In the afternoon, the Provincial People's Committee listened to and commented on four issues: a report on the implementation of programs and projects according to the Resolution of the 17th Provincial Party Congress and Action Program No. 24-Ctr/TU dated October 8, 2013, of the Provincial Party Standing Committee on the implementation of Resolution No. 26-NQ/TW of the Politburo; a report on the implementation of the 2014 work program and proposed work program for 2015 of the Provincial People's Committee; a Decision of the Provincial People's Committee regulating the management, licensing of exploration, exploitation, and use of water resources, wastewater discharge into water sources, and groundwater drilling activities in Nghe An province; and a draft Resolution of the Provincial People's Council on classifying Son Hai urban area (Quynh Luu district) as a type 5 urban area.

Regarding the implementation of programs and projects according to the Resolution of the 17th Provincial Party Congress and Action Program No. 24-Ctr/TU on the implementation of Resolution 26: It is projected that out of 31 key indicators on socio-economic development, national defense and security, 26 indicators are expected to achieve or exceed the targets. Of the 9 key economic indicators, 1 is expected to exceed the target (export turnover), 2 indicators are expected to meet the set targets (growth rate of service production value and growth rate of agricultural production value); 4 indicators are unlikely to meet the plan: Average GDP growth rate from 2011-2014 only reached 7.9% (target annual average growth rate of 11-12%); GDP per capita at current prices in 2014 only reached 26 million VND; estimated to reach approximately 29 million VND in 2015 (target of 33-34 million VND). Of the 15 key social indicators, 3 are expected to exceed the targets, 6 will meet the set targets, 2 require focused efforts to achieve the targets, and 4 are difficult to achieve. Concluding this discussion, the Chairman of the Provincial People's Committee stated that this is an important issue that needs to be assessed before the congress to review and continue directing the implementation of unmet targets and projects. The Department of Planning and Investment needs to conduct a more specific and thorough assessment, specifically identifying the 8 delayed projects, the 1 planning document that has not yet been developed, and solutions for implementation in the coming period.

Regarding regulations on the management and licensing of water resource exploration, exploitation, and use, wastewater discharge into water sources, and groundwater drilling activities in Nghe An province, Mr. Nguyen Xuan Duong instructed the relevant agencies to conduct a more thorough assessment before submitting it to the Provincial People's Committee at a later meeting. Concerning the draft Resolution of the Provincial People's Council on classifying Son Hai town (Quynh Luu district) as a type 5 urban area, the Provincial People's Committee agreed with the draft and will prepare to present it to the Council meeting as soon as possible.
