The 14th National Congress of the Communist Party of Vietnam is a particularly momentous political event for the entire Party, the entire people, and the entire army; it marks a milestone opening a new path of national development in a new context, situation, and with new goals; it is a Congress of strategic self-reliance, self-strength, national pride, of the aspiration to rise, and of unwavering faith in the path chosen by the Party, President Ho Chi Minh, and our people.

The 14th National Congress took place at a historically significant moment: the entire Party, the entire people, and the entire army were united and determined to steadfastly advance towards two strategic goals: 100 years of the country under the leadership of the Communist Party of Vietnam.(1930 - 2030)and 100 years since the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.(1945 - 2045).This raises the following demands: We must face the truth squarely and assess the situation accurately; we must be determined to innovate our thinking, improve institutions, and enhance national governance capacity; and we must act strongly, decisively, and effectively, for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism.

The draft documents to be submitted to the Congress include: the Draft Political Report of the 13th Central Committee of the Party; the Draft Report summarizing some theoretical and practical issues on the socialist-oriented reform process in Vietnam over the past 40 years; and the Draft Report summarizing 15 years of implementing the Party Charter.(2011 - 2025)and proposes and directs amendments and additions to the Party Charter. In particular, the Draft Political Report integrates three reports in a synchronized manner.(Political Report, Socio-economic Report, and Report summarizing Party building work)It forms a unified, comprehensive whole, with a clear focus and key points, concise, easy to understand, easy to remember, and easy to implement.

The action program to implement the Resolution of the 14th National Congress is:"breakthrough"compared to previous congresses, it clearly indicates"Subject, route, resources, destination"to implement the Resolution of the 14th National Congress.

Authorized by the 15th Central Committee Meeting of the 13th Party Congress, the Politburo proposed to the Congress the policy of summarizing 100 years of the leadership of the Communist Party of Vietnam (1930 - 2030) in the Vietnamese revolution, and outlining the development orientation of the country for the next 100 years (2030 - 2130); and summarizing 40 years of implementing the Platform for building the country during the transitional period to socialism.

The preparation process for the document was meticulous, serious, rigorous, scientific, and modern; inheriting the essence of previous congresses, steadfastly adhering to principled viewpoints, while clearly demonstrating a strong innovation in thinking about development, closely following reality, and respecting objective laws; every assessment, every goal, every solution stems from reality. In particular, this document sets forth the requirement for action: words must match deeds; clearly define goals, tasks, and solutions; link responsibility with results; link breakthroughs with sustainability; and link disciplined implementation with the satisfaction of the people.

During the process of finalizing the documents, the Central Committee of the Party, the Politburo, and the Secretariat paid special attention to promoting collective intelligence, expanding democracy, and deeply listening to the voices of Party members, the people, intellectuals, scientists, businesspeople, artists, cadres, soldiers of the armed forces, and our compatriots at home and abroad. The draft documents were widely discussed throughout the Party, publicly announced through mass media, and opinions were solicited from National Assembly delegates, the Fatherland Front, political and social organizations, and various segments of the population through diverse methods.

The full text of the Reports has been sent to the delegates attending the Congress. On behalf of the 13th Central Committee of the Party, I would like to report, emphasizing some key contents and new points of the draft documents for the Congress to consider, discuss and decide upon.

I. HIGHLIGHTS OF THE 13TH NATIONAL CONGRESS TERM: COMPETENCE, COURAGE, AND PERSEVERANCESTEADY, FIRM

The 13th National Congress took place under exceptional circumstances, with many intertwined difficulties and overlapping challenges. These included natural disasters, storms, floods, and epidemics; traditional and non-traditional security risks; fierce strategic competition; fluctuations and disruptions in the energy and food supply chains; and internal problems accumulated over many years. In this context..."Fire tests gold, hardship tests strength."Our Party has demonstrated its leadership and governing capacity, its fighting spirit, and its unity; it has shown its will and aspiration for development, for building the future, its innovative thinking, and its decisive actions; the entire Party, the entire people, and the entire army have joined forces and worked together to successfully implement the Resolution of the 13th National Congress with many very important, comprehensive, and breakthrough results, many outstanding highlights, and have basically completed the main objectives set forth.

Our economy has overcome many difficulties and challenges, maintained macroeconomic stability, and sustained relatively strong growth; its potential, resilience, and adaptability have been enhanced, creating a foundation and significant room for faster and more sustainable development in the coming period.

Many groundbreaking strategic policies have been implemented decisively. In particular, the revolution in reforming, reorganizing, and streamlining the administrative apparatus and units has achieved strategic goals, representing a crucial shift in national governance thinking, opening up new development opportunities for the country's long-term future. The fight against corruption, waste, and negative practices has been implemented decisively, persistently, comprehensively, and synchronously, achieving many important results, strengthening the people's trust, and reinforcing discipline. Human, cultural, and social development has made significant progress; the material and spiritual lives of the people continue to improve and are constantly being enhanced. The strength of the people and the great national unity have been promoted; social consensus has been strengthened and consolidated.

The country's independence, sovereignty, unity, and territorial integrity, along with a peaceful environment, are maintained; political and social stability is ensured; national defense, security, order, and social safety are guaranteed; and foreign relations and international integration are expanded, elevated, and deepened. The country's position and prestige in the international arena are increasingly enhanced. Vietnam is a shining example, highly regarded by the world for its social safety and stability; and for its breakthrough thinking, vision, and innovative approaches in leadership and development management.

The comprehensive results of the 13th National Congress continue to affirm the leadership role and prestige of the Party. The people's trust in the Party, the State, and the regime is increasingly strengthened, creating an important foundation for the country to enter a new stage of development with new momentum, new determination, and new aspirations.

The nation's current strength, potential, position, and international prestige are the result of the convergence and crystallization of thousands of years of cultural traditions in nation-building and national defense; they are the fruits of...96yearBuilding and developing the country under the leadership of the Party is the result of40 yearsInnovation is the continuous process of renewing leadership thinking on the foundation of Marxism-Leninism and Ho Chi Minh Thought; it is the sacrifice and selflessness of countless generations of revolutionary fighters, communist party members, and compatriots who have devoted themselves to labor and production, bravely fought, and sacrificed for the independence and freedom of the Fatherland, for the happiness of the people, and for socialism; it is the strength of the great national unity; it is a vivid manifestation of the enduring will, creative spirit, and fervent patriotism of the Vietnamese people in the process of development. The 13th National Congress continues to affirm the great lesson: In"Big waves and strong winds",even"storm"The decisive factors are unwavering political resolve, a unified will, the strength of national solidarity, effective organizational methods, discipline, order, and the close, inseparable bond between the Party and the people.

We have every right to be excited and proud of the important and outstanding results we have achieved. But pride should not lead to increased responsibility or motivation to strive harder; it must absolutely not."Falling asleep beside the laurel wreath"We have frankly pointed out the limitations, weaknesses, and bottlenecks that need to be addressed: from institutional inadequacies, resources, and infrastructure; limitations in implementation and discipline; to the situation where a segment of officials do not meet the requirements; and many pressing social, environmental, and living issues... Correct identification is crucial for correct solutions and actions. The most important issue now is to shift strongly towards action, effectively resolving limitations, bottlenecks, and obstacles, and unlocking all resources for national development.

Looking back at 40 years of reform,With tremendous achievements of historical significance, including the outstanding contributions of the 13th National Congress term, we have full grounds to affirm that the Party's reform line is completely correct, consistent with the realities of Vietnam and the development trends of the times. Our reform line clearly defines the people as the center and subject of the revolutionary cause; steadfastly pursues the goal of national independence linked with socialism; and consistently builds and perfects the three fundamental pillars: a socialist-oriented market economy, a socialist rule of law state, and socialist democracy..

Based on the practical experience of revolutionary leadership over four decades of reform, we have drawn the following conclusions.5 valuable lessons learned:

The first,Firmly adhering to and creatively applying and developing Marxism-Leninism and Ho Chi Minh Thought; steadfastly pursuing the goal of national independence linked with socialism, the Party's reform line, and the Party's organizational and operational principles; using development for stability, and stability for sustainable development; continuously improving the people's living standards; ensuring the highest national and ethnic interests; maintaining independence, sovereignty, unity, and territorial integrity; protecting the Fatherland from early on and from afar; proactively and actively integrating deeply into the world's political system, the international economy, and human civilization, combining national strength with the strength of the times.

Monday,Maintaining and strengthening the Party's leadership, governance, and fighting capacity is the decisive factor in all victories. Building and rectifying a clean and strong Party and political system; a streamlined, efficient, effective, and effective apparatus; resolutely and persistently combating corruption, waste, and negative phenomena; building a contingent of cadres, especially at the strategic level, with sufficient qualities, capabilities, and prestige, commensurate with their tasks; and focusing on building a contingent of grassroots cadres who are close to the people, serve the people, and are capable of fulfilling their duties. Wednesday,Adhering closely to reality and accurately forecasting the situation; proactively, flexibly, promptly, and appropriately responding to policies; decisively leading, directing, managing, and organizing implementation with a focus on key areas; clearly assigning responsibilities, tasks, authority, timelines, and expected results; conducting strict inspections and supervision; improving the quality of institutions; removing bottlenecks, unlocking and effectively utilizing all resources for national construction, development, and defense.

Thursday,Continuously innovate thinking, especially strategic thinking; maintain consistency and steadfastness in strategy, and flexibility and adaptability in tactics; respect objective laws, and prevent and combat subjectivism, voluntarism, dogmatism, opportunism, and conservatism...

II. THE CORE PRINCIPLES OF DOCUMENT DRAFTING: OPEN-MINDED, SCIENTIFIC, AND ACTION-ORIENTED SPIRIT

The first:To be absolutely loyal to the Party's guidelines and platform, to creatively apply and develop Marxism-Leninism and Ho Chi Minh Thought; to inherit and promote the thousand-year-old cultural traditions of the nation, and the achievements and wisdom of the entire Party, people, and army on the path of building and developing the country and protecting the socialist Vietnamese Fatherland.

Monday:This document was developed based on the principle of adhering closely to reality, respecting objective laws, embodying collective wisdom, and truthfully reflecting the wishes and aspirations of the people. Every assessment, every goal, and every solution has been carefully researched and refined, stemming from practical experience; effectiveness and feasibility are considered important criteria.

Tuesday:The document clearly demonstrates a strong shift in thinking about development: identifying science, technology, innovation, and digital transformation as the central driving force; modern institutions and high-quality human resources as the foundation; green, sustainable, and efficient development; circular economy and adaptation to climate change as mandatory requirements; and efficient resource utilization and labor productivity as measures of growth quality.

Wednesday:The document particularly emphasizes the implementation phase. Many correct policies and decisions will still be implemented."It's only on paper"if implementation is slow, ineffective, or flawed."deviant"during the implementation process. Therefore, the document focuses on designing action programs, mechanisms for inspection, monitoring, and evaluation of results; considering data, indicators, and public feedback as an important basis for adjusting policies and assigning responsibility.

Thursday:The document emphasizes the exemplary role of cadres and Party members, especially those in leadership positions; stresses the need to uphold Party discipline and the rule of law; persistently combats corruption, waste, and negative phenomena; and simultaneously builds an environment that encourages innovation, fosters development, protects those who dare to think, dare to act, and dare to take responsibility for the common good, and builds a disciplined, healthy, civilized, secure, safe, and prosperous society.

III- DEVELOPMENT GOALS 2026-2030 AND VISION 2045: GREAT AMBITIONS, STEADY STEPS

Under the glorious banner of the Party, the entire Party, the entire people, and the entire army are united in purpose, determined to innovate and act decisively for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, steadily advancing towards socialism. The theme of the 14th Congress demands that we be more united, more disciplined, and more creative; at the same time, we must humbly learn, listen, and correct ourselves to continuously improve and progress. The 14th Congress has the historical responsibility of establishing crucial policy decisions."launchpad"to successfully achieve the country's two 100-year strategic goals.

The overall objective is:Maintaining a peaceful and stable environment; achieving rapid and sustainable national development; comprehensively improving and enhancing the people's lives; strategic autonomy, self-reliance, self-confidence, and strong progress in the new era of the nation; successfully achieving the goal of becoming a developing country with modern industry and high middle income by 2030; realizing the vision of becoming a developed country with high income by 2045, a peaceful, independent, democratic, prosperous, civilized, and happy socialist Vietnam. Striving to achieve an average GDP growth rate for the period 2026-2030 from10% per yearor higher; GDP per capita will reach approximately by 2030.$8,500 per year.

To achieve the country's development goals in the coming period, we have identified the following:5 The main guiding principle:

The first:Firmly adhering to the principled guiding viewpoints on the Party's leadership, Marxism-Leninism, Ho Chi Minh Thought, and the reform line, constantly supplementing and perfecting them to suit practical realities; promoting strategic autonomy, establishing a new development model, using development to stabilize, and stability to promote rapid and sustainable development; improving the lives and happiness of the people; and firmly defending the socialist Vietnamese Fatherland.

Monday:Early identification, seizing all advantages and opportunities, overcoming all difficulties and challenges; closely and synchronously combining tasks: economic and social development and environmental protection as the central focus; Party building as the key; cultural and human development as the foundation; strengthening national defense and security and promoting foreign relations and international integration as crucial and ongoing priorities.

Tuesday:Strongly fostering patriotic traditions, aspirations for development, solidarity, self-reliance, self-confidence, self-strength, and national pride; promoting cultural and human strengths as endogenous resources and driving forces for development. Completing a comprehensive institutional framework for rapid and sustainable development; removing bottlenecks and obstacles; unleashing and liberating productive forces and all resources. Establishing a new growth model; implementing digital transformation, green transformation, and energy transformation simultaneously; improving the quality of human resources; attracting and utilizing talent; and developing new productive forces.

Wednesday:Leveraging the strength, courage, and wisdom of the Vietnamese people, the great national unity, and the people's support; combining national strength with the strength of the times; proactively, resolutely, and persistently defending independence, sovereignty, unity, and territorial integrity; protecting the Fatherland from early on and from afar. Closely and harmoniously integrating economic, cultural, social, and environmental development with strengthening national defense and security, enhancing the effectiveness of foreign relations and integration. Ensuring and protecting the highest national interests on the basis of international law and the United Nations Charter.

Thursday:Strengthening the building and rectification of the Party and the political system to be clean, strong, and comprehensive; maintaining unity and cohesion; ensuring the smooth, synchronized, and effective operation of the new organizational structure; enhancing the leadership capacity, governance, and fighting strength of the Party, as well as the management, administration, and development-creating capacity of the State; continuously improving the quality of cadres and Party members who are truly exemplary in political acumen, character, competence, and prestige. Tightening the close relationship between the Party, the State, and the people; promoting socialist democracy and the people's right to self-governance; strengthening the control of power; resolutely and persistently fighting against corruption, waste, and negative phenomena."Self-evolution", "self-transformation"internally.

IV- EIGHT OVERLOOKING FOCUSING ON THE IMPLEMENTATION OF STRATEGIC POLICIES

To realize the above objectives, the Political Report identifies the following:12overarching direction;6key tasks and3A strategic breakthrough. The action plan has concretized tasks that can be implemented immediately. The core spirit is condensed in 8The key content clearly demonstrates the requirements: Choose the right approach - implement quickly - see it through to completion - measure results.

The first:Perfecting the development institutions and the socialist rule of law: Using implementation as the benchmark.

Institutions are"bottleneck of bottlenecks"but also"A breakthrough of breakthroughs"We must continue to comprehensively improve the development institutions, remove barriers, unlock resources, and create new impetus for development. We must build a socialist rule of law state in Vietnam, of the people, by the people, and for the people, under the leadership of the Party. We must strongly innovate the methods of national development governance towards a modern, transparent, and highly accountable direction; promote decentralization and delegation of power while controlling power; tighten administrative discipline and order; and build a professional, honest, and service-oriented public service.

We are determined to abolish the mechanism."give and take"Minimize administrative procedures; promote comprehensive and complete digitalization and data interconnection. Use the time and costs of citizens and businesses as a measure of the quality of reforms; ensure a safe, transparent, and healthy competitive investment and business environment.

Alongside reforms, we must build a rule of law discipline and a discipline for its implementation. We must resolutely overcome the following situation:"The law is correct, but it's difficult to enforce.","It's smooth in the parliamentary chamber, but there are obstacles at the grassroots level.","Hot on top, cold below","Talks a lot, does little","The policy decision is correct, but its implementation is slow."This leads to wasted resources and erodes public trust. Simultaneously, mechanisms for controlling power must be designed to ensure that power remains within the framework of the law, ethics, culture, national traditions, and the people's trust.

Monday:Establishing a new growth model: knowledge economy, digital economy, green economy, circular economy.

Rapid but sustainable development is essential. National, regional, sectoral, and local master plans must be perfected. Emphasis should be placed on the quality of growth, based on establishing high technical standards that meet international quality standards. Economic accounting must be ensured. Growth must primarily rely on productivity, quality, efficiency, and innovation; gradually reducing dependence on resource exploitation and cheap labor. The industry, agriculture, and services must be developed synchronously along the value chain; strong growth poles, key economic regions, cities, and new-generation special economic zones on par with regional and global standards must be formed. International financial centers, high-quality service and tourism centers, and large logistics centers linked to international transit ports, airports, and major, modern, highly automated international border crossings must be established; technological self-reliance and supply chain capabilities in key sectors must be enhanced.

The green transition and energy transition must be implemented decisively and systematically, linked to energy security, environmental security, and the demands of competitiveness. This includes developing a circular economy, efficiently utilizing resources, promoting technological innovation and raising standards among businesses, and proactively adapting to new global trade and investment norms.

Fully developing the functions and roles of economic sectors: The state-owned economy plays a leading role in macroeconomic stability, major balances, strategic orientation, and leadership. The private economy is the most important driving force of the economy; creating a favorable business environment, ensuring property rights and freedom of business; encouraging domestic enterprises to grow and become internationally competitive; and bringing knowledge and technology into production and business.

Tuesday:Science,Technology, innovation, and digital transformation: The central drivers of development.

Science, technology, innovation, and digital transformation must truly become the key drivers of growth; the foundation for enhancing productivity and competitiveness; tools for improving governance efficiency, national autonomy, and ensuring national defense and security; and methods for creating new business models, new jobs, and new added value.

Focus on developing strategic technologies. Promote comprehensive national digital transformation, primarily by perfecting digital infrastructure and data; building a digital government, digital economy, digital society, and digital citizens; ensuring cybersecurity and data safety; promoting the application and popularization of digital skills, narrowing the digital divide; creating an environment for experimentation, encouraging innovation, and protecting creativity. Develop an innovation ecosystem linked to businesses, research institutes, and universities; integrate science and technology into every industry, sector, locality, and enterprise.

To achieve technological breakthroughs, we must start with people and mechanisms. We cannot be subjective or solely driven by willpower. We need mechanisms to value talent; mechanisms for evaluating performance based on output; flexible financial mechanisms; public-private partnerships; and mechanisms for commissioning scientific research projects aligned with development needs. Science and technology must be integrated into daily life, serving the people, increasing labor productivity, reducing social costs, and promoting economic growth.

Wednesday:Culture and people: The spiritual foundation of society, the intrinsic strength, resources, and driving force for national development.

Sustainable development must first and foremost be based on people and culture. It is necessary to build and implement a comprehensive system of national values, cultural values, family values, and Vietnamese human standards that meet the requirements of development in the new era; to awaken patriotism, self-reliance, and aspirations for progress; to nurture compassion, loyalty, honesty, responsibility, and discipline; and to create a healthy, progressive, and civilized cultural environment in families, schools, communities, and online spaces.

Social policies must aim for inclusiveness, fairness, effectiveness, and sustainability; ensuring social security; breakthroughs in education and training development; developing healthcare, focusing on people's health; sustainable poverty reduction; and improving the quality of life. Economic growth must be closely linked to social progress, equity, and environmental protection, so that the material and spiritual lives of the people are continuously improved, so that society is truly harmonious and democratic, and so that people have faith in the path towards socialism.

Thursday:National Defense,Security and foreign policy: Maintaining peace for development, and development to enhance national overall strength.

Maintaining a peaceful and stable environment is a prerequisite for development. It is necessary to continue strengthening national defense and security; building a revolutionary, regular, elite, and modern people's armed forces; proactively monitoring the situation; improving the capacity for forecasting, preventing, and promptly handling situations; and resolutely avoiding being caught off guard or taken by surprise.

Foreign policy continues to play a pioneering role in safeguarding national interests; steadfastly upholding independence and self-reliance; being proactive, positive, and responsible in the international community; effectively utilizing cooperation opportunities; deepening and strengthening partnerships; closely integrating foreign policy with defense, security, and economic development; and maintaining principles while being flexible and adaptable in strategy.

Security in the new era is not just about border and territorial security; it also includes security of the regime, cultural and ideological security, economic security, financial security, data security, energy security, water security, and food security... Therefore, sustainable development and strategic autonomy must be placed within the overall task of protecting the Fatherland from early on, from afar, from the grassroots, and from the very source.

Friday:Building and strengthening a clean, strong, and comprehensive Party and political system; personnel work.To be"The key of keys".

Building a clean, strong, comprehensive, and civilized Party is a decisive condition for all victories. It is necessary to enhance the Party's leadership capacity, governing power, and fighting strength; persistently build the Party politically, ideologically, and morally; reform the organizational structure; strengthen the control of power; resolutely and persistently prevent and combat corruption, waste, and negative phenomena; and build a team of cadres with sufficient qualities, capabilities, and prestige to match the tasks at hand.

Personnel work must truly be"The key of keys":Choose the right people, assign the right tasks; evaluate officials based on their output, effectiveness, and reputation among the people. Implement the motto:"There's coming in, and there's going out.","There are ups and downs."Combining strict discipline with effective mechanisms to protect officials who dare to think, dare to act, and dare to take responsibility for the common good; preventing the emergence of undesirable elements."opportunity","Buying and selling positions and power"to infiltrate the organization and apparatus within the political system.

A strong Party is built on strict discipline, revolutionary ethics, and a spirit of service. Every cadre and Party member must self-reflect and correct their own shortcomings; resist temptation; feel ashamed when the people are still struggling and impoverished; consider honor sacred and noble; and regard integrity as the fundamental quality of public service ethics.

Saturday:Building a healthy, disciplined, civilized, safe, and developed Vietnamese society.

For the sustainable development of our country and nation, we need to build a society that is morally sound, legally disciplined, culturally refined in its conduct, civilized in its governance, safe in its daily lives, and progressive in its development. We must persevere in pursuing this goal."A prosperous people, a strong nation, democracy, fairness, and civilization."The primary focus is on strengthening social order through the rule of law, administrative reform; preventing and combating corruption, waste, and negative practices; and building a team of qualified officials."Integrity, dedication, boldness, and a willingness to take responsibility"to"Water magic"go hand in hand with"the will of the people",Everyone has a responsibility to society. Simultaneously, we must develop a modern Vietnamese culture and people rich in identity; improve the quality of education, healthcare, and social welfare; narrow inequality; care for vulnerable groups, and ensure that no one is left behind. We strive to significantly reduce crime, moving towards building a society free from crime, accidents, social ills, and negativity; a truly civilized and happy society. Alongside this, we must ensure human security: social order and safety, traffic safety, food safety, fire safety, disaster and disease prevention and control; and create a green, clean, and safe living environment. Eighth:National unity: The foundation of national strength.

National unity is the foundation for converging and maximizing the strength of the people, creating invincible power for the country to overcome all difficulties and challenges and achieve prosperous and powerful development. We must persistently implement the policy of national unity on the foundation of the alliance between the working class, the peasantry, and the intelligentsia led by the Communist Party of Vietnam; harmoniously resolve the relationship of interests; ensure fairness and equality among ethnic groups, religions, classes, social strata, and each citizen in accessing opportunities and enjoying the fruits of development; promote democracy while strengthening responsibility, order, and discipline; and raise the sense of responsibility of each individual and community towards the nation and people.

V. THREE STRATEGIC BREAKTHROUGHS: FOCUSING RESOURCES, FOCUSING LEADERSHIP, FOCUSING IMPLEMENTATION

The three strategic breakthroughs identified at the 13th National Congress are significant for the entire period of 2021-2030, but entering the term of the 14th National Congress, the requirement is to implement them strongly, quickly, and thoroughly, because these are the decisive levers for the country's breakthrough.

The first,Institutional and implementation breakthroughs:Complete and synchronize the legal framework; improve the quality of policies; strengthen enforcement discipline; ensure that all policies have a roadmap, resources, and mechanisms for monitoring implementation; promote administrative reform, decentralization, and delegation of power, using the quality and efficiency of service to the people and businesses as the benchmark.

Monday,breakthrough in human resources,Especially high-quality human resources linked to science, technology, and innovation. Fundamental and comprehensive reform of education and training; linking training with the needs of the labor market; strengthening digital capabilities; forming a team of excellent managers, experts, entrepreneurs, scientists, and highly skilled technical workers to meet the requirements of the country's breakthrough development.

Tuesday,A breakthrough in integrated and modern infrastructure:Prioritize strategic transportation infrastructure, energy infrastructure, urban infrastructure, telecommunications infrastructure, especially digital and data infrastructure; develop climate change adaptation infrastructure; expand development space according to the national master plan, ensuring regional and local linkages, and connectivity with the region and the world.

These three breakthroughs are organically related. Institutions pave the way; human resources determine speed and quality; and infrastructure creates space and momentum. If we do them in sync, we will create"momentum"new and"position"It's new; if we do it halfheartedly, we'll lose the opportunity.

VI - "THE PEOPLE ARE THE FOUNDATION": THE HIGHEST MEASURE OF ALL POLICY DECISIONS

The overarching ideology in the document, and also the source of strength for the Vietnamese revolution, is the guiding principle."The people are the foundation."The people are the center, the subject, the goal, the driving force, and the resource of development. All policies and guidelines must aim to improve the material and spiritual lives of the people; ensure the people's right to self-governance; respect, listen to, and rely on the people. The Party must maintain close ties with the people, wholeheartedly serve the people, be subject to the people's supervision, and be accountable to the people for all its decisions.

The people's trust in the Party does not come from words, but from actions, from the impartiality and integrity of officials, from the efficiency of the system, from fairness in benefits, from the results of protecting legitimate rights and interests, and from the timely and thorough resolution of legitimate grievances of the people and businesses.

Entering a new phase, we must pay even more attention to building a strong foundation of public support. A strong foundation of public support leads to strong national defense and security; a strong foundation of public support allows reforms to be carried out effectively. With a strong foundation of public support, any difficulty can be overcome, and any challenge can be resolved, just as President Ho Chi Minh taught."Even the easiest task is impossible without the people's support - even the most difficult task can be accomplished with the people's cooperation."

Every delegate attending the Congress, every cadre and Party member nationwide, when studying the documents, should ask themselves: What benefit does this bring to the people? Will it increase the people's trust? Will it improve the people's lives? Will it make the country stronger and wealthier? If the answer is unclear, further refinement is necessary, because every decision is only meaningful when it is supported and approved by the people and brings tangible benefits to them.

VII. IMPLEMENTATION: SPEAK LESS - DO MORE - SEE IT THROUGH TO THE END

Our biggest weakness is that many policies are correct, but their implementation is not up to par. Therefore, this document emphasizes the need for action; highlights the responsibility of each level, each sector, and each official; and resolutely overcomes this situation."Talk a lot, do little.","Talks well, does poorly", even"Actions don't always match words"Lack of inspection and supervision; setting high goals but slow implementation and low effectiveness. To turn determination into results, intense focus is needed on 5 groups of tasks:

The first,The document should be concretized into programs and plans with clear objectives, measurable targets, deadlines, and specific responsibilities; everyone must be held accountable for their actions; and the situation of... should not be allowed to continue."A shared father is mourned by no one," "pass the responsibility to each other."

Monday,Establish mechanisms for regular and unscheduled inspections, monitoring, and evaluations; resolutely address inertia, avoidance, and shirking of responsibility; promptly reward those who perform well; and effectively protect those who dare to think, dare to act, and dare to take responsibility for the common good.

Tuesday,Mobilize and utilize resources effectively; practice thrift and combat waste; invest strategically and prioritize key areas; avoid spreading resources too thinly; do not blindly follow trends; prevent losses and waste that erode social trust and resources and slow down the country's progress.

Wednesday,Implement a culture of public service that is honest, professional, and scientific; prioritize the satisfaction of citizens and businesses; use data and results as the basis for evaluation; resolutely prevent corruption; and increase transparency and accountability.

Thursday,Effective information and communication work is crucial to ensuring social consensus. Extensive reforms will inevitably touch upon vested interests, therefore transparency, attentive listening, thorough explanation, and persistent persuasion are essential; resolute action must be taken against any exploitation or distortion; and at the same time, constructive criticism must be respected, and any inconsistencies in implementation must be promptly addressed.

Implementation must be linked to discipline. Party discipline must come first. The rule of law must be strictly enforced. All power must be controlled. All responsibilities must be clearly defined. All wrongdoings must be punished, and all genuine efforts for the people and the nation must be recognized and protected.

The 14th National Congress is a congress of faith and aspirations, of breakthroughs and action, of discipline and creativity, of unity and development.

The 14th Congress of our Party took place when"historical clock"We are now approaching crucial moments leading up to 2030 – the centenary of our Party's founding, struggle, growth, and development.
