The two General Secretaries had in-depth discussions and reached many important common perceptions on major orientations and measures to promote bilateral relations.

On the afternoon of November 12, at the Party Central Committee headquarters, General Secretary Nguyen Phu Trong held talks with General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China Xi Jinping.

General Secretary Nguyen Phu Trong warmly welcomed General Secretary and President of China Xi Jinping and the high-ranking delegation of the Chinese Party and State on their State visit to Vietnam; congratulated the 19th National Congress of the Communist Party of China on the success of the Congress and Comrade Xi Jinping's re-election as General Secretary of the Central Committee of the Communist Party of China; and highly appreciated the innovative development of the theory on building socialism with Chinese characteristics in the new era.

General Secretary Nguyen Phu Trong expressed his belief that under the leadership of the Communist Party of China with Comrade Xi Jinping as the core, the Chinese people will successfully achieve the goals and tasks set by the 19th National Congress, building China into a modern socialist country that is prosperous, strong, democratic, civilized, harmonious and beautiful. General Secretary Nguyen Phu Trong highly appreciated China's participation and active contribution to the overall success of the 2017 APEC Summit.

General Secretary and President Xi Jinping expressed his joy at visiting Vietnam again right after the 19th National Congress of the Communist Party of China and witnessing the development of Vietnam with his own eyes; sincerely thanked the Vietnamese leaders and people for their warm and warm welcome to the delegation; sincerely thanked the Central Executive Committee of the Communist Party of Vietnam for sending a congratulatory message to the 19th National Congress, and General Secretary Nguyen Phu Trong for sending a congratulatory message to General Secretary Xi Jinping; highly appreciated General Secretary Nguyen Phu Trong for sending a special envoy to China to congratulate him right after the successful conclusion of the 19th National Congress.

General Secretary and President Xi Jinping congratulated Vietnam on successfully hosting the APEC 2017 Summit and highly appreciated the results of the Summit in promoting regional and global development. On this occasion, General Secretary and President Xi Jinping sent his regards to the Party, Government and people of the areas affected by recent natural disasters.

In a sincere and friendly atmosphere, the two General Secretaries informed each other about the situation of each Party and each country; had in-depth discussions and reached many important common perceptions on major orientations and measures to promote relations between the two Parties and two countries in the coming time.

The two sides expressed their delight at the positive developments in the Vietnam-China comprehensive strategic cooperative partnership in recent times. High-level contacts have taken place regularly; exchanges and cooperation between ministries, sectors, localities and people of the two countries have been promoted; the two sides continue to be important economic partners of each other, trade, investment and tourism cooperation have all progressed; the situation on the land border and in the Gulf of Tonkin is basically stable.

The two sides agreed to promote the results achieved in the past time, actively resolve difficulties and obstacles, and bring the Vietnam-China comprehensive strategic cooperative partnership to continuous, stable and sustainable development.

General Secretary Nguyen Phu Trong affirmed that the Party, State and people of Vietnam attach importance to and sincerely wish to promote the friendly neighborly relations and comprehensive strategic cooperative partnership between Vietnam and China to develop steadily and increasingly deeply; support China to develop strongly, promote its active role and make practical contributions to peace, stability and prosperity in the region and the world. General Secretary Nguyen Phu Trong emphasized a number of key points to enhance friendship and cooperation between the two Parties and countries.

Firstly, increase high-level exchanges, promote exchanges and cooperation between sectors and levels. It is recommended that both sides regularly maintain the good tradition of high-level exchanges and contacts; promote exchanges, improve the effectiveness of cooperation and promote the role of the Party channel to contribute to enhancing political trust, overall orientation and promoting bilateral relations; well organize meetings of representatives of the two Politburoes, theoretical seminars, effectively implement the plan for cooperation in training cadres, and in-depth exchange of experiences in Party building and national management.

Strengthen exchanges and dialogue between the Vietnamese National Assembly and the National People's Congress of China, between the Vietnam Fatherland Front and the Chinese People's Political Consultative Conference, and between sectors, levels, and people's organizations, especially the young generations of the two countries, to continue to foster and build a friendly social foundation for the relationship between the two Parties and the two countries.

Further promote the coordinating role of the Steering Committee for Bilateral Cooperation in monitoring and urging the implementation of agreements reached, especially high-level agreements; promptly handle difficulties and obstacles in cooperation between sectors and levels. Promote cooperation in the fields of diplomacy, defense, security, law enforcement; effectively implement the Vision Statement on Defense Cooperation to 2025, effectively organize the Border Defense Friendship Exchange, defense strategic dialogue, cooperation and exchange mechanisms between border guards, navy, coast guard, enhance exchanges of young officers, share experiences in Party work, political work, medicine, and United Nations peacekeeping operations.

Strengthen the exchange of security experience, coordinate in preventing and combating all types of crimes; maintain good consultation and exchange mechanisms between the two Ministries of Foreign Affairs in promoting bilateral relations as well as at multilateral forums. Direct news agencies and newspapers to enhance exchanges and cooperation, promote propaganda about the country, people, socio-economic development achievements of each country and the Vietnam-China relationship, contributing to further enhancing understanding and friendship among the people, consolidating a solid social foundation for bilateral relations.

Second, promote and improve the effectiveness of economic cooperation and in other fields, requesting that both sides continue to promote the achieved results, effectively implement high-level agreements and common perceptions, focusing on a number of key points: strengthening investment cooperation, expanding the scale of bilateral trade, applying effective measures to further improve Vietnam's trade deficit.

Strengthen mutually beneficial cooperation in areas where China has strengths and Vietnam has needs such as agriculture, environment, climate change response, science and technology, and transportation; strive to make further progress in cooperation in breeding rice and crop varieties that are adaptable to drought and salinity in the Mekong Delta; properly handle issues of fishing boats and fishermen; manage, protect, and sustainably use water resources of border rivers and streams; cooperate in flood prevention and response, and nuclear safety; facilitate cooperation in connecting road, rail, and air transport.

Continue to guide and direct localities to effectively implement the common perception of the two countries' senior leaders on enhancing substantive and mutually beneficial cooperation areas; effectively promote the role of existing cooperation mechanisms, contributing to promoting the Vietnam-China comprehensive strategic cooperative partnership to develop stably, healthily and sustainably.

Third, maintaining peace and stability, and properly handling maritime issues. General Secretary Nguyen Phu Trong emphasized that ensuring sustainable peace and stability, minimizing risks of instability, and building trust in the East Sea issue among relevant countries are essential and beneficial to the parties, the region, and the world. Relevant parties need to exercise restraint, refrain from actions that complicate the situation or expand disputes, respect each other's legitimate and legal rights, and focus efforts on maintaining peace and stability at sea to prioritize socio-economic development tasks.

General Secretary Nguyen Phu Trong suggested that the two sides need to fully and effectively implement the Agreement on basic principles guiding the settlement of maritime issues between Vietnam and China, the Declaration on the Conduct of Parties in the East Sea (DOC); and soon conduct substantive negotiations to build an effective and efficient Code of Conduct (COC).

Actively consider promoting appropriate forms of cooperation in some areas of real overlap in accordance with international law; focus on implementing the agreed roadmap, promoting experience in maritime delimitation and cooperation in the Gulf of Tonkin to strive for progress in maritime delimitation and cooperation in the waters beyond the mouth of the Gulf of Tonkin.

At the same time, study the possibilities and cooperation options among relevant parties, between ASEAN and China in some areas of common interest and less sensitive issues, such as fisheries management and marine ecological environment protection, to strengthen trust, maintain peace, and long-term, sustainable stability in the East Sea for the common interests of all parties.

General Secretary and President of China Xi Jinping announced the important results of the 19th National Congress of the Communist Party of China; affirmed that the Party and Government of China attach importance to continuously consolidating and developing the comprehensive strategic cooperative partnership between China and Vietnam under the motto of "friendly neighbors, comprehensive cooperation, long-term stability, looking towards the future" and the spirit of "good neighbors, good friends, good comrades, good partners".

General Secretary and President of China Xi Jinping expressed his approval of the major directions and measures to develop the relations between the two Parties and the two countries proposed by General Secretary Nguyen Phu Trong; affirmed the importance of preserving and promoting the traditional friendship between the two countries; said that the two sides need to view the China-Vietnam relationship from a strategic height and long-term vision, promote the stable, healthy and sustainable development of the China-Vietnam relationship, bring practical benefits to the people of the two countries, and contribute to peace, development and prosperity of the region.

General Secretary and President Xi Jinping suggested that the two sides maintain regular high-level contacts, enhance strategic exchanges and political trust; deepen exchanges through Party channels; strengthen exchanges and cooperation in diplomacy, security and defense; promote practical cooperation, serve the cause of innovation, reform and opening up in each country, promote the overall coordination role of the Steering Committee for Bilateral Cooperation in all areas of cooperation; effectively promote cooperation mechanisms in trade, infrastructure, finance and currency and connect the development strategy between the “Belt and Road” initiative and the “two corridors, one economic belt”, promote economic and trade cooperation to develop in a balanced and sustainable manner, achieving the target of 100 billion USD in 2017.

Support and facilitate cooperation between localities and border areas of the two countries; enhance people-to-people exchanges, promote cooperation in the fields of social security, bring benefits and improve people's lives.

China will continue to provide non-refundable aid worth 600 million yuan over three years to improve social security in Vietnam's northern provinces; strive to control maritime disputes well, maintain peace and stability in the East Sea; affirm that China wishes to work with ASEAN to comprehensively and effectively implement the Declaration on the Conduct of Parties in the East Sea (DOC), negotiate and build a Code of Conduct of Parties in the East Sea (COC); propose that the two sides strengthen coordination at multilateral mechanisms such as the United Nations, APEC, China - ASEAN, Lancang - Mekong, contributing to maintaining peace, prosperity and development of the region and the world.

After the talks, General Secretary Nguyen Phu Trong and General Secretary and President of China Xi Jinping witnessed the signing ceremony of cooperation documents between the two sides./.
