Speeding up the construction of new homes for war veterans in Nghe An.

The policy of building new houses and repairing existing ones for people with meritorious service is being realized through the Project to support people with meritorious service to the revolution and relatives of martyrs with housing, which was recently approved by the Government. Although the implementation process has faced many difficulties, localities in Nghe An have completed more than 50% of the plan so far, and are expected to meet the deadline of July 31, 2025.

Over 1,800 new homes

The dilapidated house of Mr. Nguyen Dinh Can (a war invalid from the anti-American war period) in Nam Xuan commune (Nam Dan district) has now been demolished and rebuilt on a 100m² plot of land.2Mr. Can's family is in difficult circumstances; he himself is frequently ill, and all the burden falls on his wife's shoulders. Even when their children grew up and found work to make a living, poverty still plagued them. Mr. Can's family of five has lived in a house of about 30 square meters for decades.2It was left to him by his parents.

According to Ms. Nguyen Thi Hoe, a policy officer in Nam Xuan commune: "As soon as we received the list after the review, we mobilized funds from benefactors along with 60 million VND in local support, so Mr. Can's family has now been able to start construction of a 100m² three-room house."2The great joy of this war veteran's family was also the joy of the small village. Mr. Nguyen Xuan Dung, Vice Chairman of the Fatherland Front Committee of Nam Dan district, said: "In 2025, Nam Dan district will have 86 out of 162 houses for people with meritorious services approved for construction or repair."all the houses for people who have rendered meritorious service."Those eligible for the policy, such as war veterans on the approved list, will receive support of 60 million VND for a new house construction and 30 million VND for house repairs. At this point, Nam Dan district only needs two more houses to reach 100% of the target for housing construction for war veterans."

"State support, community assistance, and household contributions to housing construction" is the criterion of Nghi Loc district in eliminating temporary housing for families of war veterans in the district. In recent times, Nghi Loc district has rebuilt or repaired 121 dilapidated houses belonging to war veterans. Ms. Tran Thi Anh Tuyet, Vice Chairman of the Nghi Loc District People's Committee, said: "This time, along with providing housing support for poor and disadvantaged households in the area, we are paying close attention to repairing and rebuilding houses for families of war veterans. By July 31, 2025, all new houses for war veterans will be completed according to the set schedule."

According to the Head of the Internal Affairs Department of Do Luong District, Le Khac Ngoc, after reviewing the situation, the district has approved the allocation of support funds for 164 households of war veterans facing housing difficulties, with a total budget of 6.9 billion VND. This includes 68 houses needing new construction and 69 houses needing repairs. Currently, construction has begun on 155 houses, with 113 completed, including 29 new houses and 84 repaired houses.

According to the Nghe An Provincial Fatherland Front Committee, as of now, 1,819 houses for people with meritorious services in the province have been completed, reaching 50.82%.

On February 13, 2025, the People's Committee of Nghe An province issued Decision No. 312 QD-UBND approving the Project to Support Housing for People with Meritorious Contributions to the Revolution and Relatives of Martyrs in the province, with the goal of completing the Project before August 31, 2025.

Accordingly, the beneficiaries are those specified in Clause 1, Article 99 of Government Decree No. 131/2021/ND-CP dated December 30, 2021. The conditions for support are as follows: The household currently residing in the house and having permanent residence registration at that house must be a temporary house or a house severely damaged (including households that have previously received support under other policies, except for households that have received support under Decision No. 22/2013/QD-TTg dated April 26, 2013 of the Prime Minister on housing support for people with meritorious services to the revolution), with the following levels of damage: The house must be demolished to build a new house; the house must have its frame, walls, and roof repaired.

The level of support for new construction or renovation and repair of housing is stipulated in Article 3 of Decision No. 21/2024/QD-TTg dated November 22, 2024, of the Prime Minister on the level of support for new construction or renovation and repair of housing for people with meritorious services to the revolution, relatives of martyrs, and the allocation rate of support capital from the central budget, the rate of matching capital support from the local budget for the period 2023 - 2025, specifically as follows: 60 million VND/household for new construction; 30 million VND/household for renovation and repair of housing.

In Nghe An province, the number of households of people with meritorious services to the revolution and relatives of martyrs receiving housing support, compiled by the Department of Internal Affairs in coordination with the Department of Construction based on the approval decisions of the district-level People's Committees, includes 3,949 households receiving support, of which 2,048 households will have new houses built and 1,901 households will have houses repaired; the total budget for implementing the Project is 179,910 million VND. While awaiting the allocation of funds from the Central Government, Nghe An province is temporarily using sufficient funds to allocate for the Project.

To expedite the implementation of the housing support program for people with meritorious services to the revolution, on April 28, 2025, the Department of Internal Affairs issued Official Letter No. 1824/SNV-NCC urging the implementation of Decision 312/QD-UBND approving the Project to support people with meritorious services to the revolution and relatives of martyrs with housing in the province.

After nearly three months of implementation, generally speaking, agencies, departments, and localities have made efforts to implement the Project. The synchronized implementation of solutions has been effective, and many families of people who have rendered meritorious services to the revolution and relatives of martyrs who have benefited from the policy now have new, safe, and stable housing.

According to Nguyen Khac Duc, Deputy Head of the Housing and Real Estate Market Management Department of the Department of Construction: During the implementation of the Project, there have been many fluctuations in the number of beneficiaries. Many families have changed their needs from new construction to renovation and vice versa. In addition, many people with meritorious service have passed away; many people have moved to other areas to live; many households have merged, etc., so the initial survey data will have some variations.

Mr. Duc further explained: "On July 1st, 2025, the operation of district-level administrative units will end, and the two-tiered local government model will come into operation, so there will be many new changes. Therefore, in order to implement the Project effectively and avoid wasting state budget, approving the adjustments to the Project is very necessary."

By the fourth week of May 2025, Nghe An province had handed over and put into use 333 houses for people with meritorious services (68 newly built houses, 265 renovated houses). The entire province is focusing on accelerating the implementation of the housing support policy for people with meritorious services to the revolution and relatives of martyrs to complete the plan before July 31, 2025.
