Accordingly, the Prime Minister requested the Ministry of Natural Resources and Environment and relevant ministries and agencies, and the People's Committees of provinces and centrally-administered cities to organize the land inventory and create a land use status map for 2019 nationwide. This aims to assess the current land use situation of each administrative unit at all levels, serving as a basis for formulating land use plans and strategies at all levels for the period 2021-2030 and developing socio-economic development strategies up to 2030, with a vision to 2045.

The content of land inventory and land use status mapping includes: area of ​​different land types; area of ​​different types of land users and those under management, including detailed inventory of rice paddy land, production forest land, protection forest land, and special-use forest land; area of ​​wetlands, nature reserves, and biodiversity conservation facilities…

This also includes the land use situation managed by state-owned enterprises and privatized enterprises; land used by forest management boards and agricultural and forestry production enterprises; land in commercial housing construction projects; land for the construction of non-public service facilities and public works with commercial purposes; and agricultural land used for public benefit purposes.

The directive states that the land inventory and land use status mapping will be implemented uniformly nationwide starting from August 1, 2019. The 2019 land inventory data will be calculated up to December 31, 2019.

The deadline for completing and reporting the results of the 2019 land inventory and land use status mapping will end before June 16, 2020, nationwide.

The Ministry of National Defence and the Ministry of Public Security shall complete and submit the results to the provincial People's Committees before January 16, 2020 for compilation and reporting; and send the results to the Ministry of Natural Resources and Environment before April 16, 2020.

The Prime Minister also requested the Ministry of National Defence and the Ministry of Public Security to take the lead and coordinate with provinces and cities to conduct an inventory of national defence and security land to standardize data for the purpose of compiling the results of the land inventory and creating land use status maps for 2019 in each locality, and to send the results report to the Ministry of Natural Resources and Environment for consolidation.
