The entire education sector needs to make efforts with the spirit of 'All for dear students'
(Baonghean.vn) - This is the wish of Prime Minister Pham Minh Chinh on the eve of the new school year at the Conference to summarize the 2022 - 2023 school year and deploy tasks for the 2023 - 2024 school year.

Attending the Conference were Prime Minister Pham Minh Chinh and Deputy Prime Minister Tran Hong Ha.
On the side of the Ministry of Education and Training, there were Minister Nguyen Kim Son and leaders of central ministries, departments, branches, and leaders of units under the Ministry.
The conference was held in both in-person and online formats.
At Nghe An bridge point, there were comrades: Bui Dinh Long - Vice Chairman of the Provincial People's Committee; Thai Van Thanh - Member of the Provincial Party Executive Committee, Director of the Department of Education and Training chaired.
Continue to implement educational innovation
Speaking at the opening of the Conference, Minister of Education and Training Nguyen Kim Son commented: The 2022 - 2023 school year is a year of many difficulties and challenges for the education sector, as it must continue to work with the whole country to overcome and strive to overcome difficulties caused by the Covid-19 pandemic, while consolidating and improving the quality of education and training activities. This is also the first school year that the education sector has implemented the teaching of English and Information Technology according to the 2018 General Education Program for grade 3 and implemented the General Education Program for high school level. This school year marks 10 years since the entire sector implemented Resolution 29 of the Party Central Committee onrenewbasic, comprehensive Education and Training.

Overcoming difficulties, in the 2022 - 2023 school year, the quality of mass and key education continued to be improved. The scale and network of continuing education facilities in localities were basically maintained stable, meeting the needs of regular and lifelong learning of the people. The whole sector successfully organized the High School Graduation Exam, the National Excellent Student Exam, and the National Science and Technology Competition for high school students in the 2022 - 2023 school year. Vietnamese students continued to achieve many high achievements in international Olympic competitions in the region. According to the ranking of the best countries in education in 2021 (announced in 2022), Vietnam ranked 59th in the world (up 5 places compared to the previous year).
However, in addition to the achievements, the Minister of Education and Training also looked directly at the existing limitations such as: lack of teachers, lack of classrooms, overload in schools in big cities, densely populated areas. Support work, psychological counseling, skills to prevent and combat violence, child and student abuse are not really effective...
Quickly resolve existing problems
Speaking at the summary conference, the Prime Minister once again reiterated the important role of the Education sector, which is the top national policy. Education and Training is the decisive factor in human resources to meet the requirements of industrialization and modernization of the country... The Prime Minister also highly appreciated the efforts of the Education sector which have achieved many high achievements in teaching and learning.
Besides the achieved results, Prime Minister Pham Minh Chinh also said that the industry still has limitations such as slow institutional completion, some policies are correct but the thinking, working methods, approaches and problem solving are not appropriate.

In addition, the implementation of the textbook and general education program still has shortcomings. The construction of the new general education program is not yet synchronized with the implementation conditions. There are still conflicting opinions on the design of the history subject in the general education program. The issuance of ethnic language textbooks is slow. Some localities are slow to issue local education textbooks. The teaching of integrated subjects still has many shortcomings. The planning of the school network and the arrangement of teachers are still not suitable, leading to a shortage of schools, classes, and teachers. Many areas with many industrial parks do not allocate land funds to build schools and classrooms, causing pressure on enrollment at the beginning of the level.
In the coming time, the Prime Minister also raised 6 issues that the education sector needs to focus on and resolve effectively. These include paying attention to and overcoming school violence, ensuring security and safety in schools, reforming the textbook system but ensuring standards and stability, development, paying more attention to university and college education, regularly reviewing civic education subjects in schools, and having quick solutions to overcome the shortage of teachers and schools.

In the 2023-2024 school year, the Prime Minister basically agreed with the tasks set forth by the Ministry of Education and Training. In addition, the Prime Minister requested the sector to review a number of policy mechanisms, improve the effectiveness of state education management... Organize a good summary of 10 years of implementing Resolution No. 29 on education and training innovation. From there, propose to competent authorities whether or not to continue implementing or replace it with another Resolution.
The sector also needs to continue to improve the 2018 General Education Program in line with reality, develop policies for teachers and staff, improve the quality of teacher training, promote educational autonomy in the spirit of perfectionism but not haste. In addition, it is necessary to continue to review school planning to meet people's learning needs, and strengthen communication to create consensus among the people.
The Ministry of Education and Training also needs to coordinate with ministries, branches and localities to complete the assigned tasks, paying attention to organizing the High School Graduation Exam, announcing the graduation exam plan according to the new General Education Program, and innovating the High School exam method in a concise direction, reducing exam pressure but still improving quality.
Relevant ministries and sectors should coordinate to develop policies to support preschool teachers and teachers in remote areas, and continue to invest in Internet infrastructure, especially in low-lying areas. Localities should review and check the recruitment of teachers, and supplement enough teachers to ensure the principle that if there are students, there must be teachers, but they must be appropriate. At the same time, they should do a good job of planning and building boarding and semi-boarding schools, and prioritize allocating resources from the local budget for education...
