Summary of 20 years of implementing the Reserve Mobilization Ordinance

(Baonghean.vn) - On the morning of December 27, in Hanoi, the Ministry of National Defense held an online conference to summarize 20 years of implementing the Ordinance on Reserve Forces (1996 - 2016).

The conference was attended by representatives from central ministries, branches and points throughout the army. Lieutenant General Phan Van Giang - Member of the Party Central Committee, Member of the Central Military Commission, Chief of the General Staff, Deputy Minister of National Defense chaired the conference.

Comrade Le Xuan Dai - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired at Nghe An bridge.

At the conference, delegates discussed and clarified the current situation, advantages, limitations, causes, especially analyzed new points that need to be added to suit the new situation of the country today.

Delegates agreed that it is necessary to upgrade the Ordinance to the Law on Reserve Mobilization; it is necessary to continue researching and supplementing regulations on the authority to mobilize reserve forces in combat readiness states; supplementing regulations on the authority, regimes and policies when mobilizing reserve forces to participate in activities to overcome the consequences of natural disasters, floods and forest fires; supplementing regulations on mobilizing reserve forces in private enterprises and enterprises with 100% foreign capital; supplementing and perfecting the regimes and policies for reserve soldiers and owners of technical means mobilized to serve mobilization needs...

Concluding the conference, Lieutenant General Phan Van Giang praised the achievements, pointed out the limitations that agencies, units and localities need to focus on overcoming; and emphasized: The Ministry of National Defense will synthesize, supplement and complete to soon submit to the National Assembly to draft and approve the Law on Reserve Mobilization in 2018.

Nghe An is a province with a large area and a large population, located on an important defense direction of the military region and the whole country; it is always the leading locality in providing human and material resources for the whole country. Over the past 20 years, the Provincial Party Committee, Provincial People's Committee, and Provincial Military Command have always focused on building a reserve mobilization force, including reserve soldiers and technical equipment ready to mobilize to serve the needs of war. Thereby contributing to enhancing combat readiness in the province's defense area, maintaining political stability in the area, creating conditions for socio-economic development.

The province has organized a preliminary and final review of 20 years of implementing the Reserve Mobilization Ordinance in the area, synthesizing difficulties and problems to propose to the Ministry of National Defense and the State to continue supplementing and perfecting guidelines, policies and laws on reserve mobilization forces, meeting the requirements of protecting the Fatherland in the current new situation.

On this occasion, the Ministry of National Defense proposed that the President award the Third Class Fatherland Protection Medal to 16 groups; proposed that the Government award Certificates of Merit to 27 groups and 29 individuals; and the Minister of National Defense award Certificates of Merit to 138 groups and 388 individuals with outstanding achievements in implementing the Reserve Mobilization Ordinance.
