Dear Central Committee comrades,
Dear Conference attendees,
In the atmosphere of the whole country being joyful and excited about the brilliant successes of the 13th National Congress of the Party, as well as the very good results of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term; the entire Party, the entire people and the entire army are joining hands, both proactively and actively preventing and fighting the Covid-19 pandemic, and striving to fulfill the set socio-economic development goals and tasks, today the third meeting of the 13th Party Central Committee opened.
The conference has the following tasks: Discussing and deciding on a number of important issues such as: The socio-economic development plan for the 5-year period 2021 - 2025; reviewing and promulgating the Working Regulations of the Central Executive Committee, the Politburo, the Secretariat and the Working Regulations of the Central Inspection Commission for the 13th tenure; Regulations on the implementation of the Party Charter and Regulations on inspection, supervision and discipline work of the Party for the 13th tenure; continuing to perfect the personnel of leadership positions of state agencies for the 15th National Assembly term for the National Assembly to elect or approve at the upcoming 1st Session of the 15th National Assembly; and a number of other important issues.
On behalf of the Politburo and the Secretariat, I would like to warmly welcome the Central Executive Committee members and delegates attending the Conference; and would like to send you my sincere regards and best wishes.
Next, I would like to express some suggestive opinions, raise issues, and hope that you will pay attention to them during the discussion, consideration, and decision process. I would like to mention 4 issues:
1. On the 5-year Socio-Economic Development Plan 2021 - 2025
The 13th National Party Congress unanimously proposed the 10-year Socio-Economic Development Strategy for 2021 - 2030 and the 5-year Socio-Economic Development Orientation and Tasks for 2021 - 2025. In order to institutionalize, concretize and successfully implement the goals and tasks set out by the Congress, over the past time, the Politburo has directed the Party Central Committee of the Government, ministries, departments, branches and localities to urgently and seriously study and update the situation, especially the implementation of the Socio-Economic Development Plan, the National Financial Plan and the 5-year Medium-Term Public Investment Plan for 2016 - 2020; at the same time, analyze and forecast the country's development trends in the face of world fluctuations since the beginning of the year to report to the Politburo for comments and direction to complete and submit to the Central Committee for consideration and decision at this Conference.
These are extremely important and broad plans, of decisive significance to the successful completion of the socio-economic development goals and tasks set forth by the 13th National Party Congress. It is recommended that the Central Committee, based on the Resolution of the 13th National Party Congress and the Report, reports, and reference documents of the Government Party Committee, as well as the practical situation in its localities, agencies, and units, take time to study, discuss, and objectively and comprehensively assess the current socio-economic situation of our country and analyze and forecast development trends in the coming time under the impact of the Covid-19 pandemic, the Fourth Industrial Revolution, and new political, economic, cultural, social, defense, and security trends in the world.
Pay attention to analyzing and evaluating deeply, clarifying the actual situation: In the first 6 months of the year, the whole country still had to continue to make efforts and resolutely fight the epidemic; the fourth outbreak spread very quickly, was extremely dangerous, complicated, difficult to control, and could continue to last; there was even a potential risk of new outbreaks. Although the country's socio-economic situation continued to develop and achieved many positive results compared to the same period in 2020, it was still lower than the set target. Production, business and people's lives, especially in epidemic areas and industries and sectors directly affected by the pandemic, faced many difficulties and challenges. The world economy showed signs of recovery and growth but was not yet stable; international trade and investment declined; global public debt increased sharply, the world financial and monetary markets had many potential risks, and there was still a risk of falling into crisis.
The Covid-19 pandemic continues to evolve in a complex and difficult-to-control manner, negatively impacting the world and regional economies, including our country; profoundly changing the economic order, structure, governance methods and organization of economic activities and global social life, forcing many countries to change their economic development orientation and strategy towards enhancing internal strength, focusing on developing the domestic market, developing the digital economy, digital society...
From there, give opinions on major issues raised in the Submission and reports of the Government Party Committee, especially important issues related to viewpoints and guiding ideas that still have different opinions. Pay attention to clarifying and creating high consensus on viewpoints, guiding ideas, general goals, main tasks, some basic targets, and especially specific mechanisms, policies, and measures that are close to reality, have breakthroughs, and are highly feasible, ensuring successful implementation of the proposed plans.
Thoroughly grasp and well implement the major policies and decisions of the 13th National Congress on synchronously perfecting development institutions, first of all, the institutions for developing a socialist-oriented market economy; developing rapidly and sustainably in terms of economy, society and environment; consolidating and enhancing macroeconomic stability; improving internal strength, productivity, quality, efficiency and competitiveness of the economy; economic growth associated with social development, building and promoting cultural values and the strength of the Vietnamese people; realizing social progress and equity, ensuring the superiority of the socialist regime in our country; strongly innovating leadership, direction and administration, promoting decentralization and delegation of powers associated with clearly defining responsibilities and enhancing the effectiveness and efficiency of coordination, supervision and inspection of implementation to remove difficulties and obstacles in the development process...

2. Regarding the development of the Working Regulations of the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission: This is a necessary task at the beginning of each term after the Party Congress, in order to concretize the Party Charter, clearly define the functions, tasks, responsibilities, powers, working regime and working methods of the Party's leadership bodies, ensuring strict implementation of the Party's organizational and operational principles, especially the principle of democratic centralism.
On the basis of the Report on reviewing the implementation and inheritance of the Working Regulations of the 12th tenure, closely following the Resolution of the 13th Congress and the Party Charter, the Working Regulations of the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission of this tenure need to have specific, strict regulations, consistent with reality, ensuring better promotion of democracy in Party activities, activities of the Central Executive Committee, the Politburo, the Secretariat and the Central Inspection Commission, while strictly maintaining discipline and order within the Party; upholding the collective leadership regime, enhancing individual responsibility, especially that of the leader; continuing to innovate and improve the Party's leadership capacity and effectiveness, while promoting the initiative, creativity and responsibility of organizations in the political system; innovating and improving the regime, working style and working methods of the Party's leadership agencies, strengthening the division of labor, decentralization, close and appropriate coordination; Avoid conflicts, overlap or omissions.
These are important foundations to contribute to improving the quality and effectiveness of the Party's activities, strengthening strength, discipline, order, promoting democracy, maintaining solidarity and unity within the Party, and innovating the Party's leadership methods towards the State and society.
The Politburo's report clearly stated the contents that the Central Committee needs to discuss. It is recommended that the Central Committee focus on giving opinions and direct comments on the draft regulations, especially the contents that need to be supplemented and amended. For example, the contents on: Responsibilities, powers, relationships in leadership and direction of the Central Executive Committee, Politburo, Secretariat, Central Inspection Committee; of the General Secretary, President, Prime Minister, Chairman of the National Assembly, Standing member of the Secretariat; the review and final review regime, the regime of working trips to the grassroots level, working methods and styles, working relationships, etc.

3. Regulations on the implementation of the Party Charter and Regulations on the Party's inspection, supervision and discipline work
The 13th National Congress of the Party approved the Report summarizing the Party building work and the implementation of the Party Charter of the 12th Central Executive Committee; decided not to amend or supplement the Party Charter. The Congress assigned the 13th Central Executive Committee to direct the study, absorb, adjust and approve the regulations and instructions of the Central Committee; strengthen inspection and supervision, and ensure strict and unified implementation of the Charter throughout the Party.
The Politburo has directed the Central Organizing Committee, the Central Inspection Committee and relevant agencies to coordinate in preparing the Submissions and Draft Regulations. The contents of the submissions and draft regulations closely follow the Summary Report on the implementation of the Party Charter, on the basis of Regulations No. 29, dated July 25, 2016 and Regulation No. 30, dated July 26, 2016 of the 12th Central Executive Committee to propose contents that need guidance and regulations, in accordance with the practical implementation of the Party Charter.
We request that Central Committee comrades carefully study and give their opinions and suggestions on the draft regulations on the contents that have encountered difficulties and shortcomings in practical implementation, especially specific issues arising from the grassroots, from Party cells and Party committees. These are issues such as: Regulations on implementing the principle of democratic centralism; periodic activities of grassroots Party committees and Party committees; the introduction and admission of people into the Party; cases of admission and recognition of official Party members in violation of regulations; the issuance and management of Party membership cards, and the recording of Party member records; the election of delegates to attend Party congresses at higher levels; the establishment of specialized agencies to advise, assist, and public service units of Party committees; regulations on principles in inspection, supervision and enforcement of Party discipline; leadership of inspection and supervision work and the authority and tasks of inspection committees at all levels; Disciplinary action against party members who violate the law; regulations on handling when detecting violations related to cadres under the management of the Party Committee; regulations on cases of not resolving denunciations...; inspection and supervision work of party organizations; disciplinary action and disciplinary voting; complaints about party discipline...

4. On introducing personnel for leadership positions of state agencies for the 2021 - 2026 term
This is a very important task. At the 2nd Conference of the 13th Central Committee (March 2021), the Central Executive Committee reached a high consensus on the need to promptly complete the leadership positions of state agencies immediately after the Congress to meet the requirements of implementing the Resolution of the 13th National Congress of the Party. The Central Executive Committee reviewed and decided to introduce personnel for the positions of President, Prime Minister, Chairman of the National Assembly and gave opinions on introducing personnel to hold 24 other leadership positions of state agencies. At the 11th Session of the 14th National Assembly (March - April 2021), the National Assembly elected the President, Prime Minister, Chairman of the National Assembly and elected or approved 24 other leadership positions of state agencies.
Up to now, after the election of the 15th National Assembly (term 2021 - 2026), the Central Executive Committee is responsible for preparing and continuing to introduce personnel for the 15th National Assembly to elect or approve at the upcoming First Session in accordance with the provisions of the Constitution and the law. At this Conference, the Politburo proposed that the Central Executive Committee consider and introduce personnel in the following direction: For the positions of President, Prime Minister, Chairman of the National Assembly and 24 other leadership positions of state agencies that were introduced or approved by the 2nd Conference of the 13th Central Committee with a high number of votes of confidence, the Central Executive Committee will not conduct a re-nomination vote or seek opinions.
For the remaining 23 positions that have not been voted on at the 2nd Central Conference and positions that are expected to change compared to the previous time, the Politburo will ask for the Central Committee's opinion by vote before officially introducing them for the National Assembly to consider voting or ratifying at the upcoming 1st Session of the 15th National Assembly.
Dear comrades,
The content of the Central Conference's agenda includes many very basic and important issues, related to the leadership and direction to successfully complete the goals and tasks of socio-economic development; building a clean and strong Party and political system in all aspects, building a socialist rule-of-law State of the people, by the people and for the people in the 13th tenure, meeting the requirements and tasks of the revolution in the new period. I request that Central Committee comrades take the time to focus on studying, discussing, and giving opinions to continue to perfect and consider and decide at the end of the session.
In that spirit, I hereby declare open the Third Conference of the 13th Party Central Committee.
