State Auditor General: Correcting discipline in state budget revenue and expenditure

(Baonghean.vn) - State Auditor General Ho Duc Phoc informed that in the first 6 months of 2020, the State Audit recommended handling 16,000 billion VND in finance, contributing to the management of revenue and expenditure of the state budget, management of land and state assets, and at the same time rectifying discipline in state budget revenue and expenditure, and management of public assets.

On the morning of September 29, at Thanh Linh commune, National Assembly delegates at constituency No. 4 included Mr. and Mrs. Ho Duc Phoc - Member of the Party Central Committee,State Auditor General; Tran Van Mao - Deputy Head of the Provincial National Assembly Delegation; Dinh Thi Kieu Trinh - Deputy Head of the Department of Children and Gender Equality, Department of Labor - Invalids and Social Affairs had a meeting with voters of Thanh Chuong district.

Concerns after merging villages and hamlets

At the meeting with voters, there were 20 opinions from Thanh Chuong district voters reflecting to the National Assembly delegates on groups of issues: Land management related to land auctions and land use planning is still inadequate; policies for people with meritorious services to the revolution, special associations, grassroots cadres, inadequacies after merging administrative units of villages, hamlets, etc.

Reflecting to the National Assembly delegates, Mr. Tran Van Chau - Chairman of the Thanh Linh Commune Youth Volunteers Association proposed that land is state property when conducting land auctions, the State agency must preside over the land auction so that people can feel secure and trust, not let private companies preside over it, to avoid the situation of land brokers and gangsters intervening.

Voter Nguyen Van Truong, Thanh Linh commune, reflected: Merging villages and hamlets is a correct policy but also reveals many shortcomings, such as after the merger, the population is large, the terrain is large while the cultural house according to the scale of the old hamlet is not suitable with the scale of the new hamlet.

After merging the administrative units of villages, hamlets and communes, there is a waste, especially in office buildings and hamlet cultural houses. It is recommended that the National Assembly have a policy and direction on merging with a specific roadmap to avoid waste and overlap in investment.

According to Mr. Nguyen Duc Chung (Thanh Linh), in recent years, the Party and the State have had many policies to care for people with meritorious services, however, the living standards of many families with meritorious services are still low compared to the average living standards of society. The National Assembly needs to study and have policies to support families of people with meritorious services to the revolution to ensure their lives; and improve the regime of worshiping martyrs.

Rectifying discipline in budget revenue and expenditure

Responding to the voters' request to clarify the proposal related to the land auction with the auction company, the State Auditor General affirmed that the land auction is the authority of the District People's Committee and the land auction company only manages. The land auction amount minus the auction cost will be paid into the state budget according to the regulations of the Provincial People's Council.

Regarding the implementation of Resolution 22 of the Provincial People's Council and Decision 14 of the Provincial People's Committee on the level of allowances and the implementation process of allowances for people directly participating in the work of hamlets, blocks, and villages in the province, the State Auditor General informed that the National Assembly is currently planning to temporarily suspend the merger of hamlets, villages, and communes to gain experience in directing.

Regarding voters' opinions on policies for people with meritorious services, the State Auditor General said he would forward the opinions to the Ministry of Labor, War Invalids and Social Affairs.

Clarifying the role of the State Audit agency to voters, the head of the State Audit affirmed that the entire industry has synchronously deployed many solutions, actively innovated with a spirit of determination and responsibility, and overcome difficulties to well perform assigned tasks.

As a result, from 2016 to the first 6 months of 2020, 307 trillion VND of financial handling was recommended, a 4-fold increase compared to 5 years ago, transferring 16 cases to the investigation agency. In the first 6 months of 2020 alone, the State Audit recommended 16 trillion VND of financial handling. Thereby, it has contributed to good management of revenue and expenditure of the state budget, management of land and state assets, and at the same time, rectifying discipline in revenue and expenditure of the state budget, and management of public assets.

Responding to voters' concerns about inappropriate planning and land use of cultural houses and commune headquarters after merging villages, hamlets, and communes, Chairman of Thanh Chuong District People's Committee Trinh Van Nha emphasized: The selection of locations for cultural houses in villages, hamlets, and working headquarters is decided by the commune. Communes and towns select and advise the district to include them in the local land use plan, and submit them to People's Councils at all levels for approval.

"Regarding the currently redundant hamlet cultural houses after the hamlet merger, we request that the localities use them as meeting places for residential clusters and self-management groups. They must absolutely not be converted" - Chairman of Thanh Chuong District People's Committee requested.

In addition, the Chairman of Thanh Chuong District People's Committee answered and clarified voters' recommendations on policies for grassroots officials, policies for artisans, hydropower issues, degraded roads, garden renovation, etc.

Voters' opinions and recommendations are received by National Assembly deputies and summarized to relevant agencies, departments and branches.
