(Baonghean.vn) - On the morning of May 25, at the Party Central Committee Headquarters, General Secretary Nguyen Phu Trong chaired a Politburo meeting to give opinions on the Summary Report on the implementation of Resolution No. 26-NQ/TW, dated July 30, 2013 of the 11th Politburo on the direction and tasks for the development of Nghe An province until 2020.

Attending the meeting were Politburo members: Vo Van Thuong - President; Pham Minh Chinh - Prime Minister; Vuong Dinh Hue - Chairman of the National Assembly; Truong Thi Mai - Permanent member of the Secretariat, Head of the Central Organization Commission; and Politburo members, leaders of ministries and branches.

NGHE AN IS STEP BY STEP TO BECOME A REGIONAL CENTER OF THE NORTH CENTRAL REGION IN MANY FIELDS

At the meeting, after listening to the Report and opinions of the agencies, the Politburo discussed and agreed to assess: After nearly 10 years of implementing the Resolution, Nghe An is gradually moving towards becoming a center of finance, trade, tourism, education and training, science and technology, high-tech industry, healthcare, culture and sports of the North Central region.

The economy has developed quite comprehensively, grown quite rapidly, the quality of growth has improved, the economic scale has expanded, in 2022 it will rank 10th nationwide and nearly 2.5 times higher than in 2013; GRDP per capita has increased rapidly, reaching 51.4 million VND, more than 2 times higher than in 2013.

The economic structure has shifted towards increasing the proportion of the industrial sector. Total social investment capital has increased rapidly. Socio-economic infrastructure, especially transport and urban infrastructure, has been invested in and upgraded.

Culture and society have many positive changes; education and training have developed quite comprehensively; healthcare has developed quite evenly at all levels; the poverty rate has decreased rapidly, especially in ethnic minority and mountainous areas; social security has been ensured; environmental protection, management and exploitation of resources have been focused on.

National defense and security were strengthened; foreign relations achieved good results, especially with localities of Laos that share a common border.

Attention has been paid to the work of building the Party and the political system. The leadership capacity and fighting strength of Party committees at all levels and Party organizations; the quality of activities of the Vietnam Fatherland Front and socio-political organizations have been improved; the great national unity bloc has been strengthened.

However, after nearly 10 years of implementing Resolution 26, Nghe An is still a province facing many difficulties; economic development is not commensurate with its potential and advantages; marine economy is not highly effective; socio-economic infrastructure has not met development requirements.

The effectiveness of the connection between Nghe An and neighboring provinces is still low. Cultural and social development still has many shortcomings. The material and spiritual life of a part of the people, especially in ethnic minority and mountainous areas, still has many difficulties. The work of building the Party and the political system is still limited, administrative reform has not met the requirements...

Speaking at the meeting, on behalf of the provincial leaders, Nghe An Provincial Party Secretary Thai Thanh Quy asked to fully understand and seriously accept the opinions of the Politburo members, to coordinate with the Central Economic Commission to supplement and complete the summary report, as well as to specify them into the tasks and solutions for socio-economic development, ensuring national defense and security of the province.

With sincere thanks for the statements of the Politburo members, the Secretary of Nghe An Provincial Party Committee affirmed: Through the statements, the province has a clearer and deeper understanding of the existing problems, lessons learned, especially the factors that the province needs to promote to effectively exploit the potential, advantages and characteristics of Nghe An province.

Over the past years, the Party Committee and the people of all ethnic groups in the province have seriously grasped the orientations, tasks and solutions of Resolution 26 and have made efforts to implement them, strived and achieved many positive results, creating an important foundation for development in the coming time.

However, the province also realizes that in the development process there has been no breakthrough and many important targets have not been achieved; the overall results achieved are not commensurate with the potential, expectations, desires, and requirements set by the Central Government.

“Therefore, the Party Committee, Government and People of all ethnic groups in the province earnestly wish that the Politburo continue to pay attention to leadership, direction, orientation and issue a new Resolution so that Nghe An province has new motivation, new push to build and develop Nghe An province faster, stronger, more sustainably, soon becoming a fairly prosperous province as President Ho Chi Minh always wished for, set for the province and build Vinh city to become a new center of the region and the whole country”, said Provincial Party Secretary Thai Thanh Quy.

On behalf of the provincial leaders, the Party Committee, the People, and the Government of Nghe An province, the Provincial Party Secretary promised General Secretary Nguyen Phu Trong and the Politburo members that Nghe An province will continue to promote the spirit of solidarity, unity, make greater efforts, be proactive, creative, and coordinate well with the departments, ministries, branches, central agencies, and localities to carry out and successfully organize the implementation of the tasks and directions that the Politburo will assign to Nghe An in the coming time.

NEW RESOLUTION ON NGHE AN NEEDS TO BE "EASY TO UNDERSTAND, EASY TO REMEMBER, EASY TO IMPLEMENT, EASY TO CHECK"

At the meeting, on the basis of summarizing and analyzing the requirements and tasks of the new period, to build Nghe An - the hometown of President Ho Chi Minh into a prosperous province of the country, commensurate with its role and especially important position in the North Central and Central Coast regions and the whole country, the comrades in the Politburo unanimously issued a new Resolution on the construction and development of Nghe An province to 2030, with a vision to 2045.

Concluding the meeting, General Secretary Nguyen Phu Trong affirmed that the implementation of Resolution No. 26 is necessary, thereby showing more recent results and drawing experiences for the new period.

Agreeing with the Politburo to issue a new Resolution on Nghe An, General Secretary Nguyen Phu Trong noted that the spirit and content of the Resolution need to be practical, and should pay more attention to the basic bases and viewpoints; necessary measures should be more specific, stronger, and more practical; it should not be too long, but should adhere to the motto of "easy to understand, easy to remember, easy to implement, and easy to check".

With the spirit that localities must make more drastic efforts, be the main force, the internal force, and the one who must practice, the responsibility of the Central agencies is also very important. "If we leave it all to the localities, it will not work, and the localities will not be able to rely on the Central Government", the General Secretary emphasized the responsibility of Nghe An as well as the Central Government and the localities in implementing the Resolution.

In particular, General Secretary Nguyen Phu Trong emphasized that the Politburo's issuance of a new Resolution on Nghe An is only a very important first step, the decisive issue is to organize effective implementation.

“In the end, we must turn the Resolution into material wealth, into vivid reality. What we want is for Nghe An to be richer and stronger, and for surrounding localities to have better momentum to follow,” the General Secretary emphasized; thereby requiring specific, active, drastic, and clearly effective organizational and directive measures; it is not that the Central Government issues the Resolution and then leaves it to the localities, but that all sectors and levels must participate. Everything is synchronous, top and bottom are in agreement, and everything is smooth.

From 10 years of experience implementing Resolution 26, General Secretary Nguyen Phu Trong especially noted that with a new spirit and will, the Politburo must issue a new Resolution on Nghe An to create specific and clear changes.

“We must take strong steps and go far, only then will Nghe An be Nghe An,” the General Secretary advised, noting that the implementation process needs to be summarized to draw lessons and make timely adjustments to effectively implement the Politburo’s new Resolution on Nghe An.

On that basis, the General Secretary assigned the Central Economic Commission as the standing agency to develop a report on the Project to summarize 10 years of implementing Resolution 26 of the Politburo to preside over and coordinate to focus on completing the summary report and draft resolution to submit to the Politburo.
