General Secretary Nguyen Phu Trong works with the Central Economic Committee
The General Secretary requested that the Central Economic Committee, in addition to courage and mettle, must have the qualifications and knowledge to do a good job of appraising projects and reports submitted by agencies.
On the morning of February 11, in Hanoi, General Secretary Nguyen Phu Trong had a working session with key leaders of the Central Economic Commission on the results of the implementation of tasks in 2016 and the direction and tasks for 2017.
Attending the meeting were Politburo member, Head of the Central Organization Commission Pham Minh Chinh; Politburo member, Head of the Central Economic Commission Nguyen Van Binh and representatives of a number of Central agencies and departments.

The report of the Central Economic Committee stated that in 2016, the Central Economic Committee had completed its assigned functions and tasks with quality. The Committee always closely followed the practical development situation of the country and the Party's viewpoints and guidelines to research, advise and propose to the Central Executive Committee, the Politburo and the Secretariat on major economic and social policies and guidelines.
In particular, for the first time, the Central Economic Committee was assigned to preside over and prepare 7 important projects to submit to the Central Executive Committee and the Politburo. These are extremely important projects, of great significance to the country's economic and social development. The content of the projects focuses on summarizing and comprehensively evaluating the results of implementing a number of appropriate and effective policies and solutions to contribute to the implementation of the development goals stated in the Resolution of the 12th National Party Congress.
In 2016, the professional work and tasks according to the functions of the Committee were actively and effectively implemented. In the face of difficult and complicated developments at home and abroad, the Central Economic Committee proactively closely monitored the economic and social situation, promptly detected emerging issues that attracted public attention and affected socio-economic development to report and propose to the Politburo and the Secretariat timely response solutions such as the drought situation in the South Central Coast and Central Highlands, and saltwater intrusion in the Mekong Delta....
The Board's appraisal work has been innovated and improved in quality, clearly demonstrating its viewpoint with a high sense of responsibility. Guidance, inspection and supervision work has been focused on implementation. In 2016, the Board organized 59 working sessions, working with ministries, branches, organizations, units and localities to survey, exchange, inspect, supervise and guide the implementation of the Party's guidelines, policies and guidelines and grasp the socio-economic development situation in localities...
Speaking at the meeting, General Secretary Nguyen Phu Trong praised the efforts, determination and results of the Central Economic Committee in 2016, and over the past 4 years since its re-establishment. The General Secretary stated that compared to the early days of its re-establishment, the Central Economic Committee has gradually improved its organization, apparatus and working facilities. The Committee's activities are increasingly comprehensive, high-quality, smooth and experienced. The practical activities in the past have affirmed the correctness and necessity of the re-establishment of the Central Economic Committee.
Regarding the direction of tasks in the coming time, the General Secretary noted that the Central Economic Committee must always be aware of its functions and tasks as a strategic advisory body on economics and society for the Central Executive Committee, the Politburo, and the Secretariat. In the current new conditions, the Committee's activities need to be more comprehensive, more consistent, of higher quality, with a more positive, proactive, and decisive spirit.
The General Secretary suggested the Central Economic Committee: “Firstly, research and development of projects, this is the reason for the existence of the Central Economic Committee. It is necessary to build a research program, develop projects, ensure that the projects are of quality, strategic in scope, and first of all, do well the 7 projects as mentioned. When chairing the projects, you need to pay attention to improving the quality, so that when presented, they are convincing. Second, appraisal. Appraisal is also the reason for the existence of the Central Economic Committee. Appraisal of major projects and reports submitted by agencies needs to be sharper, more objective, impartial, convincing, critical, and not one-sided. To do so, in addition to having courage and mettle, one must have qualifications and understanding.
The General Secretary requested the Central Economic Commission to do better in guiding, inspecting, and supervising, promptly detecting good aspects to encourage and commend, and advanced examples and good models to replicate; at the same time, criticizing and handling negative aspects, and actively participating in the fight against corruption, bureaucracy, and waste.
The Central Economic Committee needs to pay more attention to the work of guiding and propagating the policies, guidelines and resolutions of the Central Committee, in order to create high consensus in society, contributing to bringing the Party's policies and guidelines into real life, turning resolutions into reality. On the other hand, through practical surveys, research, discovering new things, proposing to supplement policies and guidelines at the strategic level; criticizing and correcting distorted and erroneous perceptions.
To accomplish the above tasks, the General Secretary requested the Central Economic Commission to pay attention to building the agency, team, organizational methods, working style, attracting and gathering good experts with courage, experience and qualifications. In particular, the leadership team must be highly united, united, and must promote the exemplary pioneering role of Party members and cadres, first of all the leaders, to build a truly clean and strong Party organization. At the same time, the Central Economic Commission needs to pay special attention to the work of selecting, training, fostering, and building a team of cadres with qualifications, capacity, moral qualities, firm ideological stance, and good working methods.
Accepting the direction of General Secretary Nguyen Phu Trong, Head of the Central Economic Commission Nguyen Van Binh affirmed that he will, together with all cadres, civil servants and public employees of the Commission, unite and strive to overcome existing shortcomings and limitations, and continue to better fulfill the assigned functions and tasks./.
