The Vietnam Road Administration admits that the measure of removing inspection stamps is not appropriate in the process of handling overloaded vehicles.

In a report sent to the Ministry of Transport on May 18, the leader of the General Department of Roads said that after discovering an overloaded vehicle at the Dong Tu Industrial Park (Thai Binh Province) on May 13, the traffic inspectors requested the driver to present and confiscate relevant documents to force the driver to comply with the administrative penalty, which was necessary and within their authority. However, the measure of removing the inspection stamp themselves was not appropriate; instead, the inspectors should have asked the driver to hand it over.

According to the General Department of Roads, after discovering 4 vehicles carrying materials on Road No. 1, Dong Tu Industrial Park, Hung Ha Town, Thai Binh, only one vehicle presented documents and brought the vehicle to the scale itself. The remaining 3 vehicles did not present documents, so the inspection force asked the drivers to open the doors to temporarily hold the inspection stamp until they presented the documents and would return them. However, 2 drivers complied, the driver with the license plate 20C-04574 did not hand over the inspection stamp, so the traffic inspector removed the stamp himself. In the following days, 3 drivers did not present their vehicle documents.

The inspection force also determined the level of violation of the 3 vehicles after weighing the load. Accordingly, vehicle with license plate 27C-00454 was 99% overloaded; vehicle with license plate 29C-32550 exceeded the cargo size by 90cm; vehicle with license plate 20C-04574 was 146% overloaded and exceeded the cargo size by 1.1m.

In a report to the Minister, the leaders of the General Department of Roads said that they will handle vehicles violating the load limit in accordance with the law. Along with that, the task force will also be considered for handling responsibilities.

On May 14, after the Inspectorate of the General Department of Roads stopped overloaded vehicles, the contractor Phuong Anh arbitrarily “locked” 3 official vehicles of the working group and requested the General Department of Roads to provide a satisfactory explanation. After many working sessions, on May 17, Phuong Anh Company released the company’s vehicles to free up the official vehicles.
