Full text of the closing speech of the 4th Central Conference by General Secretary Nguyen Phu Trong

Dear Central Committee,

Dear Conference attendees,

After more than 3 days of urgent, serious and responsible work, our 4th Conference of the Central Executive Committee has completed all the contents of the proposed program. The Central Committee members and the comrades attending the Conference demonstrated a high sense of responsibility, promoted democracy and intelligence, discussed frankly and enthusiastically, and contributed many enthusiastic and important opinions to the Reports and Projects submitted by the Politburo and the Government Party Committee to the Central Committee. The Politburo accepted the valid opinions and explained the issues with different opinions; the Central Executive Committee unanimously approved the resolutions and conclusions of the Central Committee. To conclude the Conference, I would like to speak on behalf of the Politburo, clarifying a number of issues and summarizing the main results achieved by the Conference.

1. On socio-economic situation in 2021 - 2022

In the spirit of looking straight at the truth, reviewing, analyzing and evaluating issues objectively and comprehensively, the Central Executive Committee has reached a high consensus that 2021 is the first year of implementing the Resolution of the 13th National Party Congress; the success of the Congress has created new momentum and new spirit for the cause of innovation, national construction and defense. After the Party Congress, the Central Committee has well organized 3 Central Conferences; led the successful conduct of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; promptly completed the Party and State's leadership agencies and personnel; successfully organized many national conferences and other important political events; at the same time, directed the urgent and serious study, development and active implementation of the Socio-Economic Development Plan for 2021 and the 5-year period 2021-2025; The way of doing it is very methodical, reasonable and scientific, as I have said many times:"One call, hundreds respond", "first call, then support", "top and bottom are of one mind"and"horizontally and vertically transparent".

With the spirit of strong, dynamic and drastic innovation in leadership, direction and implementation, and the efforts of the entire Party, people and army, we have inherited and promoted the achievements and results that have been achieved, overcome the existing limitations and weaknesses, and calmly and soberly handled the difficult, unprecedented and newly arising problems in disease prevention and control; supported people and businesses to gradually overcome difficulties, maintain, restore and develop production and business, care for and protect people's health and life, and take care of students' education... The superiority of the socialist regime in our country, the tradition of solidarity, patriotism, "love others as you love yourself", "the whole leaf covers the torn leaf, the less torn leaf covers the more torn leaf" of our nation continued to be highly promoted. Thanks to that, the third outbreak of the epidemic was controlled; The economy in the first 6 months of the year still grew quite well, at 5.64%, higher than the same period last year. In the past 9 months, the macro economy continued to be stable, inflation was controlled, the consumer price index (CPI) increased by only 1.82% over the same period; major balances of the economy were basically guaranteed; total budget revenue reached 80.2% of the estimate; the monetary market and stock market were basically stable; goods exports increased by 24.4% over the same period. In particular, timely response and implementation of support policies to overcome and resolve difficulties for people and businesses affected by the epidemic. Political security, order and social safety were maintained; national defense, security and foreign affairs achieved many positive results, contributing to maintaining socio-political stability, protecting national independence and sovereignty; continuing to enhance the prestige and position of our country in the international arena.

The Central Executive Committee welcomes, commends, highly appreciates and respectfully thanks the great efforts, contributions and noble gestures of our compatriots, comrades, soldiers and the business community nationwide; thanks our compatriots abroad and international friends for their effective support and assistance in the prevention and fight against the Covid-19 pandemic in the past time. At the same time, deeply shares the human and property losses that our people have suffered; acknowledges and honors our compatriots, cadres and soldiers of the forces on the front lines against the epidemic, especially the health sector, armed forces and grassroots cadres who have bravely sacrificed themselves for the lives, health and peaceful life of the people.

On the other hand, the Central Committee also focused on analyzing the severe and multifaceted impacts of the fourth outbreak with the Delta variant that spreads very quickly and is extremely dangerous; and discussed more correct, comprehensive, fundamental, and systematic policies and strategies to resolutely prevent, combat, and control the epidemic, and orient the recovery and development of the socio-economy in the coming time.

The conference unanimously stated: Due to the severe consequences caused by the fourth outbreak, the economy in the third quarter grew by negative 6.17% compared to the same period in 2020, causing economic growth in the first 9 months of the year to reach only 1.42%, the lowest level since 2000; the whole year is forecast to reach only about 3%, far below the target set by the National Assembly (6%). The socio-economy of the whole country is facing many difficulties and major challenges, and may continue to last in the last months of 2021 and 2022. Production and business activities, learning, especially online learning of students, and the lives of workers in most fields are facing many difficulties; many businesses have to stop operating, even dissolve or go bankrupt. Bad debts in banks are likely to increase; posing many risks to the financial and monetary markets, labor markets, macroeconomic stability, and business investment environment. People's lives and the resilience of workers in epidemic areas have been severely affected; many complex problems have arisen regarding psychology, social mood, political security, social order and safety. It is forecasted that many of the main goals and targets set for 2021 will not be achieved.

In addition to the objective causes mainly due to the impact of the epidemic, there are also subjective causes in disease prevention and control; at times and in some places, there is still negligence, subjectivity, passivity, confusion or rigidity, lack of unity and synchronization in leadership and direction in handling specific and sudden situations; there are still limitations and inadequacies in forecasting and analyzing the situation to develop and systematically implement short-term and long-term plans, both for disease prevention and control and socio-economic development.

In the last months of 2021, it is necessary to urgently develop and organize the implementation of specific plans and scenarios that are closer to the current situation and have high feasibility to continue to focus on prioritizing disease prevention and control and effectively overcoming the impact of the disease; absolutely calm, alert, not too panicked, but also not negligent, subjective, hasty, striving to basically control the disease nationwide as soon as possible to restore and develop the socio-economy. Focus on prioritizing the implementation of practical and effective support mechanisms, policies and solutions for people, workers and businesses; enhance resilience, overcome difficulties and challenges; stabilize life and restore production and business. Maintain political security, order and social safety; stabilize the macro-economy; control prices, markets, ensure supply, circulation of goods and major balances of the economy. Focus on removing difficulties and bottlenecks, and mobilizing all resources for epidemic prevention and control and socio-economic development.

It is forecasted that in 2022, the epidemic situation in the world and in our country will continue to be complicated and unpredictable; there may be new outbreaks with new variants, spreading faster and more dangerously. The world will hardly be able to control the epidemic absolutely; therefore, it is necessary to have appropriate policies and measures to prevent and combat it."safe, flexible adaptation"or"living together"with disease

Therefore, the Conference especially emphasized: From the lessons learned domestically and internationally over the past time, it is necessary to renew thinking and have a more correct perception of disease prevention, control and control associated with maintaining, recovering and developing production and business to develop appropriate plans and scenarios to include in the socio-economic development plan, state finance and budget, and public investment in 2022 in the most appropriate and feasible way possible. On the basis of the socio-economic plan for 2022 and the policy and orientation for disease prevention and control in the new situation, promptly adjust flexible and effective financial and monetary policies, create resources to ensure macroeconomic stability, major balances of the economy, restore production and business, circulation of goods and labor, especially in localities that have implemented social distancing for a long time, promote exports and domestic consumption, boost investment, including both public and private investment. Strengthen leadership, direction and implementation of socio-economic development solutions; focus on prioritizing the supplementation and improvement of institutions, removing difficulties, effectively handling outstanding issues, bottlenecks and bottlenecks for investment, production and business development; restructure a number of important industries, fields and enterprises that are directly affected by the Covid-19 pandemic, such as: Trade, services, aviation, tourism, etc. to adapt to the new normal state, creating a foundation for the recovery period of these industries, fields and enterprises from 2022 onwards. Have solutions to protect enterprises in key sectors of the economy, as well as avoid the collapse of large economic groups (both state-owned and private), which can lead to a chain collapse in the economy; do not let the economy miss the beat in the trend of world economic recovery as well as the process of restructuring the global production and supply chain. Resolutely direct the promotion of disbursement of public investment capital, especially large, key national projects.

Early research and development of new growth scenarios for the "post-Covid-19" period, comprehensive solutions to stimulate the economy, support and remove difficulties for businesses and workers, and not to reduce long-term growth drivers. Strengthen inspection and supervision of the implementation of social security policies; urgently review, not to miss or miss out on subjects and areas in need of support. Timely propose rewards for organizations and individuals participating in the front line who have completed their tasks well. Take care of people's health and lives, ensure social security and welfare, develop culture and education; direct, guide and have appropriate solutions for students to go to school normally. Do a good job of forecasting, preventing and combating natural disasters, and responding to climate change.

In the above spirit, the Central Executive Committee basically agrees with the general goals and main tasks and solutions for 2022 proposed by the Government Party Committee, including postponing the implementation of the salary policy reform roadmap as stated in Resolution 7 of the 12th Central Committee. At the same time, it is required to continue reviewing, carefully calculating, and re-standardizing the goals, targets, tasks, and main solutions to submit to the National Assembly for consideration and decision, ensuring that they meet the requirements of both continuing to effectively prevent, combat, and control the epidemic and restore socio-economic development in 2022 and the following years. Focus on prioritizing the effective implementation of solutions to ensure social security, support businesses to restore production and business; at the same time, handle the long-standing limitations and weaknesses of the economy, especially in the disbursement of public investment capital; Reforming state-owned enterprises and dealing with the problem of projects with large losses and long delays; commercial banks making compulsory purchases at zero dong... Strengthening solutions to ensure the quality of education and training; ensuring national defense, political security and social order and safety; improving the effectiveness of foreign affairs in the new situation; strengthening the unity and consensus of the people to share and overcome the common difficulties of the country.

2. On Party building and rectification

The Central Executive Committee affirmed that over the past 90 years, our Party has established, consolidated and increasingly enhanced its leadership role, strength and prestige by its own mettle, determination, intelligence and pioneering theories; by the correct guidelines that bring vital benefits to the people and the country; by the exemplary, selfless sacrifices and tireless efforts of the cadres and Party members; by a closely united, solid and solid organization; by the flesh-and-blood ties with the people, and by the people's wholehearted trust, support and protection. In fact, since the Party was founded, our people have had a correct and wise leader, and thanks to that, we have achieved one victory after another, creating miracles in the 20th century. During the period of renovation, our Party has led the country to overcome all difficulties and challenges and achieved many great and historic achievements. Our country has never had such a foundation, potential, position and international prestige as it does today. We have every right to be proud of the good nature, heroic tradition and glorious history of our Party - the Party founded and trained by the great President Ho Chi Minh, the representative of the heroic Vietnamese nation.

Today, in the new conditions, facing the requirements of the revolutionary cause in the new period, with great scale and stature, with many new difficulties and challenges, more than ever, we need to further promote the tradition and good nature of the Party, take care to build our Party to be truly steadfast in politics and ideology; highly unified in will and action; clean in ethics and lifestyle; strict in organization; closely attached to the people, capable of leading our country to overcome all difficulties and develop more and more. The 13th National Party Congress has set out the requirements and tasks of Party building and rectification with 10 basic and synchronous solutions, emphasizing the need to continue to promote the implementation of Resolution 4 of the 12th Central Committee, focusing on preventing, repelling,resolutely fight, deal strictlydegradation of political ideology, morality, lifestyle,corrupt and negative behaviorand internal manifestations of "self-evolution" and "self-transformation".

What's new this time is that the Central hasExpand the scope, not only in Party building and rectification but also in building the political system in accordance with the spirit of the Resolution of the 13th National Party Congress; along with prevention and pushback, we must proactively prevent, resolutely fight, and strictly handlethe decline in political ideology, morality, lifestyle andcorrupt and negative behavior... At the same time, supplement and clarifysystem of manifestations of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation", "negativity" in line with the new situation. In which, it is emphasized that the most dangerous is the fading of revolutionary ideals, lack of steadfastness on the socialist path, vagueness, wavering, lack of faith; speaking and acting against the Party's viewpoints and policies; decline in fighting spirit, not daring to defend what is right, not daring to fight what is wrong; even following wrong and distorted perceptions and viewpoints; no longer having the consciousness to wholeheartedly serve the country and the people, not fulfilling assigned duties and responsibilities; not properly implementing the principles of Party building and Party organization and activities. The degradation in morality and lifestyle is manifested in: selfishness, pragmatism, opportunism, profiteering, fame-seeking, power-seeking, corruption, negativity; factionalism, disunity; bureaucracy, distance from the people, insensitivity to the difficulties and frustrations of the people.

From the degradation of political ideology, morality, and lifestyle leading to "self-evolution" and "self-transformation" is just a short, even very short, and unpredictable dangerous step that can lead to assisting or colluding with evil, hostile, opportunistic forces, betraying the ideals and revolutionary cause of the Party and the nation.

The Central Committee affirmed that the degradation of political ideology, morality, lifestyle, corruption, negativity, "self-evolution", and "self-transformation" within the Party has both objective and subjective causes, in which subjective causes are the main ones, originating fromindividualism, from the lack of self-cultivation and training of cadres and party members; unstable ideological stance; falling into individualism, forgetting responsibilities and duties to the Party and the people. The principle of democratic centralism is loosened, the principle of self-criticism and criticism is not strictly implemented. The research, amendment, and promulgation of mechanisms, policies, and laws adapting to the socialist-oriented market economy are not timely; many documents lack specific sanctions and are not strictly implemented. The management of cadres and party members is still loose. The evaluation, use, and arrangement of cadres are still biased and partial. The work of political and ideological education for cadres and party members is not given due importance, is slow to innovate, and is ineffective. The work of inspection, supervision, and maintenance of discipline in many places is not regular and not serious. The role of the people in supervising, criticizing, and contributing ideas to Party and government building through the Fatherland Front, socio-political organizations, and other forms has not been fully and effectively promoted.

Regarding tasks and solutions in the coming time, the Central Committee highly agreed to carry out more specific and practical tasks synchronously and drastically, focusing on 4 groups of tasks and solutions proposed by the 4th Central Conference of the 12th tenure; at the same time, it added and emphasized 2 more groups of tasks and solutions:Building a team of cadres at all levels, especially strategic levels and leaders with sufficient qualities, capacity and prestige, equal to the task; Resolutely and persistently fight against corruption and negativity, and strictly handle erring cadres..

Accordingly, it is necessary to focus on setting examples of good people and good deeds; preventing, warning, and criticizing wrongdoings. Strongly combating individualism, selfishness, and "group interests". Reviewing, perfecting, and strictly implementing the mechanism to control the exercise of power by those in positions of power. Strictly handling violations of Party discipline and State laws; resolutely fighting corruption, negativity, and waste. Strictly implementing the principle of democratic centralism within the Party; personnel work, inspection work; education, training, and management of Party members. Promoting the supervisory role of the people, the press, and public opinion.

The Central Committee especially emphasized that if we want this Resolution and Conclusion to come into life and create clear changes, the entire political system must participate. Each Party organization, each cadre and Party member, first of all, senior cadres, key cadres, and leaders at all levels and sectors must deeply and fully understand their responsibilities to the people, the country, and the Party in order to voluntarily and exemplaryly implement them. Here, the exemplary role of the Central Committee is extremely important and has decisive significance. Each comrade member of the Central Committee, member of the Politburo, the Secretariat, each comrade head of Party committees and authorities at all levels must voluntarily and exemplaryly implement the resolution, match words with actions, give strong direction with great determination and great effort. The conference highly agreed to issue new regulations on what party members are not allowed to do; considering this an important basis and basis for reviewing and handling violations by cadres and party members. The Central Committee believes that organizing the good implementation of the new regulations and the Conclusion of this Central Conference, continuing to promote the implementation of the Resolution of the 12th Central Committee on Party building and rectification will have a positive impact, improving the quality, effectiveness and efficiency of education, training, cultivating the qualities, ethics, lifestyles and exemplary responsibilities of cadres and party members; correcting working style and manners; preventing, repelling, resolutely fighting and strictly handling acts of corruption, negativity, degradation in political ideology, ethics, lifestyles and manifestations of "self-evolution" and "self-transformation" within the Party; contributing to strengthening discipline and order, improving revolutionary moral qualities, resolutely fighting to eradicate individualism in the entire Party; Building the Party and political system increasingly clean and strong in all aspects.

Dear comrades,

The 4th Conference of the 13th Party Central Committee was a great success. The effective implementation of the resolutions and conclusions of the Central Committee at this Conference will significantly contribute to bringing the Resolution of the 13th Party Congress into life, promoting the successful completion of the tasks of disease prevention and control, socio-economic development, ensuring social security and people's lives, maintaining socio-political stability and building and rectifying the Party, and building an increasingly clean and strong political system.

To effectively implement the resolutions and conclusions of this Central Conference, our awareness must be mature, our thinking must be clear, our determination must be great and our methods must be correct, contributing to truly changing the situation, with clear and specific results. I suggest that each Central Committee member, in his or her position, further promote his or her personal responsibility, together with the Party Committee and the Government, lead and direct the implementation of the Resolution of the 13th National Party Congress and the resolutions and conclusions of the Central Committee.
