General Secretary: Arrange and assign staff according to principles, do not let complicated internal problems arise
On the morning of June 6, at the Party Central Committee Headquarters, General Secretary To Lam chaired a Politburo meeting to give opinions on the situation and progress of implementing resolutions and conclusions of the Central Committee and Politburo on reorganizing the apparatus and administrative units.
Concluding the meeting, General Secretary To Lam emphasized that it is necessary to continue to unify the policy of arranging provincial-level administrative units, and at the same time, to merge and consolidate commune-level administrative units with localities that have prepared carefully, thoroughly, and fully met the necessary conditions, have completed the personnel plan at the provincial and commune levels, and have ready facilities, equipment, and means to organize the apparatus to operate immediately, ensuring smooth operation.
Assign the Standing Committees of Provincial and Municipal Party Committees, especially the leaders, to proactively review and decide the time to complete the arrangement of administrative units at all levels, put new provincial and communal organizations, units and agencies into operation, which can be implemented from July 1, 2025 under the direction of the Politburo and the Secretariat.
The Politburo agreed on the policy of assigning the Standing Committees of provincial and municipal Party Committees to lead and direct the management of the total payroll for 2025 that has been assigned; streamlining payroll and restructuring the staff, civil servants and public employees in accordance with the Party's policies and regulations and the State's laws;
Proactively decide on the transfer of staffing quotas between government, Party and mass organizations in localities in the process of reorganizing administrative units at all levels, implementing the 2-level government model in accordance with the policy, ensuring that the total staffing and structure of assigned cadres, civil servants and public employees do not change;
Timely report to the Central Organizing Committee the total number of transferred positions for synthesis and monitoring; thoroughly resolve policies for retired cadres; encourage cadres who are still of working age.
Maintain the number of organizations and the number of deputies of agencies and organizations.
The General Secretary requested the Government Party Committee to lead and direct the urgent issuance of decrees on decentralization, delegation of power, determination of authority and guidance on functions, tasks, and organizational structure of specialized agencies under the People's Committees at provincial and communal levels and other relevant documents in accordance with the policies and conclusions of the Politburo and the Secretariat;
In the immediate future, the number of organizations and the number of deputy heads of agencies and organizations will remain unchanged. In particular, it is agreed that the organization of specialized agencies at the commune level will not be merged or consolidated, ensuring proper implementation according to the Project approved at the 11th Conference of the 13th Central Executive Committee, in line with the regulations on the organization of the apparatus of advisory and support agencies at the commune, ward, and special zone levels according to the Party's regulations, in accordance with the functions, tasks, and authority of the new commune-level government.
Research a roadmap to extend the use of non-professional staff in accordance with the time, rearrange villages and residential organizations before May 31, 2026.
The Steering Committee for the implementation of Resolution No. 18-NQ/TW, dated October 25, 2017 of the 12th Party Central Committee on a number of issues on continuing to innovate and streamline the apparatus of the political system to be streamlined and operate effectively and efficiently will direct the organization of training for new provincial and communal-level officials, civil servants and public employees and assign the Ho Chi Minh National Academy of Politics to preside over and coordinate with the Government Party Committee, the Fatherland Front Party Committee, the Central Propaganda and Education Commission, and the Central Organizing Committee to unify the time, program and content of the training conference, ensuring consistency, efficiency and savings.
The General Secretary proposed that the National Assembly Party Committee lead and direct the adoption of the Constitution, relevant laws and resolutions guiding the organization and operation of National Assembly delegations and People's Councils at all levels, then arrange them so that localities and units have a basis for implementation in the coming time.
Provincial and municipal Party Committees directly under the Central Government actively and urgently lead and direct the synchronous and comprehensive implementation of tasks; following the direction of the Politburo, the Secretariat strives to soon complete the merger of provincial and communal levels to put the new apparatus into operation ahead of schedule.
The General Secretary noted that special attention should be paid to the arrangement and assignment of cadres in accordance with the principles, requirements and instructions of superiors, in conjunction with the good implementation of political, ideological, regime and policy work for cadres who are affected and influenced, and not to let complicated internal problems arise. Direct the review, statistics and full handover of work during the transition period, not to miss any tasks, and not to affect the normal operations of people and businesses.
The General Secretary assigned the Central Organizing Committee to coordinate with the Central Party Office to absorb the opinions of the Politburo and the Secretariat to supplement and complete the draft conclusion and notify it to the Party organization committee for implementation.
