Summary of 10 years of implementing Resolution 26-NQ/TW of the Politburo on Nghe An: Paving the way for new breakthroughs

Building Nghe An to develop rapidly, sustainably, comprehensively, commensurate with its role, position, potential, and advantages of significance in many fields for the province, region, and the whole country.

AWARENESS, NEW APPROACH FOR THE DEVELOPMENT OF NGHE AN

Recently, Nghe An Provincial Party Committee and ministries and branches have focused on leading and directing the organization of the summary of 10 years of implementing Resolution 26-NQ/TW of the Politburo dated July 30, 2013, on the direction and tasks of developing Nghe An province according to the set plan and completing the summary report of the locality and unit to send to the Steering Committee.

Based on the summary reports of 19 Party committees of ministries, branches, sectors, and central agencies and the Summary Report of Nghe An Provincial Party Committee; the results of seminars, discussions, field surveys, and opinions of Nghe An provincial leaders over the periods and institutes, research centers, and universities; the Draft Summary Report, Submission, and new Resolution on the direction and tasks for Nghe An province's development to 2030, with a vision to 2045, have been basically completed.

Recently, in Hanoi, the Central Steering Committee summarizing Resolution No. 26-NQ/TW held a final conference to contribute comments on the above contents, so that members of the Steering Committee could continue to contribute opinions and unify the contents to help the Standing Editorial Board continue to complete the Project's products and report to the Politburo according to the set plan, expected in mid-April 2023.

Comrade Nguyen Hong Son - Deputy Head of the Central Economic Commission, Deputy Head of the Central Steering Committee said: The draft report summarizing 10 years of implementing Resolution No. 26-NQ/TW includes 4 parts: Implementation status; implementation assessment; viewpoints, goals, tasks and solutions to develop the economy, society, ensure national defense and security of Nghe An province until 2030, with a vision to 2045; recommendations and implementation organization.

To complete the above workload is a great effort of the Steering Committee, Nghe An Provincial Party Committee and ministries and branches. Because in practice, from the time of implementation to now, it has only been about 1 year, while the workload that needs to be done is very large.

The Central Steering Committee assessed: With 10 years of experience and practice in implementing Resolution No. 26-NQ/TW, Nghe An Provincial Party Committee has a very clear basis and awareness of the shortcomings and achievements in the process of implementing the Resolution.

In addition to the advantages pointed out, in the process of summarizing 10 years of implementing Resolution No. 26-NQ/TW and drafting a new Resolution on Nghe An to submit to the Politburo for consideration, the Steering Committee has based on the important principle of ensuring it is within the framework of regional and national resolutions.

Comrade Tran Tuan Anh - Member of the Politburo, Head of the Central Economic Commission, Head of the Central Steering Committee assessed that in the preparation of the draft Summary Report, Submission, and new Resolution on Nghe An, the Steering Committee and related agencies and localities have made great efforts, actively, responsibly, wholeheartedly, and deeply, ensuring the requirements set out for a Resolution for a special province like Nghe An.

AIMING FOR 2 BASIC GOALS

Based on practical work and experience in leadership, direction, management and operation, the members of the Steering Committee, who are representatives of leaders of ministries, branches and Nghe An Provincial Party Committee, have had many dedicated and responsible opinions and specific contributions to the draft documents.

The opinions at the recent conference focused on the achievements, shortcomings and limitations in the implementation of Resolution 26-NQ/TW of the Politburo; suggesting many new issues that need to be added to the draft Reports, Submissions and new Resolutions.

In particular, opinions are in agreement: Nghe An is a province with a particularly important position and role in the North Central region, the Central Coast and the whole country; especially in terms of politics, culture - society, national defense, security and foreign affairs. Building Nghe An into a province with fast, sustainable and comprehensive development, commensurate with its role, position, potential and advantages has multifaceted significance for the province, the region and the whole country.

Therefore, it is very important to establish the development goals and formula for Nghe An until 2030, with a vision to 2045, ensuring both suitability and progress, demonstrating the above viewpoint, so that Nghe An can soon achieve the two basic goals of becoming a fairly developed province, imbued with the cultural identity of Nghe An and the center of the North Central region in areas such as: Trade, health, education and training, science and technology, industry and high-tech agriculture.

At the recent meeting, the Steering Committee continued to agree and highly unanimously recommended the issuance of a new Resolution of the Politburo on the development of Nghe An province. The issuance of the Resolution affirms the Party's viewpoint on the role, position and importance of Nghe An to the region and the whole country, the responsibility towards the homeland of President Ho Chi Minh, creating unity in the awareness of all levels and sectors.

The new resolution will pave the way for the introduction of new breakthrough solutions to attract both material and spiritual resources to build and develop Nghe An into a well-off province of the country, developing rapidly, sustainably, comprehensively, ecologically, civilized and modern, imbued with the cultural identity of Nghe An, and becoming the center of the North Central region in terms of trade, economy, education and training, science and technology, industry and high-tech agriculture.

However, in order for the new Resolution (if issued by the Politburo) to soon come into practice and be effective, it is necessary for the Government Party Committee to issue an Action Program for implementation; appraise and issue the Development Plan for Nghe An province to 2030, with a vision to 2050; research, supplement and submit to the National Assembly for consideration, issue specific mechanisms and policies and supplement resources to develop Nghe An province to achieve the goals set out in the Resolution.

The relevant ministries and branches shall resolve the proposals and recommendations of the province. At the same time, the Party Delegation of the National Assembly shall study and develop relevant legal documents and adjust, supplement and allocate the budget to implement the programs, projects, plans and tasks stated in the Resolution.
