On the morning of May 18, the 10th Conference of the 12th Party Central Committee closed, after nearly 3 days of urgent, serious and responsible work, completing all the contents of the proposed program.

Dear Central Committee comrades,
Dear Conference attendees,

After nearly three days of urgent, serious and responsible work, the 10th Conference of the Central Executive Committee has completed the entire content of the proposed program. The Central Executive Committee has reviewed, commented on and decided on many important issues. The Politburo has fully absorbed and explained issues with different opinions. The Central Executive Committee unanimously approved the Conference's resolution.

Next, on behalf of the Politburo, I would like to summarize the main results of the Conference and emphasize a number of issues to unify leadership and direction for implementation.

1. The conference reached a high level of consensus on guiding ideology and orientation to complete the outline and draft documents to be submitted to the 13th National Congress of the Party.

Appreciating the preparation of the Subcommittees, the Central Committee basically agreed with the draft Outline of the Reports, including issues on topics, titles, mottos, guiding ideas, structures and some key issues that need to be consulted during the process of drafting the documents. At the same time, it requested the Subcommittees to urgently complete the Outlines, ensuring consistency between the Reports, especially on topics, viewpoints, guiding ideas and general objectives; presenting them briefly, concisely, clearly, easily understood, easily remembered and easily implemented.

The Central Committee especially emphasized: The Political Report, Socio-Economic Report and thematic reports must be truly worthy of being presented to the Congress, demonstrating the will and strength to rise up of the entire Party, people and army in the new development period with intertwined opportunities, advantages and difficulties and challenges; correctly determining policies, orientations and major decisions to ensure the successful implementation of the cause of continuing to promote comprehensive and synchronous innovation, building and developing the country and protecting the Fatherland in the next 5 and 10 years (100 years of the Party's founding) and the vision to 2045 (100 years of the country's founding).

The preparation of documents for the 13th National Congress must demonstrate the spirit of continuing to care for the work of building a clean and strong Party and political system, improving the leadership capacity and fighting strength of the Party, the effectiveness and efficiency of the operations of state agencies and the entire political system; promoting the strength of great national unity, exploiting all resources, material and spiritual, domestic and foreign, to serve the cause of innovation, industrialization, modernization, and rapid and sustainable national development.

Focus on clarifying and handling well the major relationships: The relationship between innovation, stability and development; between economic innovation and political innovation; between compliance with the laws of the market economy and ensuring socialist orientation; between developing productive forces and building and perfecting socialist production relations; between the State, the market and society; between economic growth and cultural development, realizing social progress and equity; between building and defending the socialist Fatherland; between independence, autonomy and international integration; between Party leadership, State management and People's mastery.

In the process of preparing documents, it is necessary to base on the results of implementing the Resolution of the 12th Congress, the resolutions of the Central Committee, summarizing 10 years of implementing the Platform (supplemented and developed in 2011), 10 years of implementing the Strategy 2011 - 2020 and the work of Party building, implementing the Party Charter during the 12th term; at the same time, closely following the Platform and the country's reality to objectively and scientifically assess the issues, especially the newly arising complex issues; deeply analyze the causes; scientifically forecast the situation of the country, the region and the world, in order to correctly determine the directions, goals, tasks and main solutions for the coming term.

In particular, it is necessary to deeply analyze and evaluate the implementation of the goals and tasks for the 5 years 2016 - 2020, clarify the results achieved, the remaining limitations and weaknesses and their causes, lessons learned; forecast the ability to implement the Platform and goals of the National Development Strategy to 2030, with a vision to 2045. Focus on clarifying a number of important major issues such as:

In the economic field: The implementation of the policy of sustainable economic, social and environmental development set forth by the 12th Congress; the implementation of the policy of continuing to innovate the growth model, restructuring, improving productivity, quality, efficiency and competitiveness of the economy, implementing the 3 strategic breakthroughs and key tasks set forth by the Resolution of the 12th Congress; new breakthroughs and key tasks that need to be studied, supplemented and developed at this 13th Congress; clearly and more accurately defining the position, role and mechanisms and policies to create motivation for economic sectors; the mobilization, management and effective use of domestic and foreign resources to develop the country faster and more sustainably in the coming time.

In the social field: Along with issues of labor, employment, material and spiritual life of the people, ensuring political security, order and social safety..., it is necessary to analyze and evaluate the current situation of social structural change, the polarization between rich and poor, and social stratification in our country today; the awareness and resolution of social relations, interest relations, risk control; the fight against corruption, negativity, prevention of social evils and moral degradation, contradictions and conflicts; the awareness and implementation of social policies, ensuring social security; making progress and social justice in each step and each development policy; the ideological situation, social mood... At the same time, focus on prioritizing cultural development, building Vietnamese people, promoting cultural values ​​and intelligence of Vietnamese people in the cause of building and defending the Fatherland in the new situation.

Regarding national defense, security, and foreign affairs: Given the rapid, complex, and unpredictable developments in the world and in the region, special attention must be paid, considering ensuring national defense, security, and foreign affairs as an important and regular task.

Clearly identify the advantages, difficulties, and challenges that are arising and the policies, strategies, and measures that need to be applied to maintain independence, sovereignty, national security, territorial integrity, and a peaceful and stable environment for development. Accurately and accurately assess and evaluate the results of the struggle to repel the four dangers that our Party has pointed out in order to have appropriate policies and measures to ensure the successful implementation of the Resolution on the Strategy for National Defense in the new situation.

Regarding Party and political system building: It is necessary to analyze and correctly assess the current situation and propose appropriate and highly feasible solutions to continue consolidating and promoting the important initial results in building our Party and political system to be increasingly clean and strong, in terms of politics, ideology, organization, cadres, ethics, lifestyle and leadership and management methods.

Special attention is paid to political and ideological education, prevention and combat of degradation, "self-evolution" and "self-transformation"; internal political protection; the issue of implementing democracy and discipline, order, solidarity and unity within the Party; the issue of leadership capacity and fighting strength of Party organizations and Party members; building and implementing cadre strategies and cadre work; the content, model and methods of Party governance; the Party's leadership methods and working style; improving the effectiveness and efficiency of state management activities; the assignment, coordination and control of power of state agencies; innovating the content and methods of operation of the Fatherland Front and socio-political organizations; building socialist democracy, ensuring the implementation of the people's right to mastery...

2. The conference democratically discussed and gave directions on the preparation for party congresses at all levels towards the 13th National Party Congress.

The Central Committee has contributed many specific and accurate opinions to the Submission and draft Directive of the Politburo; focused on discussing, analyzing, and creating high consensus on the contents that the Politburo asked for opinions on, including: The contents of Directive No. 36 are still suitable; the contents that need to be inherited but must be adjusted and supplemented; the contents that concretize the resolutions, regulations, and provisions of the 12th Central Committee; the contents that do not inherit Directive No. 36 and need to be omitted to suit reality.

At the same time, the Conference emphasized that this is a key task that needs to be implemented soon in the spirit of continuing to innovate in a practical and effective direction, promoting democracy while maintaining the Party's principles, discipline and order; ensuring to strengthen solidarity, improve the leadership capacity and fighting strength of Party organizations and Party members.

Party committees at all levels need to pay attention to leading and directing the discussion and giving comments on the draft documents of the 13th National Congress of Delegates and the congresses of the Party Committees at higher levels; at the same time, prepare well the reports of the Party Committees at their level. The report of the Party Executive Committee needs to thoroughly grasp the orientation of preparing documents for the 13th Congress; closely follow the actual situation of the locality and unit; correctly assess the implementation of the resolution of the past term; clearly point out the results and achievements that have been achieved, the remaining limitations and weaknesses and their causes, lessons learned; thereby proposing directions, goals, tasks and highly feasible solutions for the next term and a longer-term vision.

Preparations for party congresses at all levels must be closely linked to the implementation of regular tasks, ensuring high efficiency. Pay attention to detecting and handling practical issues that arise, especially those that cause public concern such as: Management and use of land, resources, and public assets; the gap between rich and poor; environmental pollution; traffic jams, traffic accidents, corruption, waste, negativity, and social evils...

The work of preparing personnel and electing Party committees must be carried out in accordance with the Party's Charter, regulations and rules, selecting, introducing and electing truly worthy and qualified comrades who meet the requirements of the tasks in the new situation; paying attention to discovering and introducing new and promising factors, ensuring the proportion of young cadres, female cadres and ethnic minority cadres.

The Central Executive Committee assigned the Politburo, after this Conference, to urgently direct the early completion and issuance of a Directive to guide the entire Party to prepare for and successfully conduct Congresses at all levels, contributing to the success of the 13th National Party Congress.

Immediately after this Conference, we need to seriously grasp the Resolution of the Central Committee, urgently study, complete the outlines and draft documents of the Congress to submit to the 11th Central Committee Conference for consideration and decision at the end of this year; well direct the implementation of the Politburo's Directive on organizing Party Congresses at all levels towards the 13th National Party Congress. At the same time, continue to lead and direct the implementation of the programs and plans set out for the years 2019 - 2020 with the highest results, striving to successfully complete the Resolution of the 12th National Party Congress.
