Nghe An's GRDP growth rate for the first nine months of 2024 is projected to reach 7.5-8%.

According to estimates, the projected GRDP growth rate for the first nine months of 2024 in Nghe An province is approximately 7.5-8%; with the third quarter estimated at around 8.5%.

On the morning of September 25th, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - chaired the regular monthly meeting of the Provincial People's Committee for September 2024 to hear and give opinions on important issues.

Guests attending the session included: Nguyen Nam Dinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Council; and Thai Thi An Chung - Member of the Provincial Party Committee, Deputy Head of the Provincial Delegation of National Assembly Deputies.

Attending the meeting were: Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Comrade Bui Dinh Long - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Comrade Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; along with members of the Provincial People's Committee and leaders of departments and agencies. The meeting was connected to 21 locations in districts, cities, and towns.

At the meeting, the Provincial People's Committee listened to and commented on the report on the first nine months of the year and the key tasks and solutions for the last three months of 2024 in the following areas: socio-economic development; public investment; state budget revenue and expenditure; and administrative reform...

In the first nine months of 2024, the entire province implemented socio-economic development tasks amidst many difficulties and challenges. However, with the leadership and guidance of the Party committee and government, the synchronized involvement of the entire political system, and the great efforts and solidarity of the business community and the people, the socio-economic situation continued to maintain its growth momentum.

The growth rate of the province's gross regional product (GRDP) in the third quarter showed positive changes and was higher than in the first and second quarters. According to estimates, the GRDP growth rate for the first nine months is expected to reach approximately 7.5-8%; the third quarter alone is estimated to reach approximately 8.5%.

Specifically, the agricultural sector is estimated to grow by 4-4.2%, the industrial and construction sector by 12.5-13.5%, the service sector by 5.8-6.2%, and product taxes less product subsidies are estimated to increase by 6.7-7.2%.

The agricultural, forestry, and fisheries production situation is basically stable. By September, the province had 320 out of 411 communes meeting the new rural standards; 101 communes meeting the advanced new rural standards; 16 communes meeting the model new rural standards; and 9 district-level units meeting the new rural standards.

Total retail sales of goods and total export turnover of goods both increased by over 20%. The number of tourists reached 8.43 million, an increase of 15% compared to the same period, with estimated revenue of 10,217 billion VND.

State budget revenue in the area for the first nine months is estimated at 16,671 billion VND, reaching 104.8% of the projected target and 143.2% compared to the same period in 2023. Budget expenditure is estimated at 24,188 billion VND, reaching 66.9% of the projected target.

Investment attraction activities have yielded positive results. As of September 23rd, the province has granted licenses to 58 new projects with a total registered investment capital of over 18,739 billion VND; and adjusted the total investment capital of 30 projects with a total increase of over 16,802 billion VND. The total newly granted and adjusted capital is over 35,541 billion VND, equivalent to 85.02% of the same period in 2023.

The province saw the establishment of 1,533 new businesses, a 5.8% increase compared to the same period in 2023, with a total registered capital of VND 17,306 billion, a 29.69% increase; 625 businesses resumed operations, equivalent to 84.5% compared to the same period.

As of September 20th, the total public investment plan disbursed amounted to VND 5,022 billion, reaching 54.14%; of which, the provincial-managed public investment capital disbursed over VND 2,322 billion, reaching 48.09%.

In the cultural and social fields, the quality of comprehensive education continues to affirm its top position nationwide; ranking 4th nationwide in the number of national outstanding students; and ranking 12th nationwide in high school graduation exam results, an increase of 10 places compared to 2023.

Administrative reform and digital transformation have been focused on and have yielded many noteworthy results. The administrative reform index and the index of satisfaction of citizens and organizations with the services of state administrative agencies have both improved. National defense, security, and social order and safety are ensured.

Despite the achievements, businesses' production and operations still face many difficulties. The number of businesses resuming operations decreased, while the number of businesses dissolving or temporarily suspending operations increased compared to the same period in 2023.

Administrative reform has seen many positive changes, but there are still shortcomings and limitations that have not been overcome. Land acquisition and site clearance have been vigorously implemented by localities, but generally still face many difficulties, with some obstacles persisting for a long time.
