The Congress was attended by 450 outstanding delegates representing the intelligence, political mettle, will, belief, and aspirations of more than 260,000 party members in the Army Party Committee.

The 11th Congress of the Party Committee of the Army was held under the motto: "Solidarity - Intelligence - Courage - Democracy - Discipline," with the theme "Building a exemplary clean and strong Party Committee"; building a revolutionary, disciplined, elite, and gradually modern People's Army, with a number of military branches, arms, and forces advancing straight to modernity; striving from 2030 to build a modern army, as the core of building the all-people national defense, firmly protecting the socialist Fatherland of Vietnam, contributing to maintaining a peaceful and stable environment for national development.

Speaking at the opening of the Congress, General Ngo Xuan Lich - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense, emphasized that over the past 5 years, in the context of many opportunities and advantages, but also many difficulties due to the impact of the world and regional situation, traditional and non-traditional security challenges have occurred fiercely, climate change, natural disasters, epidemics, environmental incidents, hostile forces have intensified their sabotage in increasingly sophisticated and insidious ways..., but with the leadership of the Party, the management and administration of the State, the support of central and local departments, ministries, branches, the Central Military Commission, the Ministry of National Defense, Party committees and commanders at all levels have led and directed the entire army to promote the heroic tradition, comprehensive strength, solidarity, innovation, proactiveness and creativity, strive to overcome all difficulties and challenges, and comprehensively fulfill the goals and tasks set forth in the resolution of the 10th Party Congress of the Army. In which, many tasks were completed well, some tasks were completed excellently.

The Party Committee of the Army is always exemplary in its purity and strength. The Army is politically strong, the leadership capacity and fighting strength of Party committees and organizations at all levels have changed for the better, maintaining the absolute and direct leadership of the Party in all aspects over the Army, the overall quality, strength, level and combat readiness of the entire Army have been improved.

Faced with the complicated developments of the situation, the officers and soldiers of the entire army are always united, highly unified, absolutely loyal to the Party, the State and the people, ready to receive and successfully complete all assigned tasks, well performing the functions of a fighting army, a working army, a production labor army, being the core force in building the all-people national defense, the all-people national defense posture associated with the people's security posture, especially in strategic and important areas, firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland, maintaining a peaceful and stable environment for national construction and development.

The 11th Party Congress of the Army takes place at a time when the entire Party, people and army have just organized extensive practical activities to celebrate the 75th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam, are resolutely preventing, fighting and repelling the COVID-19 pandemic and striving to successfully implement the goals, tasks and Resolution XII of the Party, towards the 13th National Congress of the Party.

Affirming that the 11th Army Party Congress is an important event in the political life of officers and soldiers of the entire army, General Ngo Xuan Lich said: The Congress has the task of summarizing 5 years of implementing the Resolution of the 10th Army Party Congress; deciding on the direction, goals, tasks, and solutions for leading the implementation of military and defense tasks and building the Army Party in the next 5 years; reviewing the leadership work of the 10th Central Military Commission; discussing and contributing ideas to the draft documents of the Central Committee and electing a delegation to attend the 13th National Party Congress.

General Ngo Xuan Lich emphasized that during the preparation process for the Congress, the Central Military Commission regularly received guidance from the Politburo and the Secretariat; comments from central departments, ministries and branches; and enthusiastic and responsible contributions from Party organizations, cadres, party members and the masses in the entire army on the draft documents.

In particular, General Secretary, President, Secretary of the Central Military Commission Nguyen Phu Trong gave profound instructions and requested the Party Committee of the Army to take the lead as an example, prepare and organize the Congress in an exemplary manner, creating trust, momentum and success. The Central Military Commission respectfully thanks and seriously accepts those valuable instructions and contributions, and carefully prepares in all aspects to organize the Congress with the best results.

The results of the 11th Party Congress of the Army are an important milestone that continues to affirm the solidarity, unity, bravery, intelligence, and fine traditions of the Vietnam People's Army over more than 75 years of building, fighting, and growing under the glorious flag of the Party.

This is also the basis for orienting and improving the leadership capacity and fighting strength of the Party Committee of the Army, continuing to innovate and promote the combined strength to build a strong national defense, build a revolutionary, disciplined, elite, and gradually modernized People's Army, strengthen national defense strength, build and firmly protect the socialist Fatherland of Vietnam, and contribute significantly to the success of the 13th National Congress of the Party.

During the morning session, the Congress listened to General Luong Cuong, Secretary of the Party Central Committee, Standing Member of the Central Military Commission, Director of the General Department of Politics of the Vietnam People's Army, present the Political Report of the Central Military Commission for the 2015-2020 term and discuss the Political Report.

On September 27, the Congress held a preparatory session. The Central Military Commission and representatives of Party committees, agencies and units laid wreaths and visited President Ho Chi Minh's Mausoleum; and offered incense to commemorate heroic martyrs at the Heroic Martyrs Monument on Bac Son Street (Hanoi).
