Summary of inspection and disciplinary enforcement work within the Party.

On January 21st, in Hanoi, the Central Party Secretariat held a national conference to summarize the work of inspection, supervision, and disciplinary enforcement within the Party in 2012.

Politburo member and Standing Committee Secretary Le Hong Anh; Politburo member, Central Committee Secretary, and Chairman of the Central Inspection Committee Ngo Van Du presided over the conference.

General Tran Dai Quang, Member of the Political Bureau, Secretary of the Central Party Committee of the Public Security Ministry, Minister of Public Security; representatives from Party committees, Party leadership groups, central agencies, Party committees at all levels, and inspection committees of Party committees directly under the Central Committee attended the Conference.

Opening the Conference, Chairman of the Central Inspection Committee Ngo Van Du stated that the Conference was organized to assess the situation and results of the Party's inspection, supervision, and disciplinary work in 2012 and to implement tasks for 2013; to summarize the patriotic emulation movement, commend and reward units with outstanding achievements in 2012; and to determine the direction and launch the patriotic emulation movement in the Party Inspection sector in 2013.

Analyzing the domestic and international context, and the difficulties and challenges facing Vietnam in the coming period, Mr. Ngo Van Du emphasized that 2013 is a year of significant importance for implementing the Resolution of the 11th National Party Congress, preparing for the 12th National Party Congress, summarizing 30 years of the Party's reform process; and organizing public consultations and incorporating amendments and additions to the 1992 Constitution.

The entire country continues to effectively implement the contents of the Resolution of the 4th Central Committee Conference (11th term) to enhance the capacity and fighting strength of the Party, promote unity and cohesion, ensure democracy within the Party, and prevent and curb the decline in political ideology, morality, and lifestyle of cadres and Party members. These issues necessitate utmost attention and strengthening of all aspects of Party building work, including the Party's inspection and supervision work.

The Central Party Secretariat requested that delegates attending the Conference promote democracy, be truly open-minded, look directly at the truth, focus their intellect, and uphold a high sense of responsibility. Based on their understanding and practical experience in their localities, agencies, and units over the past years, especially regarding emerging issues in 2012, they should focus on discussing and accurately assessing the results, strengths, and achievements, as well as the difficulties, obstacles, shortcomings, weaknesses, causes, and lessons learned in the implementation of Party inspection, supervision, and disciplinary tasks.

Delegates proposed amendments and additions to Party regulations and State policies and mechanisms that are no longer appropriate or adequate, as well as issues that need to be addressed and adjusted in leadership, direction, and organization of political tasks, Party building work, and Party inspection, supervision, and discipline work at all levels of Party committees, primarily the Politburo and the Secretariat; and the direction and guidance of the Central Inspection Commission to lower-level Party committees, organizations, and inspection commissions in carrying out Party inspection, supervision, and discipline work.

The conference focused on discussing and identifying key tasks, proposing feasible leadership and guidance measures that are relevant to the implementation of political tasks and Party building work throughout the Party and localities/units, linked to the reform of inspection and supervision work and the reform of the Party's leadership methods and administrative reform within the Party in general and in the Party's inspection and supervision work in particular, ensuring the promotion and improvement of the quality, effectiveness, and efficiency of inspection, supervision, and disciplinary work within the Party in 2013 and subsequent years.

The report of the Central Inspection Commission stated that in 2012, Party committees and inspection commissions at all levels, together with leaders, only organized and implemented inspection and supervision tasks relatively comprehensively, focusing on the synchronized implementation of solutions to carry out Resolution No. 4 of the Central Committee (11th term) on Party building. The Politburo, the Secretariat, and Party committees at all levels revised, supplemented, and issued new documents on Party inspection, supervision, and discipline, directing the serious, cautious, and rigorous conduct of self-criticism and criticism throughout the Party in accordance with the spirit of Resolution No. 4 of the Central Committee (11th term).

Party committees have strengthened inspection and supervision in leading and directing the implementation of resolutions, directives, and regulations within the Party, as well as the implementation of the principle of democratic centralism and the working regulations of the party committees.

The Central Inspection Commission and inspection commissions at all levels have comprehensively carried out their tasks as stipulated in the Party Charter. The quality of inspections and supervision continues to improve.

The inspection and supervision work of Party committees and inspection committees at all levels has truly seen positive changes, contributing together with the Central Committee, the Politburo, the Secretariat, Party committees at all levels and organizations in the political system to seriously and effectively implement Central Resolution 4, contributing to the successful fulfillment of political tasks and Party building work.

The report of the Central Inspection Commission also highlighted limitations in the implementation of Party inspection, supervision, and disciplinary tasks: Some Party committees have not been truly proactive in implementing inspection and supervision tasks as stipulated in the Party Charter, or have not paid sufficient attention to leading and directing inspection and supervision work for lower-level Party committees, Inspection Commissions, and advisory and support agencies of Party committees. The content of inspection and supervision by some Party committees and inspection commissions has not been comprehensive, and its quality and effectiveness remain limited.

The implementation of thematic supervision by Party building committees is still limited, so the effect of preventing violations and shortcomings is not significant or timely. The implementation of coordination regulations between inspection committees at all levels and relevant Party organizations is not yet regular…

In 2013, the inspection and supervision work of Party committees and inspection committees at all levels focused on inspecting the continued leadership, direction, and organization of the implementation of Resolution No. 4 of the Central Committee (11th term) on Party building, with a focus on the implementation of plans and measures to address issues concluded after the self-criticism and criticism review; and in conjunction with continuing to promote the study and emulation of Ho Chi Minh's moral example.

The Party's Inspection Committees at all levels comprehensively carry out the tasks stipulated in the Party Charter and the tasks assigned by the Party Committees, focusing on inspecting, supervising, and handling violations by Party members in the implementation of Party resolutions and directives in the fields of political ideology, personnel organization, the responsibilities of heads of Party, state, and socio-political organizations, land, resource, and mineral management and use, budget and capital management and use, basic construction, banking, and judicial activities; inspecting, supervising, detecting, and handling organizations and individuals showing signs of seeking positions, power, jobs, degrees, awards, or making incorrect asset declarations.

Party committees and inspection committees at all levels should be more proactive in detecting signs of violations for inspection, focusing on inspecting and supervising comrades in the Party committees at the same level and cadres under the management of the Party committees at the same level; strengthening supervision, detection, and timely prevention of cadres and Party members showing signs of ideological, political, moral, and lifestyle degradation. Inspection committees at all levels should coordinate in reviewing prominent issues related to major cases, corruption, negative practices, and the responsibilities of leading cadres.

The Central Inspection Commission, in coordination with relevant agencies, will continue to research, revise, supplement, and issue new documents on inspection and supervision work of the Central Committee, the Politburo, the Secretariat, and the Central Inspection Commission, in accordance with the Resolution of the 11th Party Congress, the Party Charter, and the Resolutions of the Central Committee.

The Central Inspection Commission and inspection commissions at all levels advised on the development of the inspection program of the Politburo, the Secretariat, and the provincial, city, and centrally-affiliated Party committees for 2013.

The conference will continue its work until January 21st.
