General Secretary: More determined in the fight against corruption

On the morning of March 11, at the Party Central Headquarters,General Secretary Nguyen Phu Trongchaired the Politburo meeting, giving opinions on the following contents: Project to summarize the implementation of Resolution No. 21-NQ/TW, dated January 20, 2003 of the 9th Politburo; Conclusion No. 28-KL/TW dated August 14, 2012 of the 11th Politburo on the direction, tasks, and solutions for socio-economic development and ensuring national defense and security in the Mekong Delta region in the 2001-2020 period; Project to summarize 5 years of implementing Conclusion No. 10-KL/TW, dated December 26, 2016 of the Politburo on continuing to implement Resolution No. 10 of the 3rd Central Committee, 10th tenure, on strengthening the Party's leadership in the work of preventing and combating corruption and waste, and Regulations on disciplinary action against Party organizations and Party members who violate the law.

Regarding the Project to Summarize the Implementation of Resolution No. 21-NQ/TW of the 9th Politburo on the direction, tasks, and solutions for socio-economic development and ensuring national defense and security in the Mekong Delta region in the 2001-2020 period, the Politburo unanimously assessed that most of the tasks, solutions, and targets set out in Resolution No. 21-NQ/TW have been effectively deployed and implemented by ministries, branches, Party Committees, authorities, and people of 13 provinces in the Mekong Delta region.

The Resolution's objectives have been basically achieved; affirming that Resolution No. 21-NQ/TW has truly come into life, positively impacting the economic and social development and ensuring national defense and security in the Mekong Delta, promoting the potential and advantages of the region, making important contributions and common achievements of the whole country in recent times.

The Politburo unanimously issued a new Resolution to replace Resolution No. 21-NQ/TW on "Orientations for socio-economic development and ensuring national defense and security in the Mekong Delta region to 2030, with a vision to 2045" with a mindset, viewpoint, and vision appropriate to the new context, aiming to propose specific goals, policies, and solutions to overcome limitations, weaknesses, and remove difficulties in implementing Resolution No. 21-NQ/TW in the past time, continuing to create positive changes in socio-economic development and ensuring national defense and security in the Mekong Delta region in the coming time according to the orientation: The Mekong Delta is a region of comprehensive development in the direction of ecology, civilization, and sustainability, in accordance with natural laws.

The Mekong Delta is a modern, dynamic and effective agricultural economic center based on the rapid shift in growth model from breadth to depth, effective use of water resources, land resources and development of supply chains; is the center of renewable energy and clean energy of the whole country; effectively promotes regional connectivity, in which the breakthrough is transport infrastructure, enhancing the capacity of the infrastructure system to adapt to climate change; develops urban chains and improves the quality of human resources; builds a clean and strong political system; ensures national defense and security, improves the material and spiritual life of people in the region.

General Secretary Nguyen Phu Trong noted that the Resolution of the Politburo must reflect the guiding ideology on viewpoints, guidelines, and major policies, without going into details and specifics; it is necessary to issue a resolution affirming the role, position, significance, and importance of the Mekong Delta economic region. The issuance of a new resolution will create a new turning point, a new spirit, a new face with many new contributions to the country in the coming period.

General Secretary Nguyen Phu Trong pointed out that if approved by the Politburo, the resolution should be issued soon, conferences should be organized to implement the resolution, create consensus in awareness, arouse and promote the determination and new spirit of cadres, party members and local people, raise awareness, innovate thinking, change the way of doing things, not follow old paths and traces; train cadres, take care to build a team of cadres that meet job requirements.

Project to review 5 years of implementing Conclusion No. 10-KL/TW of the Politburo on continuing to implement Resolution of the 10th Central Committee, Session III, on strengthening the Party's leadership in the work of preventing and combating corruption and waste, submitted by the Central Internal Affairs Commission.

The Politburo agreed to evaluate a number of achievements, shortcomings, limitations and causes after 5 years of implementing Conclusion No. 10-KL/TW, in which it assessed that the work of detecting and handling corruption and waste has received attention, there has been a breakthrough in preventing and fighting corruption, and the work of preventing and fighting waste has gradually become more systematic and effective.

The Politburo agreed on tasks and solutions to continue strengthening the Party's leadership in preventing and combating corruption, waste, and negativity in the coming time.

The Politburo assigned the Central Internal Affairs Commission to preside over and coordinate with relevant agencies and units to research and submit to the Politburo and the Party Central Committee for consideration and decision on the establishment of a provincial-level Steering Committee for the prevention and control of corruption and negative practices; develop a project to summarize 20 years of implementing the Resolution of the 10th Party Central Committee, Session III, on that basis, develop and submit to the Party Central Committee for promulgation a Resolution on strengthening the Party's leadership in the prevention and control of corruption and negative practices in the new situation.

General Secretary Nguyen Phu Trong emphasized that the fight against corruption and negativity is a complicated issue, which has recently been promoted with higher determination and more drastic measures; not only fighting against corruption but also focusing on preventing and combating negativity, focusing on the degradation of political ideology, ethics and lifestyle. Regarding the Regulations on Disciplinary Actions against Party Organizations and Party Members Who Violate, according to current regulations, the disciplinary action against Party Organizations that violate and the disciplinary action against Party Members who violate are implemented according to two different regulations: Regulation No. 07-QD/TW, dated August 28, 2018 of the 12th Politburo on Disciplinary Actions against Party Organizations that violate; Regulation No. 102-QD/TW, dated November 15, 2017 of the 12th Politburo on Disciplinary Actions against Party Members who violate. To be consistent with the current practical situation, ensuring the principle of discipline, a Party organization must consider and clearly define the responsibilities of the organization, at the same time consider the responsibilities of each individual and vice versa, when considering disciplining Party members, it must consider the responsibilities of the Party organization that manages the violating Party member.

The Politburo unanimously issued the Regulation on disciplinary action against violating Party organizations and Party members on the basis of consolidating and inheriting the relevant contents of Regulation No. 07-QD/TW and Regulation No. 102-QD/TW, while fully updating the Party's policies, viewpoints and principles in the Resolution of the 13th National Congress, the Central Committee's resolutions on Party building and rectification and the newly issued conclusions of the Politburo, Secretariat and Central Steering Committee on preventing and combating corruption and negativity; ensuring consistency and unity of Party regulations and State laws.

Regulations on disciplinary action against violating party organizations and party members include 4 chapters and 58 articles. Chapter I: General provisions; Chapter II: Disciplinary action against violating party organizations; Chapter III: Disciplinary action against violating party members; and Chapter IV: Implementation provisions.

General Secretary Nguyen Phu Trong noted that these are important and specific issues and contents and requested the Central Inspection Commission to continue to carefully review and absorb opinions at the meeting to complete and submit to the Politburo…/.
