The report at the conference showed that since the beginning of the term, the Central Organizing Committee has advised on the completion of 119 projects, advised the Politburo, the Secretariat, the Central Executive Committee and presided over the issuance of 185 documents to comprehensively and synchronously lead all aspects of Party building and organization work. With a new, urgent, drastic but certain and scientific way of doing things, the Committee has given quality advice on the contents of the organizational model, functions and tasks with a methodical implementation plan. Up to now, the organizational model of the political system has basically been completed.

It is expected that after the reorganization, the provincial level will reduce more than 18,400 positions; the commune level will reduce more than 110,000 positions; and the activities of more than 120,500 part-time workers at the commune level nationwide will end.

In the 2026-2030 period, it is expected to save the State budget by more than VND 190,000 billion, an average reduction of about VND 38,000 billion/year, not to mention other expenses. In addition, the Committee also proactively advises on the preparation of party congresses at all levels, towards the 14th National Congress of the Party, ensuring synchronization and comprehensiveness in terms of content, personnel and organization, serving the Congress; promptly adjusting arising issues, contributing to ensuring that the preparation work for party congresses at all levels is suitable to the new context, new requirements, and is not interrupted in the process of restructuring the apparatus...

Speaking at the meeting, General Secretary To Lam praised the comprehensive results of the Central Organizing Committee in advising on Party building and organization, and highly appreciated the Committee's frankness in self-examining, evaluating, and recognizing 5 groups of limitations and 4 main causes in each aspect of work.

The General Secretary requested the Central Organizing Committee to continue to innovate its thinking, research, advise, and propose to the Politburo, the Secretariat, and the Central Executive Committee more fundamental and drastic solutions to effectively overcome the limitations that have been pointed out.

Regarding the tasks in the coming time, General Secretary To Lam emphasized that from now until the 14th National Party Congress is a decisive time, with the meaning of "sprint" to successfully complete the Resolution of the 13th National Party Congress and best prepare for the work of the 14th National Party Congress, which is a premise to bring the country into a new era. Therefore, the General Secretary requested that the Central Organizing Committee focus its efforts with the highest political determination to carry out the set directions and tasks.

"We must determine the vision throughout many congress terms, Party building work is the key, the success or failure of the revolutionary cause depends on the Party, how to continue to strengthen the Party's vitality, enough to lead the country in the new era, is the question we always ponder, the Vietnamese revolutionary boat is entering a period of strong acceleration with many rapids ahead, requiring the boatman, the Party, to be stronger and more courageous, to bring the boat to the finish line. This is a general, strategic requirement, the work of the Central Organizing Committee must aim to achieve this goal well. It is necessary to continue to promote the role of the Strategic advisory body on Party building, focus on perfecting institutions, improving the capacity to plan policies and guidelines, innovating the Party's leadership and governing methods, and even thinking further about major issues such as advising on the direction of amending and supplementing the Political Platform and Party Charter to ensure that we are always clean, strong, and constantly developing. "new heights, meeting the requirements of leading the country in the new era," said General Secretary To Lam.

Pointing out three major orientations and four key tasks for the immediate period from now until the 14th National Party Congress and the following years, the General Secretary suggested that the Central Organizing Committee further promote its role as the Party's strategic advisory body, focus on advising, perfecting institutions, improving the capacity to plan the Party's policies and guidelines; advising on effectively implementing the organization of the political system according to the new model, ensuring smooth operation; advising on strongly innovating personnel work, well preparing draft documents and personnel plans for the new Party Committee - the "key of the key" issue to realize the goals and vision of the 14th National Party Congress.

"We must have a long-term vision in preparing the cadre team, ensuring a steady succession between generations, so that the next generation surpasses the previous generation. Focus on improving the quality of cadres at all levels, especially strategic and grassroots cadres, with advanced thinking and management capacity, in line with the new administrative system's organizational model and the country's development and breakthrough requirements. Leaders at all levels in the new period must possess enough virtue, talent, heart, vision, strength, and revolutionary enthusiasm to shoulder the country's historical responsibilities. Innovate thinking, perfect mechanisms and policies to discover, attract, and promote talents, especially in key strategic sectors and fields. Encourage and protect dynamic and creative cadres who dare to think, dare to do, and dare to take common responsibility."

General Secretary To Lam also requested that the Central Organizing Committee strengthen the building and rectification of the Party and the political system to be clean and strong in all aspects, fight to prevent, repel, and strictly handle cadres and Party members who have degraded in political ideology, ethics, lifestyle, self-evolution, and self-transformation. Strengthen the prevention of waste, build a culture of practicing thrift, and combat waste among cadres and Party members, especially leaders of Party committees, authorities, and organizations at all levels.
