The citadel's architecture was built in the traditional Eastern style, but because the citadel served a defensive purpose, it was influenced by the French and Western European (also known as Vauban) style of citadel construction.

The citadel of Nghe An is shaped like a turtle (Quy hình) with 6 sides and 6 corners.The city was surrounded by a moat.The moat was eight cubits deep and eight cubits wide. It always contained water, which flowed through the Vinh River, originating from the Le Dynasty canal via Chinh Dich, and connecting to the Lam River at the Mo Hac junction. The moat outside the citadel was used by the people to cultivate lotus, and during the harvest season, they had to submit lotus seeds to the imperial court.
