General Secretary appointed Head of Central Steering Committee for Science, Technology Development and Digital Transformation
The Politburo decided to establish the Central Steering Committee on science, technology development, innovation and national digital transformation, with General Secretary To Lam as its head.
On behalf of the Politburo, General Secretary To Lam signed and issued Resolution No. 57 on breakthroughs in science, technology development, innovation and national digital transformation.
The Politburo affirmed that the development of science, technology, innovation and digital transformation is the decisive factor for the development of countries; it is the prerequisite and the best opportunity for our country to develop richly and powerfully in the new era - the era of national development.
The Politburo set a goal that by 2030, the potential, level of science, technology and innovation will reach advanced levels in many important fields, and be among the leading countries in upper-middle-income countries.
The level, technological capacity and innovation of enterprises are above the world average; some fields of science and technology have reached international standards.
Vietnam is in the top 3 countries in Southeast Asia, the top 50 countries in the world in terms of digital competitiveness and e-Government development index; the top 3 countries in Southeast Asia in terms of research and development of artificial intelligence, the center for developing a number of digital technology industries and fields in which Vietnam has advantages. There are at least 5 digital technology enterprises on par with advanced countries.

The contribution of total factor productivity (TFP) to economic growth is over 55%; the proportion of high-tech product exports to the total value of exported goods reaches at least 50%. The scale of the digital economy reaches at least 30% of GDP.
The rate of online public service usage by citizens and businesses reached over 80%; non-cash transactions reached 80%. The rate of businesses with innovative activities reached over 40% of the total number of businesses.
Science, technology and innovation play an important role in building and developing Vietnamese cultural, social and human values, contributing to the human development index (HDI) maintaining above 0.7.
Research and development (R&D) spending reaches 2% of GDP, of which social funding accounts for more than 60%; allocate at least 3% of total annual budget expenditure for science and technology development, innovation, national digital transformation and gradually increase according to development requirements.
Human resources for scientific research, technology development, and innovation reach 12 people per 10,000 people; there are 40-50 scientific and technological organizations ranked regionally and internationally. The number of international scientific publications increases by an average of 10% per year; the number of patent applications and patent protection certificates increases by an average of 16-18% per year, and the commercial exploitation rate reaches 8-10%.
Advanced, modern digital technology infrastructure with super-large capacity and super-wide bandwidth on par with advanced countries; gradually mastering a number of strategic technologies and digital technologies...
The Politburo has set out a vision for 2045, with science, technology, innovation and digital transformation developing steadily, contributing to making Vietnam a developed, high-income country. Vietnam has a digital economy that accounts for at least 50% of GDP; is one of the digital technology industry centers of the region and the world; and is among the top 30 countries in the world in innovation and digital transformation.
The rate of digital technology enterprises is equivalent to that of developed countries; there are at least 10 digital technology enterprises on par with advanced countries. Attract at least 5 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam.
There are special mechanisms for naturalization, home ownership, and income for leading scientists.
To achieve the above goals, the Politburo requested 7 tasks and solutions.
One is,raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new impulses and new momentum in the whole society in developing science, technology, innovation and national digital transformation.
Second,Urgently and resolutely perfect institutions; eliminate all ideologies, concepts, and barriers that are hindering development; turn institutions into a competitive advantage in science and technology development, innovation, and digital transformation.
In particular, the Politburo emphasized having an open approach, applying creativity, allowing for piloting new practical issues. Accepting risks, risky investments and delays in scientific research, technology development, innovation....
Third,Increase investment and improve infrastructure for science, technology, innovation and national digital transformation.
Of which, at least 15% of the state budget is allocated for scientific careers to serve strategic technology research; mechanisms and policies on public-private partnership are issued to research and develop strategic technology.
Fourth,Develop and utilize high-quality human resources and talents to meet the requirements of science, technology development, innovation and national digital transformation.
There are attractive mechanisms and policies on credit, scholarships and tuition fees to attract excellent students to study in the key fields of mathematics, physics, biology, chemistry, engineering and technology, especially at postgraduate levels. Develop and implement talent training programs in all fields.
Issue a special mechanism to attract overseas Vietnamese and highly qualified foreigners to return to Vietnam to work and live.
There are special mechanisms on naturalization, home and land ownership, income, and working environment to attract, employ, and retain leading scientists, experts, and "chief engineers" at home and abroad who are capable of organizing, operating, commanding, and implementing key national tasks on science and technology, innovation, digital transformation, and developing artificial intelligence technology...
Five is,Promote digital transformation, apply science, technology, and innovation in the operations of agencies in the political system; improve the effectiveness of national governance and state management in all fields, and ensure national defense and security.
Sixth,strongly promote science, technology, innovation and digital transformation activities in enterprises
Finally, strengthen international cooperation in science and technology development, innovation and digital transformation.
The Politburo requested the establishment of a Central Steering Committee on Science, Technology, Innovation and Digital Transformation, headed by the General Secretary. Establish a National Advisory Council on Science, Technology, Innovation and Digital Transformation with the participation of domestic and foreign experts.
