The General Director of the General Department of Taxation was appointed by the Prime Minister as Deputy Minister of Finance.
On October 26, 2022, Prime Minister Pham Minh Chinh signed Decision No. 1289/QD-TTg on the temporary appointment of Mr. Cao Anh Tuan, Director General of the General Department of Taxation (Ministry of Finance) to hold the position of Deputy Minister of Finance. The Decision takes effect from the date of signing.

Mr. Cao Anh Tuan was born in 1970, hometown Thua Thien Hue province. Degree: PhD in Economics; Senior in political theory.
Mr. Cao Anh Tuan has worked in the Finance sector since 1992 (over 30 years). Of which, he has worked in the Vietnam Tax sector for over 20 years. Since 2019, Mr. Cao Anh Tuan has been appointed as Director General of the General Department of Taxation, Secretary of the Party Committee of the General Department of Taxation, and Member of the Standing Committee of the Party Committee of the Ministry of Finance.
During his 3 years as head of the Vietnam Tax sector, the Tax sector has continuously exceeded the assigned budget revenue estimates. In particular, in 2019, the budget revenue exceeded the estimate at the highest level and for the first time in many years, all 63/63 Tax Departments exceeded the estimate.
The budget revenue structure has changed positively, the proportion of domestic revenue in total state budget revenue is increasing, not only helping to make budget revenue more sustainable but also contributing to ensuring national financial resources, maintaining macroeconomic stability and ensuring major budgetary financial balances, ensuring social security.
The tax policy system is being improved towards expanding the tax base, reasonably mobilizing resources for the state budget, ensuring consistency, fairness, simplicity, transparency, ease of understanding and implementation.
Tax administrative procedures are simplified, information technology is applied to tax management to facilitate and reduce compliance costs for people and businesses.
In particular, the tax authority has modernized and digitized tax management, strengthened tax management with e-commerce; deployed electronic invoices nationwide; deployed the Foreign Supplier Portal and the ETax Mobile application to support taxpayers in carrying out tax administrative procedures quickly and conveniently, marking a strong step forward in promoting modernization and digital transformation, making the Vietnamese tax authority operate professionally, effectively and efficiently.
