General Secretary and President: Building a police force with "elite soldiers and strong generals"
On the morning of November 28, General Secretary and President Nguyen Phu Trong and Prime Minister Nguyen Xuan Phuc attended the Conference to evaluate the situation and results of all aspects of public security work in 2018, and to orient tasks and solutions for 2019, organized by the Standing Committee of the Central Public Security Party Committee.

Delegates focused on evaluating the outstanding results after one year of implementing Resolution No. 18-NQ/TW of the 6th Conference of the 12th Party Central Committee and Resolution No. 22-NQ/TW of the Politburo on "Continuing to innovate and reorganize the Ministry of Public Security to be streamlined and operate effectively and efficiently"; giving opinions on the framework of standards and criteria for 4-level public security officers; and planning strategic-level officers in the People's Public Security force.
Speaking at the Conference, General Secretary and President Nguyen Phu Trong and Prime Minister Nguyen Xuan Phuc acknowledged and highly appreciated the efforts and struggles of the People's Public Security force in performing the task of ensuring political security and social order and safety.
The People's Public Security Force has achieved quite comprehensive results in all aspects of work, completing the set goals and requirements, proactively grasping, analyzing, and closely forecasting the situation, promptly advising the Party and State in formulating strategic policies and strategies in the fields of politics, economics, foreign affairs, and ensuring interests, security, and order; protecting absolute security and safety for important political goals and events of the country.
The results of all aspects of the People's Public Security force's work contribute to maintaining political stability, creating a peaceful, stable, secure, safe, and healthy environment for socio-economic development, and expanding the country's foreign relations.
Crime prevention and control work achieved and exceeded the targets set by the National Assembly (the rate of criminal investigation reached 82.58%, 12.58% higher than the target set by the National Assembly); social order and safety had positive changes, notably the fight against economic crimes, corruption, and drug crimes achieved many specific and positive results, receiving great attention from public opinion and the people's consensus and support.
Party building and force building work has been directed resolutely and implemented effectively; exemplary, leading in innovation, streamlining the organization, operating effectively and efficiently, associated with streamlining the payroll, tightening discipline, and strictly handling violations.
Along with the task of maintaining national security, ensuring social order and safety of the country, the Central Public Security Party Committee is one of the exemplary Party Committees taking the lead in implementing Resolution No. 18-NQ/TW of the Central Executive Committee, clearly demonstrating the strong political determination and great efforts of the Central Public Security Party Committee and the entire Public Security force in implementing the Party and State's policy on streamlining the organizational apparatus and reducing staff. This is an outstanding result, a "bright spot" of the Central Public Security Party Committee in 2018.
In the coming time, the Central Public Security Party Committee and the Ministry of Public Security will continue to lead and direct the effective implementation of the policy of building a regular communal police force, doing a good job of planning, training, and introducing police personnel to participate in Party committees at all levels for the 2020-2025 term, towards the 13th National Congress of the Party.
Agreeing with the opinions expressed at the Conference and the direction and focus of the Public Security sector's work in the coming time, General Secretary and President Nguyen Phu Trong stated that this Central Public Security Party Committee Standing Committee Conference aims to prepare for the Conference at the end of 2019, discussing many important issues, strategic issues such as summarizing 20 years of the National Security Strategy, preparing to build a new strategy, planning the Central Executive Committee's staff, stipulating criteria and standards for staff, arranging a streamlined apparatus, operating effectively and efficiently, etc.
Therefore, it is necessary to prepare well for the 2019 Year-End Conference, because this year is a pivotal year, not only to review the work of 2018 but also to look back at half of the term, and at the same time outline the work program for 2019 and the remaining half of the term.
The General Secretary and President emphasized the need to affirm the great achievements in maintaining political security, social order and safety, including the important role of the People's Public Security Force. We should not speculate, disregard or deny the contributions of the Public Security Force because of a few cases, a few negative incidents or a few cases of shortcomings.
In the context of complicated developments in the world, political security and social order and safety have been maintained, contributing to protecting the Party, protecting the regime, keeping the people at peace, stabilizing politics and society, developing the country and the future prospects are still very good. Recently, many countries have visited, wishing to learn from Vietnam's experiences.
However, the General Secretary and President pointed out that there are still many potential risks, we absolutely must not be subjective, we must not rest on our laurels, the sabotage plots of hostile forces are still long-term, internal degradation is still smoldering, then there are the mass complaints, cyber security issues...
Therefore, it is necessary to clearly affirm the great achievements, steadfastness and determination of the police force, the important position and role of the police force; at the same time, we must fight against distorted thoughts and arguments that undermine the prestige of the police force.
The General Secretary and President expressed his sympathy with the People's Public Security force who have worked hard and sacrificed day and night to complete the assigned tasks; hoping that in 2019 and the following years, the entire Public Security sector will continue to promote the results and achievements that have been achieved, deploy more drastically and strongly in all areas of work, and complete the tasks before the Party and the people.
General Secretary and President Nguyen Phu Trong acknowledged that over the past two years, the Public Security sector has arranged and organized its apparatus in accordance with the spirit of Resolution No. 18-NQ/TW (6th Conference of the 12th Party Central Committee) and Resolution No. 22-NQ/TW of the Politburo, proactively focusing a lot of efforts to work systematically, fundamentally, step by step firmly and achieving good results...
The General Secretary and President pointed out that the direction and tasks for the coming time are clear and need to be implemented more strongly, the organization needs to be quickly stabilized, problems need to be resolved well, the institutions need to be improved, the organizational apparatus needs to be streamlined, and the effectiveness and efficiency of operations need to be improved, with consensus and high determination.
The General Secretary and President emphasized the requirements of the task of building forces, including building the Party and organizations in the system from the Central to the grassroots level, so that the army is elite, the generals are strong, proactively setting examples, discipline is strong, truly clean, honest, respecting integrity, respecting righteousness, and respecting morality.
Honor is the most sacred and noble thing, it will last forever, while material things are just vanity... Our ancestors have concluded that good reputation lasts forever, don't be greedy for titles, status, material things, money, especially when you have power in your hands, there are many people who flatter you, many people who flatter you...
To do so, we need good mechanisms, regulations, and institutions, and clear and effective implementation guidance, then anything can be done. The generals act as generals, the soldiers act as soldiers, all levels work together and join in, to create stronger and more obvious changes.
The General Secretary and President emphasized the need to promote the responsibility of leaders to set an example. Setting an example is the responsibility of all cadres and party members, first and foremost the leaders. Any violation must be strictly handled, regardless of who the person is, and must be done promptly and decisively.
At the same time, there must be clear mechanisms, policies, and appropriate rewards, creating conditions for employees to work and fulfill their assigned duties and tasks./.
