Working with the Hanoi Party Committee, General Secretary Nguyen Phu Trong suggested 'We must roll up our sleeves and work together, attracting all resources and international elites to build the capital'.

On October 20, the Politburo worked with the Standing Committee of the Hanoi Party Committee to review 5 years of implementing Resolution No. 11 on the direction and tasks for the development of Hanoi in the 2011-2020 period.

According to Secretary of the Hanoi Party Committee Hoang Trung Hai, the Politburo's organization of a working session with the Hanoi Party Committee Standing Committee will help the capital promptly overcome difficulties, creating an important premise for the Hanoi Party Committee to continue leading the implementation of the Politburo's Resolution in the next 5 years.

Reporting to the Politburo, Permanent Deputy Secretary of the Hanoi Party Committee Ngo Thi Thanh Hang said that the capital has achieved outstanding results in economic development, improving people's lives, administrative reform has achieved many successes, the investment and business environment has improved, and urban order and civilization have changed a lot.

Hanoi leaders proposed that the Government study a number of issues: general planning of satellite cities; implementation of a number of urban infrastructure construction projects; allowing the city to collect money equivalent to 20% of the land fund value for commercial housing projects, urban development investment projects with a land use scale of 10 hectares or more to develop concentrated social housing areas...

Prime Minister Nguyen Xuan Phuc assessed that the efforts of the Hanoi Party Committee have caused the saying "Hanoi cannot be rushed" to be replaced with "Hanoi cannot be rushed".

He also pointed out the major challenges that Hanoi is facing in the process of managing the megacity. These challenges show that it is necessary to create a better policy space, create initiative and remove barriers, contributing to putting the capital on a faster and more sustainable development trajectory.

"Hanoi should boldly propose mechanisms and policies suitable to the characteristics of the capital. For anything under the Prime Minister's authority, Hanoi needs to proactively coordinate with ministries and branches to promptly submit to the Prime Minister for comments," said Mr. Phuc.

Concluding the meeting, General Secretary Nguyen Phu Trong affirmed that the Hanoi Party Committee always plays a particularly important role because "there are many cities but only one capital". He hopes that the capital will develop more and more but must maintain its own identity, preserve the national soul, and build a culture of elegant, civilized, profound, and intelligent Hanoians.

According to the General Secretary, with the increasingly expanding foreign relations, Hanoi must pay attention to maintaining political stability, security and building a civilized and polite image. Because the capital's foreign affairs work is not only for Hanoi but also for the whole country.

The General Secretary also noted that Hanoi is the largest Party Committee in the country with 400,000 Party members, many of whom are high-ranking Party members. Therefore, Hanoi Party Committee must set an example for the whole country in terms of discipline and strict discipline to attract the most resources for national development.

"We must roll up our sleeves and work together, attracting all resources and international elites to build the capital into a flying dragon city, civilized, elegant, peaceful, preserving the national cultural traditions from the ancient capital of Co Loa," said Mr. Trong.

Agreeing with the recommendations of Hanoi, the General Secretary requested to clarify the issues that require special mechanisms to be applied, and submit them to the Government and the National Assembly for law amendments if necessary. He also requested that the special mechanism for Hanoi should be built in an appropriate direction, so that all levels and sectors must attract resources to Hanoi while clearly stating the responsibilities of each agency.
