General Secretary To Lam has just signed and issued Regulation No. 296 of the Central Executive Committee on the Party's inspection, supervision and discipline work.
The regulation clearly states that all Party organizations and Party members are equal before Party discipline and must be subject to Party inspection, supervision and discipline, without exception.
All party organizations and party members must comply to ensure that the implementation of party organization and party member discipline is unified, strict, fair, accurate and timely.
Central Inspection CommissionThe Committee has 23 to 25 members (including 2-3 part-time members), of which no more than 1/3 are Central Committee members. The Standing Committee consists of the Chairman and Vice Chairmen; the number of Vice Chairmen is decided by the Politburo.
Inspection Committee of Provincial Party Committees and Municipal Party Committees directly under the Central GovernmentThe number of members is from 11 to 13. The Inspection Committee of the Hanoi Party Committee and the Ho Chi Minh City Party Committee has from 13 to 15 full-time members (decided by the Party Committee). The Chairman is a member of the Standing Committee, from 3 to 4 Vice Chairmen (the permanent Vice Chairmen are Party Committee members) and a number of members. The Inspection Committee of the Hanoi Party Committee and the Ho Chi Minh City Party Committee alone has no more than 5 Vice Chairmen.
Party Inspection Committee of Central Party Agencies, Government Party Committee, National Assembly Party Committee and Vietnam Fatherland Front Party Committee, Central Mass Organizationshas from 9 to 11 members. The Government Party Committee's Inspection Commission has from 11 to 13 members, including full-time and part-time members (decided by the Party Committee). The Chairman of the Commission is the Deputy Secretary or a part-time member of the Party Committee's Standing Committee.
The full-time members include 2-3 vice chairmen and a number of members. The Government Party Committee's Inspection Commission has 3-4 vice chairmen; the permanent vice chairmen are members of the Party Committee.

The Inspection Committee of the Party Committees of the Party Committees directly under the Party Committees of the Central Party agencies, the Party Committee of the Government, the Party Committee of the National Assembly and the Party Committee of the Vietnam Fatherland Front, the Central mass organizations; the Inspection Committee of the Party Committees of the provincial and municipal Party agencies, the Inspection Committee of the Party Committees of the provincial and municipal People's Committees and the Inspection Committee of the Party Committees at other directly superior levels. AboutInspection Committee of the Party Committee of the special zone directly under the provincial and municipal levels, Regulation 296 states that in cases where the conditions for establishing a Party Committee at a higher level directly above the grassroots level are met, the provisions on the Inspection Committee of the Party Committee of a commune or ward directly under the provincial level shall apply. In other cases, the provisions on the Inspection Committee of the grassroots Party Committee shall apply or no Inspection Committee shall be established.
Authority to discipline party members who violate
Regarding the implementation of discipline within the Party, Regulation 296 states the authority to implement discipline for Party members who violate the law. In particular, the Secretariat and the Politburo decide on forms of discipline for Party members, including Party members who are cadres under the management of the Secretariat and the Politburo; Reprimand and warning Central Committee members (including Politburo members, Secretariat members, and alternate Central Committee members) who violate political qualities, ideology, ethics, lifestyle, Party activities, and the performance of Party member duties and assigned professional tasks.
In case of dismissal or expulsion, report to the Central Executive Committee for consideration and decision. The Central Executive Committee is the final disciplinary decision-making body; decides on disciplinary measures for party members, including Central Committee members, Politburo members, and Secretariat members.
The Central Inspection Commission decides to reprimand and warn members of provincial and municipal Party Committees and Party Committees directly under the Central Committee (including secretaries, deputy secretaries, and members of the Standing Committee), and Party members who are cadres under the management of the Politburo and the Secretariat but are not members of the Central Committee; decides on disciplinary measures for other cases according to the provisions of the Party Charter.
