General Secretary To Lam chairs national conference on Party inspection, supervision and discipline work
On the afternoon of December 19, the Party Central Committee Secretariat held a national conference to review the Party's inspection, supervision and discipline work in 2024 and deploy tasks for 2025 in a combination of in-person and online formats.

Comrade To Lam - General Secretary of the Party Central Committee chaired and directed the conference.
Comrade Tran Cam Tu - Politburo member, Standing member of the Secretariat, Head of the Central Inspection Commission and Deputy Heads of the Central Inspection Commission chaired the conference.
Leaders of Nghe An province attending at the Central bridge point included comrades: Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Pham Trong Hoang - Member of the Standing Committee, Chairman of the Provincial Party Committee's Inspection Commission.
Comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council chaired at the Nghe An Provincial Party Committee bridge.
Also attending were leaders, officials, civil servants of the Provincial Party Committee's Inspection Commission; secretaries, deputy secretaries, chairmen, deputy chairmen, and members of the Inspection Commissions of districts, cities, town Party Committees, and Party Committees directly under the Provincial Party Committee.

Maintain strict discipline of the Party
In 2024, the Party Central Committee, the Politburo, the Secretariat and Party committees at all levels regularly pay attention to leading, directing and directly implementing inspection and supervision work with very high political determination.
The Central Inspection Commission and localities, units and organizations shall comprehensively carry out the tasks prescribed and the tasks assigned by the Politburo, the Secretariat and the Central Steering Committee on preventing and combating corruption, waste and negativity, with a very large workload and very high requirements.

The system of regulations and procedures on inspection, supervision and party discipline continues to be improved. Thereby, helping Party committees and Inspection Commissions at all levels to more effectively carry out tasks as prescribed in the Party Charter.
The inspection and supervision content focused on the leadership, direction and organization of the implementation of resolutions, directives, regulations, conclusions of the Party and laws of the State; signs of degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; cases and incidents that caused public outrage.
Party committees at all levels and Party cells have disciplined 410 Party organizations and 17,562 Party members. Of which, the Party Central Committee disciplined 10 Party members (1 was dismissed from all Party positions and 9 were expelled); the Politburo disciplined 17 Party organizations (3 were reprimanded, 14 were warned) and 16 Party members (4 were reprimanded, 12 were warned); the Secretariat disciplined 9 Party organizations (3 were reprimanded, 6 were warned) and 45 Party members (2 were dismissed, 43 were expelled).

The Party Inspection Commissions at all levels have disciplined 299 Party organizations and 6,535 Party members; of which, the Party Inspection Commissions at localities and units disciplined 127 Party organizations and 6,289 Party members; the Central Party Inspection Commission disciplined 172 Party organizations and 246 Party members and authorized the Standing Committee and the Party Inspection Commissions at the Central Party Committee level to discipline 52 Party members due to their transfer of Party activities.
Through inspection, supervision and enforcement of Party discipline, it has contributed to strictly maintaining Party discipline, promptly meeting practical requirements and demands, improving the effectiveness and efficiency of leadership and direction in implementing political tasks and Party building work at all levels.
Bringing anti-waste content into inspection and supervision work
Speaking at the conference, highly appreciating the results, on behalf of the Central Executive Committee, the Politburo, and the Secretariat, General Secretary To Lam warmly welcomed and commended the achievements of Party committees and Party Inspection Commissions at all levels in the work of inspection, supervision, and party discipline since the beginning of the term, as well as in 2024.

“This result contributes significantly to the work of building and rectifying the Party and a clean and strong political system; consolidating and enhancing the trust of Party members and the People in the Party and the political system,” the General Secretary emphasized.
Besides, the General Secretary also pointed out a number of limitations and shortcomings and requested the Party's Inspection sector to be frank, open-minded, and seriously acknowledge them in order to promptly overcome and correct them.
The period from now until the end of the term is a very important period to complete the tasks of the Resolution of the 13th National Party Congress, Resolution No. 18 of the 12th Party Central Committee on arranging and organizing the apparatus of the political system to be streamlined and operate effectively and efficiently (Resolution 18); the Central Committee's resolutions on Party building and rectification, and especially the preparation work for Party congresses at all levels, towards the 14th National Party Congress.

Therefore, in the coming time, General Secretary To Lam pointed out: It is necessary to continue to synchronously implement solutions to prevent violations and negativity; strictly handle violations based on the Party's principle that "if there are violations, they must be concluded and handled"; there are no forbidden areas, no exceptions; strengthen the building of a clean and strong Party to meet the requirements and tasks in the new situation.
Party committees, party organizations, and inspection committees at all levels urgently arrange and streamline the apparatus of Party and State agencies in general, including the inspection committee, in accordance with the plan of the Central Steering Committee to summarize the implementation of Resolution 18 to ensure synchronization, unity, streamlining, strength, efficiency, effectiveness, and efficiency.

Restructuring the organization and inspection staff at all levels to ensure adequate qualities, capacity, and level to meet new task requirements; at the same time, maintaining the work pace during the restructuring process of the Central Inspection Commission and inspection agencies at all levels.
The Central Inspection Commission urgently studies and reviews to advise, amend and supplement the Party's regulations on inspection and supervision work in a timely manner in accordance with the new Party organization model nationwide, ensuring proper authority, functions, tasks and implementation of the principle that "wherever there are activities of Party organizations and Party members, there must be inspection and supervision, not leaving any areas or fields vacant".

General Secretary To Lam also emphasized the task of advising on the development and promulgation of coordination regulations between the Central Inspection Commission and a number of Party organizations after completing the project of restructuring and streamlining the apparatus; strengthening the guiding, inspecting and supervising role of the Central Inspection Commission with Inspection Commissions at all levels; clearly defining the scope of supervision to avoid overlap; promoting the role and responsibility of Inspection Commissions at all levels in controlling power in personnel work and in detecting and preventing violations of Party organizations and Party members; and incorporating anti-waste content into inspection and supervision work.
Continue to strongly innovate inspection and supervision methods and approaches; promote digital transformation and apply information technology to further improve the quality, effectiveness and efficiency of the Party's inspection, supervision and discipline work.
Proactively advise the Central Executive Committee, the Politburo, the Secretariat and Party committees at all levels to lead, direct and organize the 2025 program and plan well; carry out self-inspection and supervision well in their localities and units; promptly remind, warn, prevent and stop violations early and from afar; during the implementation process, the principles, methods and regulations on the Party's inspection and supervision work must be strictly followed; clearly identify that inspection and supervision work is the responsibility of all Party committees, Party organizations and Party members, with the Inspection Commissions at all levels being the core.

General Secretary To Lam requested the Party Inspection sector to actively participate in the process of drafting documents to be submitted to the 14th National Party Congress; Inspection Commissions at all levels should focus on advising Party committees to inspect and supervise the research, dissemination, and implementation of Directive 35 of the Politburo (to be adjusted in the near future) on Party congresses at all levels towards the 14th National Party Congress.
The General Secretary emphasized the role of inspection and supervision in preparing personnel for the congress, including personnel for the new term's Inspection Commissions at all levels; focusing on inspecting party organizations and party members when there are signs of violations; thoroughly resolving complaints and denunciations, especially those related to party committee personnel, before the congress takes place.
Seriously, promptly and effectively implement the directions of the Politburo, the Secretariat, Party committees at all levels, the directions and conclusions of the Central Steering Committee on preventing and combating corruption, waste and negativity; focus on inspecting and strictly handling party organizations and party members who have violated, especially cases and cases under the supervision of the Central Steering Committee.

At the same time, General Secretary To Lam also noted the need to carry out inspection and supervision work right at inspection agencies at all levels, in which the Central Inspection Commission must set an example first.
Emphasizing that the tasks of Party building in general and Party inspection, supervision and discipline in particular that need to be implemented immediately from now until the 14th National Party Congress are very large and have many difficulties and challenges, General Secretary To Lam suggested that from the experiences and results achieved, with a proactive, positive spirit, high political determination, and unity of effort and consensus, Party committees, Party organizations, Inspection Commissions at all levels, cadres and Party members throughout the Party focus on resolutely implementing and resolutely completing the Resolution of the 13th National Party Congress right in their localities and units, from each Party cell.
