General Secretary Nguyen Phu Trong: 'Do not rest on your laurels'

On the morning of December 28, in Hanoi, General Secretary Nguyen Phu Trong, President Tran Dai Quang, Prime Minister Nguyen Xuan Phuc, and National Assembly Chairwoman Nguyen Thi Kim Ngan attended an online conference with localities to deploy the socio-economic development plan and the State budget estimate for 2018, organized by the Government. Also attending were Politburo members, Party Central Committee Secretaries, leaders of the Vietnam Fatherland Front; and representatives of central ministries, branches and sectors.
Chairing at Nghe An bridge point were comrades: Nguyen Dac Vinh - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Nguyen Xuan Son - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee. Attending were representatives of provincial departments, branches and sectors.

The conference listened to an important speech by General Secretary Nguyen Phu Trong with some opinions looking back at 2017 and the Party's directions on the Government's leadership and administration in socio-economic development in 2018, focusing on some reasons for success, existing shortcomings that need to be overcome and directions for immediate and long-term tasks to ensure rapid and sustainable development of the country.
In 2017, despite facing many difficulties and challenges, we still achieved many outstanding achievements and marks in many fields such as economy, foreign affairs, anti-corruption...
The General Secretary assessed that the achievement of such results was thanks to inheriting the results and achievements of previous years, especially in 2016, and the timely and drastic direction of the Party and Government; the solidarity, consensus, and efforts of all levels, sectors, localities, and the entire political system in implementing the Party Congress resolutions.
In addition, Party agencies, localities, ministries and branches coordinate with each other more and more effectively; and have the consensus, support, encouragement and timely motivation of cadres, party members, veteran cadres, press agencies... thereby creating consensus, encouragement and motivation for the whole Party and all workers to produce and develop the socio-economy.
On behalf of the Party and State leaders, I would like to thank all levels and sectors for their great contributions. However, the General Secretary also emphasized: "Absolutely not satisfied or intoxicated with the results achieved, not resting on laurels."
Because the country's development situation still has many limitations, such as business losses, waste, "hot above, cold below", "top says, bottom doesn't listen" still happening; social evils, domestic violence, child abuse are still complicated,...
"We need to make efforts not only to make each year better than the previous year, but also to develop quickly and sustainably... Therefore, the Government needs to discuss carefully and thoroughly to determine the right goals, tasks, and effective solutions," the General Secretary pointed out.
Assessing 2018 as an important year, the third year of implementing the Resolution of the 12th National Party Congress; peace and cooperation are still the main trends of the world, the 4th industrial revolution continues to spread, General Secretary Nguyen Phu Trong pointed out: Our country needs to seize opportunities for development; focus on prioritizing the continued completion of socio-economic institutions in the direction of socialism, in accordance with the development conditions of the country, in which the State economy plays a leading role; promote production and business development combined with environmental protection; apply science and technology, innovation...
At the same time, step up the implementation of resolutions of the Party Congress and Conferences; promote Party building and consolidate the political system, promote grassroots democracy, tighten discipline and administrative order; prevent and strictly handle corruption cases...
General Secretary Nguyen Phu Trong expressed his belief and hope that the Government and local authorities will continue to have greater consensus, solidarity, and creativity to successfully implement the goals set out at the conference in 2018, and fulfill the responsibilities assigned to them by the Party and the people.

Prime Minister Nguyen Xuan Phuc has seriously accepted the instructions of the Party and the General Secretary and demonstrated the Government's determination in managing socio-economic development next year.
Earlier, in his opening speech at the Conference, Prime Minister Nguyen Xuan Phuc said that in 2017, the targets set by the National Assembly were achieved and exceeded; growth reached the highest level in many years; the investment environment and innovation index were improved; over 5,000 administrative procedures were cut; many new jobs were created, the environment was protected, and the poor were joined together; APEC Year was successfully organized...
Promoting the achieved results, the Prime Minister said that the Government presented to the conference the 10-word motto for 2018: Discipline, Integrity, Action, Creativity, and Efficiency.
However, the Prime Minister also affirmed: “We must not be complacent with that achievement. The movements must not stop but continue to move forward with increasingly difficult tasks... Besides, we also need to frankly acknowledge the limitations to overcome them; be determined to reform, be more creative and innovative in performing tasks, how to use the people's resources the least and serve the people the best in order to aim at the goal of what all levels of government and localities must do so that Vietnam does not fall behind, and no one stands on the sidelines of development".
Next, Permanent Deputy Prime Minister Truong Hoa Binh presented a summary report on the socio-economic development situation in 2017, and the direction and tasks for 2018. Overall, in 2017, thanks to the efforts of the entire Party, people and army, our country achieved and exceeded all 13 planned targets.
According to the assessment, this is a great success, especially in the context of the economy gradually transforming its growth model towards gradually reducing resource exploitation, shifting to processing and manufacturing industries, high-tech agriculture, adapting to climate change and developing service and tourism industries.
The comprehensive results achieved in all fields have contributed to strengthening confidence, creating an exciting atmosphere in the whole society, and have been highly appreciated by the international community. Vietnam's Sustainable Development Index in 2017 increased by 20 places, reaching 68/157 countries and territories.

Also at the conference, Deputy Prime Minister Vuong Dinh Hue presented the draft Resolution of the Government on key tasks and solutions to direct and manage the socio-economic development plan and budget estimates for 2018.
The Government has identified the key directions and management as: Continuing to stabilize the macro-economy, creating clear and substantial changes in implementing strategic breakthroughs, restructuring the economy associated with renewing the growth model, improving productivity, quality, efficiency and competitiveness; encouraging innovation, start-ups, business development, and promoting economic growth.
The Government also determined to resolutely implement administrative reforms, strengthen discipline, improve the effectiveness and efficiency of law enforcement and leadership, direction and administration in all sectors and levels; and step up the fight against corruption and waste.
The Draft Resolution has proposed 9 groups of key tasks and solutions with 59 specific tasks and solutions; and assigned ministries, branches and localities to implement 242 specific tasks.
Also at the Conference, Comrade Mai Tien Dung - Minister, Head of the Government Office presented a summary report on the Review of the direction and administration of the Government and the Prime Minister in 2017; the implementation of Resolution 19.
The conference also heard representatives of leaders of the cities: Hanoi, Ho Chi Minh, Hai Phong, Da Nang, Can Tho... discuss, assess the situation and contribute ideas for the goals and solutions for socio-economic development in 2018.
