Full text of the closing speech of the 15th Central Conference by the General Secretary and President

Dear comrades,

After a day and a half of urgent, serious, truly democratic and highly responsible work, in an atmosphere of solidarity, excitement and trust, the 15th Conference of the 12th Central Executive Committee completed all the contents of the proposed program, ending the Conference a day and a half earlier than the original plan.

1.The Central Executive Committee discussed democratically, frankly, responsibly and voted to approve the list of additional nominees for a number of comrades joining the Central Executive Committee for the 13th term for the first time; to add a number of Central Committee members of the 12th term who are "special" cases to be re-elected for the 13th term and a number of comrades who are special cases to be officially participating in the Central Committee for the first time; to approve the personnel of Politburo members of the 12th term who are "special" cases to be re-elected for the 13th term and the list of nominees for key leadership positions of the Party and State for the 13th term with a very high concentration of votes.

The Central Executive Committee also discussed and reached a high consensus with the Politburo's Submission on the proposed list of the Presidium, Secretariat and Qualification Examination Board of the 13th National Congress of the Party.

2.The Central Committee also approved the Reports of the 12th Central Committee on documents submitted to the 13th Congress; on personnel work of the 13th Central Committee; and commented on the Summary Report on Party financial work for the 2016-2020 term. At the same time, the Central Committee requested the Congress Organizing Subcommittee and relevant agencies and units to urgently and seriously review all preparations for the Congress, to ensure the success of the 13th National Party Congress.

Dear comrades,

Our conference was a great success; the preparations for the 13th National Party Congress were basically completed in accordance with the set goals, requirements and plans. This is the 15th and also the last conference of the 12th term. Up to this moment, we can happily and proudly affirm: During the past 12th term, in the context of the world, regional and domestic situation with many unpredictable changes; many difficulties and challenges, the Party Central Committee, the Politburo, and the Secretariat have united as one, with great determination and effort, completed the entire work program set out for the entire term, led the entire Party, the entire people and the entire army to achieve very important results, leaving many outstanding marks, creating new confidence, new spirit, new motivation so that in the coming time we will continue to firmly overcome difficulties and challenges, take advantage of opportunities and advantages to bring the country into a new period of development.

In just one week, the 13th National Party Congress will officially open. This is a major political event for the Party and the nation. Cadres, Party members and the people are paying close attention, following, waiting and placing high hopes on the success of the Congress.

I propose to the Central comradescontinue to promote the spirit of solidarity and high responsibilityand the good results of the Central Conference, seriously implement and lead the organization to implement the Resolution of this Conference well, lead the entire Party to urgently complete the remaining work, are the core to spread the good results of this Central Conference throughout our entire Party, people and army, and bring this spirit to the Congress to conduct the 13th National Congress with great success, meeting the expectations and great hopes of the entire Party and people.

In that spirit, I hereby declare the 15th Conference of the 12th Party Central Committee closed.

On the occasion of the New Year 2021, preparing to celebrate the traditional New Year of the nation - Spring Tan Suu and at this very meaningful and sacred moment, I would like to wish you and your family good health, happiness and all the best. May we all be full of determination and spirit, ready to move forward to the great success of our 13th National Congress!
