Hotline 111 officially receives reports of human trafficking
The Government has just issued Decree 162/2025/ND-CP, detailing measures to implement the Law on Prevention and Combat of Human Trafficking, in which Hotline 111 is used to receive reports and denunciations of human trafficking and provide timely support to victims.
The Government of Vietnam has issued Decree 162/2025/ND-CP, detailing a number of articles and measures to implement the Law on Prevention and Combat of Human Trafficking.
A highlight of the decree is the establishment of a national hotline for the prevention and control of human trafficking, using the phone number 111, which is familiar with the role of the Child Protection Hotline.
Hotline 111 will operate 24/7, ensuring to receive all reports and denunciations of human trafficking from individuals, agencies and organizations. All incoming and outgoing calls through the hotline are automatically recorded and free of charge, creating favorable conditions for people when they need to report.
The 111 phone number will also be widely promoted in accordance with the law on telecommunications and advertising, to raise public awareness.

Mission of 111 Switchboard
The 111 switchboard is assigned the following main tasks:

Receiving and processing procedures
According to Decree 162/2025, the process of receiving and handling reports via Hotline 111 is clearly regulated. When detecting human trafficking or the risk of being trafficked, people can call 111 to report. Hotline staff will record information according to the prescribed form and, if necessary, provide psychological and legal counseling, support victims, or guidance on coping skills.
Immediately after receiving the report, Hotline 111 will notify the relevant authorities such as the Police, Border Guard, Coast Guard, or the People's Committee of the commune where the incident occurred or where the reporter resides. These authorities are responsible for handling the report according to their authority or forwarding the request for prosecution to the competent authority. In particular, if the victim is a child, the handling will comply with the provisions of the law on child protection.
The use of Hotline 111 in the prevention and fight against human trafficking is expected to improve the effectiveness of detecting and handling related cases. With a continuous, free and confidential operation mechanism, the hotline not only supports victims but also encourages the community to actively participate in preventing human trafficking crimes.
Decree 162/2025/ND-CP marks an important step forward in perfecting the legal framework and enforcement mechanism of the Law on Prevention and Combat of Human Trafficking, contributing to protecting the rights of victims and building a safer society.
