Summary of 15 years of implementing the Central Committee's Resolution on Culture
On August 8th, the Ministry of Culture, Sports and Tourism held a conference to summarize 15 years (1998-2013) of implementing Resolution No. 5 of the 8th Central Committee on "Building and developing an advanced Vietnamese culture imbued with national identity".

The Party's Central Resolution No. 5 (8th Congress) is a strategically significant resolution on culture. Over the 15 years since its implementation, the understanding of the role and position of culture within the Party and in society as a whole has significantly improved. The Party's policies and Ho Chi Minh's thought on culture have spread widely and deeply throughout social life.
Cultural resources, especially human resources, are increasingly being promoted and developed comprehensively. International cooperation in culture is expanding, thereby widely promoting the image of Vietnam and its people throughout the world. In addition, significant achievements have been made in the task of building and developing Vietnamese culture.
The summary report at the Conference specifically assessed the implementation of the Resolution in 10 areas: Building the Vietnamese people in the new era; building a cultural environment; developing cultural and artistic careers; preserving and promoting the value of cultural heritage; developing education and training and science and technology; developing and managing the mass media system effectively; preserving, promoting and developing the culture of ethnic minorities; cultural policy towards religious beliefs; expanding international cultural cooperation; and consolidating and perfecting cultural institutions.
After 15 years of implementing the Resolution, the theoretical and practical issues being raised are economic policy within culture and culture within the economy, aiming to link culture with economic activities and ensure that culture is clearly reflected in economic activities. Sustainable economic development is impossible without clearly addressing the issue of culture in every economic activity.
