MANY PROBLEMS RAISED FROM GRASSROOT PRACTICE

The Provincial Party Executive Committee has summarized 10 years of implementing Resolution No. 09-NQ/TU, dated March 13, 2012 of the Provincial Party Executive Committee on "improving the leadership capacity and fighting strength of grassroots party organizations in Nghe An province" (Resolution No. 09).

After 10 years of implementing Resolution No. 09, grassroots party organizations have basically correctly perceived and clearly demonstrated their core leadership function in performing political tasks at the grassroots level, linking the building and consolidation of party organizations; building and implementing working regulations of party committees, and coordination regulations between party organizations and organizations in the political system at the grassroots level.

Along with that, continue to promote the implementation of Party building and rectification associated with the implementation of grassroots democracy regulations. Party committees at all levels have focused on consolidating and improving leadership capacity and fighting strength, creating a clear change in the quality of grassroots party organizations;...

However, the summary also shows that the leadership, management and organization capacity to implement the Party's guidelines and policies, the State's policies and laws of many grassroots Party committees have not met the requirements, and in some places they are not strong enough to solve complex problems occurring at the grassroots level. The fighting power of some grassroots Party organizations is still limited;...

At the conference, based on the practical situation, leaders of districts, cities, town committees, and party committees directly under the Provincial Party Committee exchanged and discussed, especially regarding the difficulties and problems arising from practical situations and proposed solutions to overcome them.

Comrade Bui Thanh Bao - Secretary of Tan Ky District Party Committee suggested that it is necessary to focus on promoting administrative reform within the Party to resolve the current pressure at the grassroots level when there are many documents that need to be processed daily; at the same time, it is necessary to use information technology, especially organizing online meetings from the province to the grassroots level within the Party bloc.

On the other hand, the Secretary of Tan Ky District Party Committee shared that to improve the leadership capacity and fighting strength of grassroots party organizations, the quality and quantity of party members both play a very important role.

However, in reality from the grassroots, he pointed out a current situation that recruiting party members is very difficult due to the large number of people working far away, affecting the source of party members, so a more systematic and fundamental strategy is required.

This is also the issue raised by Comrade Vuong Quang Minh - Secretary of Quy Chau District Party Committee. Because in reality in the district, in the context of the source of party members being recruited is very difficult, but after being recruited, the number of party members whose names are removed is not small, because they have to go to work far away, cannot participate in new party member classes... Therefore, he proposed a solution to this issue.

Not only at the district level, but also at the State agencies, comrade Nguyen Truong Giang - Director of the Department of Construction also raised difficulties in creating sources for developing party members.

Comrade Hoang Thi Thu Trang - Secretary of Nghia Dan District Party Committee said that the grassroots party cell secretaries play a very important role, but currently they have many concerns, especially the party cell secretaries in newly merged blocks, hamlets and villages related to two contents: policies and regimes, and training, coaching and fostering for this team is not much, so they need more appropriate attention.

At the conference, discussing the above content, the opinions of comrades in the Provincial Party Executive Committee also raised a number of issues such as: Paying attention to leadership to improve the quality of the Fatherland Front and socio-political organizations because if these organizations are strong, the Party is strong; solving difficulties in development and forms of activities of Party organizations and Party members in the business sector.

STRENGTHENING ADMINISTRATIVE REFORM IN THE PARTY

Concluding this content, Nghe An Provincial Party Secretary Thai Thanh Quy analyzed, clarified, and oriented the contents, especially pointing out the solutions for the proposals and recommendations to unify awareness and implement well in the coming time.

First of all, regarding the shortcomings in managing party members and elite masses as a source of recruitment into the party when they go to work far away... The Provincial Party Secretary requested the staff agency to study ways to overcome this, especially having comprehensive forms to guide the grassroots.

Receiving opinions on promoting administrative reform in the Party, the head of the Provincial Party Committee assigned the staff agency to quantify it by regulations to facilitate the Party grassroots in the process of synthesizing and processing documents and reporting to superiors as required.

The Provincial Party Secretary also requested to calculate to equip a synchronous online meeting system at the district level in the coming time, in the direction of equipping a system for each block including: the Party's agency block; the Front block and socio-political organizations, in addition to the existing system of the government agency block; and at the commune level, equip a shared system; thereby creating connectivity from the province to the grassroots. Because through practice in the past time, it has been shown that, due to the impact of the Covid-19 epidemic, organizing online meetings has brought about many benefits, especially saving time and money.

The Provincial Party Secretary also agreed with the discussion opinions such as: There should be solutions to improve the effectiveness of the activities of the Front and socio-political organizations; the Provincial Party Standing Committee will issue model regulations to guide implementation in a synchronous and unified manner in all types of grassroots party organizations.

The head of the Provincial Party Committee has directed specific solutions to some difficulties related to the activities of grassroots party organizations and party members in the business sector regarding the form and time of political activities and study.

At the conference, the Provincial Party Executive Committee agreed that after the Central Committee summarizes the work of building grassroots party organizations and party members and issues a new resolution, the Provincial Party Committee will develop and issue an implementation plan.

If the Central Committee does not issue a new resolution on this content, the Provincial Party Committee will assign the Provincial Party Committee Standing Committee to issue an Official Dispatch to continue directing the implementation of Conclusion No. 76-KL/TU, dated March 12, 2018 of the Provincial Party Committee on the implementation of Resolution No. 09.
