect goods before shipping them to Taiwan. Later, a Taiwanese man named A San came to Vietnam to meet Phu and gave him instructions on how to rent a warehouse in Quynh Luu district, Nghe An province. Phu rented a warehouse from the family of Ms. Nguyen Thi Tam, residing in Quynh Hong commune, Quynh Luu district.
On April 4, 2019, following the instructions of Quang and the Taiwanese, Phu went to Cau Giat town, Quynh Luu district, to catch a car and receive 25 yellow cardboard boxes from a truck with a Lao license plate.

Phu then took all the "goods" to the warehouse. On April 11, 2019, Quang called Phu to say that the shipment was defective and sent someone to fix it. A day later, Lin Sheng-Hsiung (born in 1976; residing in Kaohsiung City, Taiwan; Phu often called Khua Lo) brought two other Taiwanese, Ho Yu-Hsiang (born in 1998, residing in Tho Phong Commune, Hualien District, Taiwan) and Lin Kun-Jung (born in 1978, residing in Noi Pho Commune, Binh Dong District, Taiwan) to Quynh Luu to meet Phu to fix the speakers.
On the morning of April 13, 2019, Phu took these two people to a warehouse in Quynh Luu. There, these two Taiwanese people opened 25 cardboard boxes, each containing 2 Chinese-branded portable speakers.
After opening the cardboard boxes, Phu went to Tam's house to play. At this time, Ho Yu-Hsiang and Lin Kun-Jung closed the warehouse door, not allowing anyone in, and proceeded to open the speakers and take out 494 packages of crystal meth and put them in white snake-shaped packaging.
At around 10:30 p.m. on April 15, 2019, while drinking coffee at Muong Thanh Song Lam Hotel, Phu accidentally read an article about the arrest of a large amount of "crystal" drugs hidden in loudspeakers on Phung Chi Kien Street, Vinh City.
Seeing the pictures in the article showing cardboard boxes containing speakers containing drugs similar to the cardboard boxes containing speakers that he had received, Phu showed the pictures in the article to the two Taiwanese people and said, "You guys hid drugs in speakers and told me to go and get them and bring them to the warehouse?". After that, Lin Sheng-Hsiung told Phu to be quiet and went down to the break room to talk.
Here, Lin Sheng-Hsiung called Taiwan to talk to someone in a language Phu did not understand. After finishing the call, Lin Sheng-Hsiung said: "The goods have been exposed, you have to take this goods out of the warehouse or you will be responsible, because you are the one who rented the warehouse." Phu said: "There are so many, how can you throw them away?" Then Lin Sheng-Hsiung told Phu to rent a car to go throw them away.
At this time, Phu called Nguyen Bao Trung to ask for a truck and told Trung to take the wood to dump. After that, Phu and Trung asked a friend to take them to Vo Sy Manh's house to rent a truck. The three of them then went to Tam's warehouse.

When they arrived, Phu got out of the car, opened the door and told Trung to go inside the warehouse and pull out any white snake skins. When he got inside, Trung saw no wood but only a lot of speakers and cardboard boxes, similar to the article about the drug bust on Phung Chi Kien Street that he had read. Although he suspected it was drugs, because they were friends, Trung helped Phu move the snake skins into the car.
After loading the bags of drugs into the car, Phu told Manh to drive towards Lach Quen beach, Quynh Luu district to throw away the drugs in the snake body bags. Following Lin Sheng-Hsiung's instructions, Phu threw away the drugs at the intersection of the salt fields in Quynh Thuan commune, Quynh Luu district.
After returning home, because he suspected Phu of hiring him to transport illegal goods, Manh said: "Why do you do it properly? My car has GPS, I don't want to involve my family." Phu said: "It's none of your business, I'll take responsibility."
Trung knew that Phu was transporting drugs to dispose of, but because of his feelings, he did not report it to the authorities for handling. Phu returned to the hotel to inform the two Taiwanese that he had completed the job. At noon that same day, Lin Sheng-Hsiung left and exited Vietnam.
At 4:00 p.m. on April 16, 2019, because Manh's car was about to be inspected, an employee of the Nghe An Provincial Department of Transport called Manh to ask for the car's location password to check. Manh had the idea of threatening Phu to get money. Manh called Phu to inform him that someone called to ask for the car's location.
At this time, Phu was afraid that the drug disposal incident would be exposed, so he told Manh to find a way to replace and re-run the GPS device's route. Manh then informed Phu that he had contacted someone who could re-run the GPS route and replace the new GPS for 20 million VND (in fact, Manh did not contact anyone). Since Phu only had 9 million VND, Manh agreed to accept the money, and the remaining amount would be calculated later.
On the morning of April 17, 2019, after reading the online newspaper and seeing that the police had discovered and seized sacks of drugs in the Quynh Thuan salt fields, Phu, Manh, and Trung went to the police station to surrender. The unsealing record determined that the total amount of drugs was 489,685.00 grams.
At the trial, the defendants admitted their crimes and asked for a reduced sentence.
Considering the case as a whole, the court sentenced Nguyen Van Phu to 3 years and 6 months in prison for "Concealing a criminal", defendant Vo Sy Manh to 2 years suspended sentence for "Extortion of property", and defendant Nguyen Bao Trung to 6 months in prison for "Failure to report a crime". The court also ordered Manh to return 9 million VND to Phu.
