This is the largest national cadre conference since the beginning of the term with the scale and composition of more than 500 delegates attending, including all comrades of the 12th Party Central Committee, key leaders of provinces, cities, central departments, ministries, branches, and armed forces.

The conference listened to the Politburo's Report and the opinions of a number of delegates. The opinions expressed high agreement with the Politburo's Report, at the same time supplemented, clarified, emphasized some contents and shared rich, vivid experiences from practice, which were very useful.

Party congresses at all levels have many innovations.

Speaking at the Conference, General Secretary and President Nguyen Phu Trong emphasized that in the context of the general situation in the world, the region and our country in 2020 and especially the impact of the Covid-19 pandemic, natural disasters, climate change, drought, saltwater intrusion and storms and floods in the Central region, but with very high political determination, great efforts, drastic actions and responsibility of the entire political system, we have prepared and successfully organized party congresses at all levels according to the schedule, plan, goals and requirements; ensuring absolute safety, saving and leaving many deep and good impressions and feelings in cadres, party members and people.

The building of political reports has been focused on by Party committees at all levels, with a lot of effort invested in a scientific way and a serious attitude, gathering the intelligence of a large number of cadres, Party members and people of all walks of life. On the basis of absorbing the major orientations and the spirit of innovation in the draft documents of the 13th Party Congress, the reports of most Party committees at all levels have made objective and comprehensive assessments, looking straight at the truth, correctly assessing the results achieved as well as the limitations, shortcomings and causes; especially subjective causes.

The congress's personnel work has had many innovations, paying attention to promoting democracy, impartiality, objectivity, openness, transparency, strictness, following principles, procedures, and regulations, ensuring the Party's leadership.

The organization of the congress was held seriously, solemnly, innovatively, in accordance with regulations, close to reality, demonstrating an atmosphere of democracy, solidarity, excitement and trust.

In the context of the complicated developments of the COVID-19 pandemic, natural disasters, storms and floods, and the need to carry out many other important and urgent tasks, party congresses at all levels were still basically carried out on schedule according to Directive No. 35 of the Politburo, with many localities completing them ahead of schedule.

By October 20, 2020, 100% of party congresses at both levels had been completed. By October 29, 2020, 100% of party congresses directly under the Central Committee had completed their congresses.

“Up to this moment, we can strongly affirm that: The Party Congresses at all levels for the 2020-2025 term have been a great success, meeting the set goals and requirements, leaving outstanding impressions and good feelings among cadres, party members and people” - General Secretary and President Nguyen Phu Trong said.

There is still a situation of arranging family members and relatives to participate in the Party Committee.

However, in addition to the fundamental advantages and successes, General Secretary and President Nguyen Phu Trong also pointed out that the organization of Party congresses at all levels still has limitations and shortcomings as stated in the Politburo's Report. That is, the leadership, direction, inspection and supervision of implementation by some Party committees at all levels are not regular and thorough; and complicated problems that arise have not been promptly and thoroughly resolved.

In some places, a lot of effort and time is still spent on personnel preparation, and the work of drafting documents is not given due importance. Political reports of some Party committees are not very general, lack focus and key points, do not clearly state the role and leadership methods of the Party, or do state them but in a general form, making them very difficult to implement.

The review reports of some Party committees have not looked directly at the truth, have avoided shortcomings, and have not clearly pointed out the responsibilities of the collective and individuals. The contribution of opinions to draft documents of direct superiors and to the draft documents of the 13th Party Congress has not been profound; in some places, personnel preparation has not been thorough, there are still manifestations of localism, arranging family members and relatives who do not meet the standards, conditions, or prestige to participate in the Party committees...

Success from great achievements over 35 years of innovation

General Secretary and President Nguyen Phu Trong affirmed that the Politburo and the Secretariat have devoted a lot of time, effort, and intelligence to comprehensive leadership and direction; focused on inspecting and urging the preparation and organization of the congress; promptly issued Directive No. 35 of the Politburo and a series of directives and instructions of the Politburo, the Secretariat, and the Party's advisory boards, ensuring timeliness, synchronization, and innovative, specific, clear, and practical content, which has been highly appreciated and supported by Party committees and organizations at all levels.

Party committees at all levels, standing committees of Party committees, especially leaders, have promoted responsibility, been proactive, positive, and creative in thoroughly grasping and directing the implementation of the Politburo's Directive, in guiding, inspecting, and urging work in accordance with the actual situation of localities, agencies, and units.

The success of the work of Party building, rectification, anti-corruption, and cadre organization in this term has made an important contribution, creating a favorable premise for the organization of the congress. And an extremely important thing that needs to be mentioned is the great achievements of historical significance over 35 years of renovation, the comprehensive results of our country since the beginning of the term; the solidarity, unanimity, and high determination of the entire Party, people, army, and political system; the trust, consensus, and support of cadres, party members, and people nationwide.

“We are very happy and proud of the recent results and successes. These are the efforts and intelligence of the entire Party, the entire people, and the entire army that we have persistently prepared and carried out over nearly a term; they are the inheritance of valuable experiences from previous terms. But we absolutely must not be subjective or complacent,” said General Secretary and President Nguyen Phu Trong.

The success of party congresses at all levels is a premise for the 13th National Party Congress.

Emphasizing that the 13th National Party Congress is approaching, 2020 is also almost over; there is still a lot of work, very large, very heavy and complicated. That requires us to strive, make more efforts, be more determined and act more resolutely and effectively. In that context, General Secretary and President Nguyen Phu Trong suggested that in the coming time, with the experience and lessons learned from the preparation work for organizing Party Congresses at all levels along with the results of this National Conference, Party committees and organizations need to organize in-depth research, exchange, propagate and disseminate widely to contribute to perfecting and improving the quality of Party committees' activities, at the same time, it is the basis for the next terms, the next generations of leaders to refer to, inherit and develop to do this work better and better.

At the same time, it is necessary to quickly supplement, complete and promulgate the documents of the Congress. Assign, arrange and organize cadres according to the approved personnel plan; do a good job of political and ideological work, pay attention to the regime and policies for cadres who are not re-elected according to regulations. Timely promulgate working regulations, action programs, work programs, inspection and supervision programs for the entire term of the Party Committee to deploy and implement, quickly bring the Resolution of the Congress into life.

Strive to fulfill at the highest level the political tasks of localities, agencies and units in 2020 and the entire term; proactively continue to prevent and effectively control the Covid-19 pandemic; actively overcome the consequences of natural disasters, and soon stabilize people's lives in areas affected by storms and floods.

Continue to promote Party building and rectification, prevent and combat corruption, waste and negativity; develop socio-economy; maintain national defense and security, ensure social order and safety, and successfully complete important foreign affairs tasks.

Continue to thoroughly grasp and promote the viewpoints and guiding ideas of the Central Executive Committee, the Politburo, and the Secretariat on the preparation and organization of the 13th National Party Congress; on the outstanding achievements of the country over 35 years of renovation, of the 12th National Party Congress term, and the success of Party congresses at all levels; arouse and encourage patriotism, national solidarity, self-reliance, and the aspiration to develop a prosperous and happy country; proactively and resolutely fight to defeat all reactionary plots of hostile forces aimed at sabotaging our Party, State, and the 13th National Party Congress.

We need to bring the experiences and valuable lessons learned from the leadership, direction, and successful organization of Party Congresses at all levels, the results of this National Cadre Conference, the sense of responsibility and great trust of each of us to the 13th National Party Congress to contribute to the success of the Congress - a major political event in the political life of the Party and the country, bringing the country into a new stage of development, opening up prospects and a bright future for our country and our people.

General Secretary and President Nguyen Phu Trong hopes that core cadres of the Party, the precious assets of the revolution, and the excellent children of the People must maintain and act in accordance with the qualifications, ethics, and honor of Party members and revolutionary cadres, especially leaders.
