The documents of the Congresses at all levels are the concretization of the Party's viewpoints and directions into a system of solutions that are vital from the practical experience of the sectors, localities, agencies, units, areas and fields assigned to tasks; they have the value of guiding the leadership, guiding, thoroughly overcoming the existing problems and shortcomings, making the most of opportunities and advantages, thoroughly removing bottlenecks and barriers, mobilizing the maximum participation of cadres, party members and people, creating great strength to achieve and exceed the set goals, contributing to the successful completion of the goals, targets and plans set by the Central Committee or the higher-level party committees. In addition, the Central Organizing Committee, the Central Inspection Committee, the Central Propaganda and Education Committee, and the Central Office have so far issued 21 guiding documents related to the organization of Party Congresses at all levels, which you should consider as "textbooks" for implementation.

In the context of our active implementation of Resolution No. 18 of the Politburo on streamlining the organizational apparatus of agencies and units in the political system, Party committees at all levels need to quickly consolidate the organization, put the apparatus into operation and continue to streamline the internal apparatus of each agency, unit and locality. Regarding the Party Committee structure, it is necessary to ensure the direct and comprehensive leadership of the Party Committee over important areas and fields; attach importance to quality, not lower standards because of structure; it is not necessary for every locality, department, or sector to have people participating in the Party Committee; The selected committee members must truly be the core of political leadership, representing the Party members and being trusted and loved by the masses; committee members must be worthy of being members of the "general staff" in combat and must be united and highly unified in will and action, truly clean, steadfast and loyal. It is necessary to promote the responsibility of the leader in proposing and introducing personnel, especially successors according to the new regulations of the Central Committee. Personnel preparation must harmoniously combine local human resources with the mobilization and rotation of cadres from other places.
