Total outstanding social policy debt in Nghe An ranks 3rd nationwide
(Baonghean.vn) - On the afternoon of July 24, the Board of Directors of the Provincial Social Policy Bank held the 76th regular meeting to evaluate the activities of the first 6 months of the year and deploy tasks for the third quarter of 2023.
Comrade Bui Thanh An - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Head of the Board of Directors of the Provincial Social Policy Bank chaired the meeting. Attending the meeting were representatives of departments, branches, and socio-political organizations.

In the first 6 months of 2023, the Board of Directors of the Vietnam Bank for Social Policies (VBSP) in Nghe An province closely followed the direction and successfully completed the set goals and tasks.
As of June 30, 2023, total capital reached VND 11,895 billion, an increase of VND 1,017 billion compared to the beginning of the year, achieving a growth rate of 9.36% (an increase of 0.45% over the same period last year). Loan turnover in the first 6 months of the year reached VND 2,024 billion, an increase of 3.48% over the same period last year.

Total outstanding debt reached over VND 11,897 billion/22 policy credit programs with outstanding debt (decreased by 01 program compared to the beginning of the year), increased by VND 1,013.5 billion compared to the beginning of the year, achieving a growth rate of 9.33% (0.53% higher than the same period last year). There were 10 credit programs with outstanding debt growth compared to the beginning of the year; 12 programs with outstanding debt reduction and 01 program with outstanding debt collection and settlement.
In the first 6 months of 2023, Nghe An Social Policy Bank provided preferential credit capital to 44,494 poor households and other policy beneficiaries, including: 5,084 poor households, 8,428 near-poor households, 3,853 newly escaped poverty households and 1,562 production and business households in difficult areas received loans for production and business; 2,849 workers received loans to support job creation; 18,136 families in rural areas received loans to renovate/build new clean water tanks and sanitation facilities; 309 households received loans to repair/build new/buy social housing; 134 workers received loans to go abroad for labor export; 2,452 households received loans to cover expenses and purchase learning equipment for their children; 02 non-public preschools and primary schools received loans to recover after the Covid-19 pandemic; 1,654 ethnic minority households borrowed capital under Decree No. 28.
At the meeting, delegates discussed and clarified a number of difficulties related to the huge demand for loans for the employment creation program in the province in 2023 (according to the review, about 1,025 billion VND), but so far only 99.3 billion VND has been allocated, meeting only about 9.8% of the demand.

Although the local budget capital has exceeded the assigned target, compared to the whole system, Nghe An is still very low, the accumulated balance to date is 290.3 billion VND, accounting for 2.4% of the total capital (ranked 58/63 provinces and cities in terms of proportion and 29th in absolute number, the average of the system is 10.8%). Up to now, there are still 2 units that have not completed the planned target assigned by the Provincial People's Committee, namely Cua Lo town and Nam Dan district. In addition, currently, the disbursement for the group of subjects supported with residential land, production land, production according to the value chain and planting precious medicinal plants according to Decree 28 has not been implemented, because the locality has not completed the review and approval of the subjects, so there is not enough basis for capital disbursement.
Continue to prioritize supplementing local budget sources

With these results, social policy credit continues to make important contributions to the completion of the province's socio-economic development targets in the first 6 months of 2023.

Deploying solutions in the coming time, Vice Chairman of the Provincial People's Committee Bui Thanh An requested the Provincial and District Board of Directors to continue to direct and advise the Chairmen of the People's Committees of districts and towns that have not completed the transfer of local entrusted capital to continue to complete the assigned targets in the third quarter of 2023; effectively implement policy credit programs according to Resolution 11 of the Government on socio-economic recovery and development. Continue to prioritize supplementing local budget sources for entrustment through banks in 2023.
