The achievements in leadership and guidance by the Party Committee of the Army during the past term have been tremendous.

Speaking at the 12th Party Congress of the Vietnam People's Army, for the term 2025-2030, on the morning of September 30, General Secretary To Lam emphasized that the 12th Party Congress of the Vietnam People's Army, for the term 2025-2030, is a particularly important milestone for the cause of building the Army, consolidating national defense, and protecting the Fatherland.

The General Secretary emphasized that over the past five years, under the leadership and guidance of the Party Central Committee, the Politburo, the Secretariat, and directly the Central Military Commission and Party committees at all levels, the entire army has strived to successfully implement the Resolution of the 11th Party Congress of the Army. The Central Military Commission and the Ministry of National Defense have effectively performed their strategic advisory function on military and national defense matters; at the same time, they have led and directed the entire army to effectively play its core role in building a national defense system and protecting the Fatherland. The Central Military Commission has advised on the issuance of many resolutions, conclusions, regulations, and strategic projects on military and national defense, especially presiding over the research and development of Resolution No. 44 on the Strategy for National Defense in the New Situation, proposed to the 13th Central Committee, with profound additions and developments in theoretical thinking; and advised on the issuance, amendment, and supplementation of laws in the military and national defense fields to suit the new context and conditions.

The Central Military Commission has focused on leading the building of a politically strong army, as a basis for improving the overall quality and combat strength of the entire army. It has directed the implementation of many practical and appropriate solutions to meet the requirements and developments of the situation, most notably solutions to build political and spiritual factors throughout the army, ensuring that officers and soldiers are always absolutely loyal to the Fatherland, the Party, the State, and the people, and are ready to accept and excellently complete all tasks under any circumstances.

The Central Military Commission has led the entire army in basically completing the adjustment of its organizational structure to be lean, efficient, and strong, creating a solid foundation for building a revolutionary, regular, elite, and modern People's Army. The General Secretary affirmed that, during the past term, the Central Military Commission has been decisive in leading and directing the adjustment of the Army's organizational structure with a scientific and systematic roadmap and steps. The Army has become a shining example in implementing the Party and State's policy on streamlining the organizational structure.

The Central Military Commission and Party committees at all levels have led the entire army in effectively fulfilling its functions as a fighting force, a working force, and a productive labor force. The defense industry has seen breakthrough development, and international integration and defense diplomacy have made many new strides. The Party Committee of the Army has been built to be clean, strong, and exemplary in terms of politics, ideology, ethics, organization, and personnel, making it one of the model Party committees in the entire Party.

The achievements in leadership and guidance by the Party Committee of the Army during the past term have been immense, making a very important contribution to the achievements and results of implementing the Resolution of the 13th National Congress of the Party.

The General Secretary emphasized that, in addition to outstanding achievements, with the spirit of facing the truth squarely, speaking the truth clearly, and respecting the truth, the Congress will continue to discuss and analyze the limitations and shortcomings, identify the causes and responsibilities, and propose solutions to completely overcome them, preventing limitations and weaknesses from persisting and accumulating from small to large, from less serious to serious.

The General Secretary emphasized that, in order to successfully implement the Resolution of the 14th National Congress of the Communist Party of Vietnam, to create a peaceful and stable environment for the country, to achieve rapid and sustainable socio-economic development, and to ensure that people's lives are truly free, prosperous, and happy, the Army must be the main force in carrying out the aforementioned tasks. This task places new and higher demands on military and national defense duties, requiring strategic decisions that adapt to the new situation.

To successfully implement the military and national defense objectives and tasks, and to build the Party Committee of the Army for the 2025-2030 term, the General Secretary proposed effectively implementing "2 steadfast principles, 2 intensified efforts, and 2 preventive measures".

Firmly adhering to the Party's military and national defense guidelines requires the Party Committee of the Army and the entire armed forces to thoroughly understand and effectively implement the Party and State's viewpoints, guidelines, policies, and strategies on military and national defense; especially the all-people national defense guidelines, people's war, and the "four no's" national defense policy with its peaceful and self-defensive nature; and to effectively implement the principle of relying on the people, with the people as the foundation, the subject, and the center of the cause of building and defending the Fatherland.

At the same time, we must maximize the pivotal role of the People's Army in the cause of consolidating national defense and protecting the Fatherland, working together with the people and the entire political system to build a strong, modern, and capable national defense system with sufficient potential and strength to firmly protect the Fatherland.

Firmly building a politically strong army contributes to maintaining and strengthening the absolute and direct leadership of the Party over the army in all aspects. This is an unchangeable principle in building a new type of revolutionary army, originating from the people, fighting for the people, and bound by blood ties with the people.

In this regard, the Central Military Commission, the Ministry of National Defense, and Party committees and commanders at all levels throughout the army need to pay special attention to building the political and spiritual factors for the troops, ensuring that the Army always remains steadfast in Marxism-Leninism, Ho Chi Minh Thought, the Party's viewpoints and guidelines, steadfast in the goal of national independence and socialism, and always remains an absolutely loyal and reliable political and fighting force of the Party, the State, and the people; ensuring that officers and soldiers always have a high fighting spirit, dare to confront and overcome difficulties and challenges, dare to fight, are determined to fight, and know how to fight and win.

The General Secretary called for accelerating the building of a revolutionary, regular, elite, and modern People's Army. In particular, the elements of "revolutionary, regular, and elite" have been consistently built and continuously developed throughout the Army's more than 80 years of building, fighting, winning, and maturing; however, they need to be further strengthened and enhanced in the new phase.

In particular, at the present stage, it is essential to prioritize the promotion of the cultural values ​​of "Uncle Ho's Soldiers"; strengthen the education, training, and discipline of soldiers so that officers and soldiers are not only politically steadfast and elite in combat, but also elite in civil defense, responding quickly and effectively to non-traditional security challenges.

The element of "modernity" has made a breakthrough in the past term. Now that the foundation is solid and the conditions are met, we need to accelerate the construction of modernity starting now, within this term. Modernity must be compared to other countries in the world and the region, not just to ourselves in previous years.

To realize the goal of modernization, along with promoting the development of modern personnel in the Army as a prerequisite, the fundamental and sustainable solution is to accelerate breakthroughs in the development of a self-reliant, self-sufficient, self-strengthening, dual-use, and modern defense industry; and at the same time, accelerate breakthroughs in the development of science, technology, innovation, and digital transformation in accordance with the spirit of Resolution No. 57 of the Politburo.

The General Secretary emphasized the need to strengthen international integration and defense diplomacy. The focus is on thoroughly understanding and effectively implementing the Politburo's Conclusion No. 53 on international integration and defense diplomacy until 2030 and beyond, and the Politburo's Resolution No. 59 on international integration in the new situation; strengthening defense cooperation on both bilateral and multilateral levels; and handling defense relations and cooperation with other countries harmoniously and flexibly, especially in the context of fierce competition and increased efforts by major powers to attract and consolidate forces.

The goal is to maintain strategic balance in foreign relations in general, and in defense diplomacy in particular, contributing to the creation and maintenance of a peaceful and stable environment, and protecting the Fatherland from early on and from afar. At the same time, we must continue to effectively participate in United Nations peacekeeping operations, search and rescue, and disaster relief, contributing to elevating the image and cultural values ​​of "Uncle Ho's Soldiers" to an international level.

The General Secretary emphasized the importance of preventing the risks of war and conflict. This is a crucial, overarching, and urgent requirement in the current period; it demands that the Central Military Commission, the Ministry of National Defense, and the entire army constantly grasp, study, and clearly assess the development trends of the situation, and promptly advise the Party and State on strategic countermeasures to successfully handle military and national defense situations; countermeasures to maintain "internal stability and external peace," "internal security and external tranquility," linked with building a strong People's Army and a robust national defense system to preserve peace, prevent all conspiracies to infringe upon the independence, sovereignty, unity, and territorial integrity of the Fatherland, and repel all risks of war and conflict.

Preventing all manifestations of ideological, political, moral, and lifestyle degradation, as well as "self-evolution" and "self-transformation," within the Party Committee of the Army and the entire armed forces is crucial. The Party and State place great trust in and high demands on the Party Committee of the Army and the entire armed forces in implementing this, which is to prevent degradation from its very beginnings, from its initial manifestations, and to absolutely prevent it from blossoming, developing into degradation, and even more seriously, into "self-evolution" and "self-transformation."

The General Secretary instructed: “The Party Committee of the Army must pay special attention to Party building, linking the building of a clean, strong, and exemplary Party Committee with the building of comprehensively strong, exemplary agencies and units. Regularly uphold the principles of Party organization and operation, especially the principle of democratic centralism and the principle of self-criticism and criticism; strengthen inspection and supervision; and continuously improve the leadership capacity and combat strength of Party committees and organizations at all levels. Focus on building a strong contingent of Army officers who are dedicated, capable, and highly respected by their units and the people, meeting the requirements of the tasks in the new situation.”

The General Secretary affirmed that the Party, the State, and the people always place great trust and expectations in the Vietnam People's Army; and expressed the desire that the Party Committee of the Army and the entire army must "converge in unity, will, talent, and strength." Accordingly, the entire army must have high internal unity and military-civilian unity to create strength. The entire army must share one will; the army and the people must share one will to act decisively and in the right direction. The entire army must strengthen the attraction, training, and utilization of talent to effectively serve the cause of building the Army and consolidating national defense. These are also important factors for the entire army to successfully fulfill its functions as a fighting force, a working force, and a productive labor force, and to excellently complete its tasks in all situations.

The General Secretary requested that, immediately after this Congress, the contents of the Congress's resolutions must be quickly implemented, and the resolutions must be put into practice right away; there should be no delay or gap between the resolutions of the Congress and their implementation in practice.

Building upon the heroic and glorious traditions of over 80 years of construction, combat, victory, and growth, along with the great achievements attained by the Party Committee of the Army and the entire armed forces in recent years; under the absolute and direct leadership of the Party in all aspects, and the centralized and unified management and operation of the State, the General Secretary believes that the Vietnam People's Army will continue to grow stronger, possessing high overall quality and combat strength, serving as the core force, together with the entire people, to firmly protect the socialist Fatherland of Vietnam, maintain and consolidate a peaceful and stable environment for building and developing a strong, prosperous, civilized, and happy country, steadily advancing towards socialism.

Many tasks were completed successfully, some were finished ahead of schedule, making a historical mark.

General Phan Van Giang, Minister of National Defense, emphasized that the 12th Congress of the Party Committee of the Army has the task of summarizing the 5 years of implementing the Resolution of the 11th Congress of the Party Committee of the Army (2020-2025 term), determining the direction, objectives, tasks, policies and solutions for leading the implementation of military and national defense tasks and building the Party Committee of the Army for the next 5 years (2025-2030); discussing and contributing opinions to the draft documents of the Central Committee submitted to the 14th National Congress of the Party; and electing the delegation of the Party Committee of the Army to attend the 14th National Congress of the Party.

The 12th Congress of the Party Committee of the Vietnam People's Army has the theme: "Promoting the heroic traditions of the Army, building a clean, strong, comprehensive, exemplary, and outstanding Party Committee; a revolutionary, regular, elite, and modern Army; enhancing national defense strength; firmly protecting the socialist Fatherland of Vietnam; and contributing to building a peaceful, prosperous, civilized, and happy country."

According to General Phan Van Giang, over the past five years, the country has faced many opportunities and advantages, but also numerous difficulties and challenges. The global landscape has undergone rapid and complex changes towards a multipolar, multi-centered, multi-layered, fragmented, and strongly divided world. In this context, under the absolute and direct leadership of the Party in all aspects, and the centralized and unified management and administration of the State, with a spirit of innovation and creativity, the Party Committee of the Army has seriously implemented and concretized the Party's guidelines and policies, and the State's laws and regulations into its Action Program.

The military is truly the core force in building a national defense system based on the participation of the entire population, a national defense posture linked to a solid people's security posture, especially in strategic and key areas, firmly protecting the independence, sovereignty, unity, and territorial integrity of the Fatherland, contributing to maintaining political stability and a peaceful environment for national construction and development.

The draft Political Report of the Central Military Commission for the 2020-2025 term, presented to the Congress, clearly states that, in implementing the Resolution of the Congress for the 2020-2025 term, the Party Committee of the Army has effectively fulfilled its function of advising the Party and State on military and national defense matters; handling situations flexibly and effectively, avoiding passivity and surprise. It has effectively promoted the core role of the army in building a strong national defense system. It has coordinated the direction, consolidation, and construction of solid military region and defense zone defenses. It has effectively implemented the Party's policy on closely integrating national defense and security with the economy, culture, society, and foreign affairs.

The militia and self-defense forces have been built up strongly and extensively; the reserve mobilization force has been built up to be powerful and of high quality. Significant results have been achieved in political education, orientation, and ideological leadership. Military science and cryptography have been strengthened; the policy of breakthrough development, application of science and technology, innovation, and digital transformation has been implemented decisively. International integration and defense diplomacy continue to be promoted. Legal, inspection, and judicial work has been strengthened; investigation, prosecution, trial, execution of sentences, and handling of complaints and denunciations are carried out in accordance with regulations, without wrongful convictions or the failure to prosecute criminals.

The political work of building the Party Committee of the Army is emphasized, ensuring the absolute and direct leadership of the Party over the army in all aspects. This includes three key breakthroughs: Completing the synchronous military and defense institutional framework; effectively mobilizing resources to build a revolutionary, regular, elite, and modern army; focusing on developing high-quality human resources; promoting the attraction and utilization of talent, building a team of officers to meet the requirements of building a modern army; improving the quality of regularization and disciplinary management; and promoting the cultural values ​​of "Uncle Ho's Soldiers" in the new era.
