General Secretary: There are no 'dark areas' that inspection and supervision work cannot reach
This morning, General Secretary To Lam attended and delivered a speech directing the 1st Congress of Party Delegates of Central Party Agencies, term 2025-2030.
In his opening speech on the morning of September 24, Mr. Tran Cam Tu, Standing member of the Secretariat and Secretary of the Party Committee of the Central Party agencies, emphasized that the Congress is an event of special political significance.
With the motto "Solidarity - Democracy - Discipline - Setting an example - Breakthrough - Development", the Congress has the task of comprehensively assessing the implementation results of the resolution for the 2020-2025 term, determining the directions, goals, tasks and solutions for the 2025-2030 term.

After a period of operation, the model of Party Committees of Central Party agencies is a timely and correct strategic decision of the Party on arranging and streamlining the organization and apparatus of the political system, operating effectively and efficiently, meeting the requirements and tasks in the new revolutionary period.
The Political Report of the Congress sets out the direction of focusing on improving the quality of practical summary work, theoretical research; advising on the development and promulgation of resolutions, conclusions and regulations of the Party that are in line with strategic policies, ensuring high actionability and feasibility.
The report also mentioned the building of a team of cadres and party members with sufficient qualities, capacity, prestige, and equal to the tasks, especially leaders, managers, strategic-level staff officers, and leading experts to meet the requirements and tasks of the new development period...

Speaking at the Congress, General Secretary To Lam pointed out that since the beginning of his term, the domestic and international situation has had many complicated developments, with many new and unprecedented issues arising. Our Party has clearly demonstrated its steadfastness, steering the country through difficulties and challenges and continuously achieving new achievements...
Many major breakthrough policies and decisions have been and are being led and directed by the Party Central Committee, the Politburo, and the Secretariat, bringing about clear results. Thereby, the Party's leadership capacity, fighting strength, and prestige have been affirmed, supported by cadres, party members, and the people, and highly appreciated by international public opinion.
"Every policy, every document, every resolution issued by the Party has made an important contribution and left a clear mark on the strategic advisory work of the Central Party agencies...", the General Secretary assessed.
Innovation in selection and reasonable use of staff
According to the General Secretary, the historical lessons of the Vietnamese revolution and the results of the past term once again affirmed the truth that "the correct leadership of the Party is the decisive factor in all victories of the Vietnamese revolution".
The General Secretary affirmed that the Party's role and responsibility in the coming time is very great - the people place their trust and expectations in the Party - requiring the Party to constantly innovate, improve and improve itself to meet the very high requirements and demands of the new situation.

The General Secretary emphasized that the Central Party agencies are the "strategic staff", directly serving the Central Committee, the Politburo, and the Secretariat in formulating major Party guidelines and policies; in directing and organizing implementation; in inspecting, supervising, summarizing practices, and developing theories.
The quality of the activities of the Central Party agencies is decisive to the leadership capacity, governing capacity and fighting strength of the entire Party. Each cadre and Party member here needs to be deeply aware that he or she is shouldering a great responsibility before the Party, the State and the people.
The General Secretary noted that Party organizations and Party members in the Party Committees of the Central Party agencies must be exemplary, steadfast, and pioneering forces in all areas of work. The Party Committees must be truly clean, strong, and exemplary - setting an example for Party organizations in the political system to follow.
Party committees and agencies must establish a mechanism for coordinated and synchronous communication between agencies, forming a unified bloc, a "strategic general staff"...
The General Secretary emphasized that all advisory work and proposals must originate from reality, from the aspirations and legitimate interests of the people, strengthening the trust and flesh-and-blood relationship between the Party, the State and the people, so that the people are truly the roots and solid foundation of the Party.
Regarding orientation, the General Secretary requested the Party Committee to lead, coordinate leadership, and direct to focus on raising the level and quality of strategic advisory work. It is necessary to be one step ahead in grasping the situation, forecasting trends, proposing strategic solutions, and meeting the increasingly high requirements of the leadership and direction of the Party Central Committee in the new situation.

It is necessary to strongly innovate leadership, management and operation methods. Party committees at all levels in the Party Committee need to continue to strongly innovate the content of leadership methods, working style, promote democracy, responsibility and set an example, practice what you preach...
The General Secretary requested to build a truly clean, strong, exemplary Party organization, taking the lead in Party building work. It is necessary to pay special attention to preserving and promoting solidarity and unity within the Party organization, and more broadly, solidarity and unity within the Party to serve as the nucleus to maintain solidarity and unity in the entire political system and the entire society.
Focus on maintaining strict discipline and order, enhancing deterrence and preventing violations; shifting the Party's inspection and supervision methods from "passive" to "active", ensuring there are no "dark areas" or "gaps" that inspection and supervision work cannot reach.
Party agencies must set an example in preventing and combating corruption, negativity, vested interests, bureaucracy, and detachment from the people; and must keep the Party apparatus truly clean, streamlined, effective, and efficient.
The General Secretary particularly emphasized the importance of improving the quality of cadres. This is the “key of the key” issue in Party building work.
"It is necessary to focus on advising on innovation in the content of assessment, selection and appropriate use of cadres, thereby advising on building a cadre team - especially cadres at the Party committee level, leaders, managers, strategic staff of the Party and the political system...", the General Secretary requested.
The Party Committee and its affiliated Party organizations need to research and advise on mechanisms and policies to attract talents and good cadres; mechanisms and policies to encourage and motivate cadres to work with peace of mind, wholeheartedly, and make long-term contributions.
