General Secretary: Continue to proactively review and complete draft documents of the 14th National Party Congress
On July 30, at the Party Central Committee Headquarters, General Secretary To Lam chaired a meeting with the Documents Subcommittee, the Standing Committee of the Socio-Economic Subcommittee, the Standing Committee of the Party Charter Subcommittee of the 14th National Party Congress, and the Standing Committee of the Steering Committee summarizing 40 years of renovation on the draft documents to be submitted to the 14th National Party Congress.

At the meeting, delegates gave their opinions on the completion of draft documents to be submitted to the 14th National Party Congress, including: Political Report, Report summarizing 40 years of innovation, Report summarizing 15 years of implementing the Party Charter.
Concluding the meeting, the General Secretary stated that after receiving opinions at the meeting, all conditions were met to send to Party congresses at all levels for comments; this is also an important document for all levels and sectors to use as a basis for building, supplementing and perfecting documents for Party congresses at their level.
To implement the next steps, the General Secretary requested the Standing Editorial Board, the Document Subcommittee, the Party Charter Subcommittee of the 14th National Party Congress and the Steering Committee to summarize 40 years of innovation, urgently complete the draft report of the documents, on the basis of fully absorbing the opinions of the Politburo, the Secretariat, and opinions in the meeting, ensuring that the documents are concise, easy to understand, easy to remember, easy to implement, carefully review the wording and expressions, to report to the Standing Secretariat for consideration; coordinate with the Central Office to send this document to units and localities on July 31, 2025.

The General Secretary noted that although these documents have been further completed, there is still much work to be done to ensure that the documents are of high quality, truly a guiding torch and a guide for action for the entire Party.
In the coming period, in parallel with sending comments to Party congresses at all levels, the Standing Committees of sub-committees and the Steering Committee will continue to proactively research, review, update, supplement and complete draft documents. This process must be done regularly and continuously until the documents are approved by the congress for organization and implementation.
The General Secretary requested that the Standing Committee of the Socio-Economic Subcommittee coordinate with the Government Party Committee to direct the Party Committee of the Ministry of Finance to review the contents of the report, especially the action program to implement the Resolution of the 14th National Party Congress, calculate the ability to mobilize resources, the ability to meet capital sources, and the conditions for implementation.
Many projects and works mentioned in the program must have preliminary calculations on implementation conditions; must clearly identify which work to do first, which work to do later, bring about efficiency and must take into account the factor of stable development.
Some key projects with leading roles must be prioritized, avoiding the situation of proposing too many projects but resources are not enough, or do not meet the general requirements. This is the important content to ensure the feasibility and actionability of this document.

The Central Party Office coordinates with agencies to continue reviewing the contents of the new political report, along with action programs, to report to competent authorities to direct the implementation of tasks and contents that can be deployed in 2025 and create a foundation for immediate implementation after the congress approves.
