Speaking at the meeting, the General Secretary, President, and Head of the Steering Committee emphasized that the members of the Steering Committee discussed frankly with a more determined spirit, clarified and reached high consensus on many issues, creating favorable conditions for promoting this work in the coming time.

The Standing Committee of the Steering Committee commended, acknowledged and highly appreciated the efforts and endeavors of the functional agencies, especially: the Police, the Army, the Procuracy, the Court, the Central Internal Affairs Commission, the Central Inspection Commission, the Government Inspectorate, relevant ministries, branches and members of the Steering Committee, who have seriously implemented the Conclusion of the General Secretary, President, Head of the Steering Committee at the 13th and 14th Sessions of the Steering Committee and the Standing Meeting of the Steering Committee, achieving many positive results, creating good impressions, strong changes in the work of preventing and combating corruption (PCTN), which has been agreed and highly appreciated by public opinion and people.

Hundreds of defendants received appropriate punishment

Central and local prosecution agencies have made efforts, mobilized forces, closely coordinated, actively resolved difficulties and obstacles, and basically completed the handling of cases and incidents on schedule in accordance with the directive spirit: 13 new cases were prosecuted; 15 cases/209 defendants were completed and supplemented; 15 cases/239 defendants were prosecuted; 20 cases/181 defendants were tried at first instance, with strict sentences, high deterrence, education and prevention (sentencing: four defendants (three people) to life imprisonment; one defendant to 30 years in prison; seven defendants to 20 years to less than 30 years in prison; 159 defendants to 12 months to less than 20 years in prison...).

Since the Standing Committee Meeting on April 27, the investigation of 11 cases/151 defendants has been completed, indictments have been issued for 11 cases/193 defendants, and 13 cases/121 defendants have been brought to trial, including many serious and complicated corruption and economic cases that are of particular interest to public opinion: (1) The case of Dinh Ngoc He and his accomplices committing the crime of "Taking advantage of positions and powers while performing official duties; Abusing power while performing official duties; Lack of responsibility causing serious consequences; Using fake seals or documents of agencies and organizations"; (2) The case of "Intentionally disclosing state secrets" occurring at Bac Nam 79 Company and Novaland 79 Company; (3) The case of "Intentionally violating State regulations on economic management causing serious consequences" occurring at VNCB, Sacombank, TPBank and BIDV; (4) The case of "Intentionally violating State regulations on economic management causing serious consequences" occurred at PVTEX and related units; (5) The case of "Lack of responsibility causing serious consequences" related to the State Bank's Supervisory Team located at Vietnam Construction Joint Stock Commercial Bank...

Concentrate forces, speed up progress, complete investigation, issue indictments, prepare to bring to trial the following cases: (1) The case of "Using the Internet to commit acts of property appropriation; organizing gambling; gambling; illegally buying and selling invoices; money laundering and taking advantage of positions and powers while performing official duties" occurred in Phu Tho and some localities; (2) The case of "Abusing positions and powers to appropriate property; Intentionally violating State regulations on economic management causing serious consequences" occurred at Dong A Commercial Joint Stock Bank (DAB).

Actively verify and investigate to clarify one case, three incidents, six recommendations of the First Instance Trial Council related to Dinh Ngoc He and his accomplices; expand the investigation, initiate two new cases related to Phan Van Anh Vu and his accomplices; initiate the case of "Violation of regulations on management and use of public investment capital causing serious consequences" occurring at Mobifone Telecommunications Corporation, the Ministry of Information and Communications and related units.

The authorities have urgently directed the completion of bankruptcy declaration procedures for the Finance Leasing Company II under the Bank for Agriculture and Rural Development of Vietnam (ALCII). On that basis, the authorities are actively clarifying the violations, to consider and handle the responsibilities of related organizations and individuals.

Authorities have also actively seized and confiscated assets in cases under the supervision and direction of the Steering Committee, reaching more than 3,000 billion VND.

The Central Inspection Commission has inspected and proposed the Politburo, the Secretariat, and the Central Executive Committee to discipline five Party members under the Central Committee's management who committed violations in cases and incidents monitored and directed by the Steering Committee. The Government Inspectorate concluded and publicly announced the inspection conclusion on the equitization of Quy Nhon Port; concluded and transferred to the Investigation Agency to propose prosecution of the criminal case occurring at Mobifone Telecommunications Corporation, the Ministry of Information and Communications, and related units.

There are no forbidden zones or exceptions in PCTN.

General Secretary, President, Head of the Steering Committee Nguyen Phu Trong stated that the above results continue to affirm the determination of the Party and State in the fight against corruption; words must go hand in hand with actions, there are no forbidden areas, no exceptions in corruption prevention. However, he said that there are still some limitations that need to be overcome, such as the appraisal stage. This is an information channel, a basis for handling, but not too rigidly or mechanically. Where the appraisal is good, praise it, where it is not good, remind and criticize it; where the appraisal is incorrect, not objective, or incorrect, it must be handled, at least by replacing the cadre. It is necessary to consider, inspect and appraise the individuals and appraisal organizations themselves, especially when there are problems. Violators during the appraisal process must also be tried. Any stage that is still slow must be considered and the cause clarified.

Regarding the tasks in the coming time, the General Secretary, President, and Head of the Steering Committee requested that the relevant agencies make greater efforts, coordinate better, and strive to complete the investigation of eight cases by the end of 2018; issue indictments to prosecute three cases; conduct first-instance trials of two cases; conduct appeal trials of five cases; and complete the verification of 33 cases in accordance with the Steering Committee's Plan.

In particular, focusing on directing the completion of strict and legal trials of the following cases: (1) The case of "Using the Internet to commit acts of property appropriation; organizing gambling; gambling; illegally buying and selling invoices; money laundering and taking advantage of positions and powers while performing official duties" occurred in Phu Tho and some localities; (2) The case of "Abusing positions and powers to appropriate property; Intentionally violating State regulations on economic management causing serious consequences" occurred at Dong A Commercial Joint Stock Bank (DAB).

Urgently consider and strictly handle cases and incidents related to Dinh Ngoc He and his accomplices. Conclude the investigation and prosecution of the case of “Abusing position and power while performing official duties” that occurred in Da Nang and several other localities; actively recover assets for the State.

Speed ​​up the investigation and strictly handle the case of "Violation of regulations on management and use of public investment capital causing serious consequences" occurring at Mobifone Telecommunications Corporation, the Ministry of Information and Communications and related units according to the provisions of law.

Urgently investigate and strictly handle violations of organizations and individuals related to the case of Vu Quoc Hao and his accomplices that occurred at ALCII.

The authorities need to urgently conduct appraisal and valuation of assets according to the request of the Investigation Agency, serving the handling of corruption and economic cases.

The Standing Committee of the Steering Committee agreed to end monitoring and directing two cases. Six cases under the monitoring and direction of the Steering Committee have been resolved in accordance with the provisions of law.

The General Secretary, President, and Head of the Steering Committee also noted the situation of petty corruption, selected a few cases for direction and consideration; at the same time, directed localities to vigorously and effectively implement the conclusions of the Steering Committee's inspection teams, have forms of commendation for places that have done well in the fight against corruption, and step up propaganda to encourage good and effective practices, and remind and criticize places that have not done well.
