State Auditor General: Resolutely resolve the Quang Trung Apartment Renovation Project

Propaganda of the Law on Anti-Corruption

Expressing their thoughts and aspirations to the National Assembly delegates, 11 opinions of voters from Quang Trung ward, Vinh city were reflected to the National Assembly delegates.

Voter Nguyen Xuan Hai, block 10, Quang Trung ward, commented: In recent times, the work of preventing and combating corruption has been focused on and led by the Party and State, achieving high efficiency and receiving public support and support.

"People are concerned about the way corruption cases are handled, it is necessary to include regulations to increase penalties in the Law on Anti-Corruption to strictly handle corrupt subjects, creating trust among officials, party members and people" - Mr. Nguyen Xuan Hai proposed.

Responding to voters' concerns, State Auditor General Ho Duc Phoc affirmed: The Party and State have been implementing the fight against corruption resolutely, strongly, effectively and practically.

Regarding the punishment for corruption, comrade Ho Duc Phoc said: The law stipulates a penalty range of 20 years, life imprisonment, and death. For those who give bribes, the highest penalty is 20 years in prison; for those who accept bribes, the highest penalty is death. In reality, recent corruption cases have been strictly handled in accordance with the Constitution and the law, with high efficiency and support from the people.

The head of the State Audit said that the newly amended Law on Anti-Corruption will take effect from January 1, 2019. He requested that Party committees and authorities at all levels disseminate the law so that people can fully understand it.

As the central ward of Vinh City, Quang Trung Ward has 2,450 households with 8,700 people, distributed over 14 blocks. The Party Committee has over 500 members, operating in 22 Party cells. In 2018, the whole ward still had 9 poor households.

Resolving the Quang Trung Apartment Renovation Project

Voter Vo Van Nhuan, Block 2, Quang Trung Ward, reported: The project to renovate Area A of the old Quang Trung apartment building is one of the key projects of the province. According to State regulations, investors are given priority to be exempted from land use tax. The investor has built 2 houses CT2A, CT2B for 84 households of house A1 and 80 households of house A6 and some households of house A5 have moved to live stably in the new houses.

Continuing with phase 2, the investor is preparing to build CT1A house and has finished piling but due to problems, the Nghe An Tax Department requires payment of land use tax. After 2 years, the project has not been continued.

“We propose that the Provincial People's Committee and the Nghe An Tax Department exempt land use tax so that the investor can continue to build CT1A house and the infrastructure of Quang Trung A house so that households in A5 house can soon have new houses. At the same time, there is a plan to enforce the resettlement of one household that does not comply with the State's resettlement policy,” said Mr. Vo Van Nhuan.

Sharing the same opinion with voter Vo Van Nhuan, many voters from Quang Trung ward said that the old Quang Trung apartment buildings are currently seriously degraded, and requested the State to soon have a resettlement policy so that people can feel secure and stabilize their lives.

Regarding this issue, State Auditor General Ho Duc Phoc said: The Provincial National Assembly Delegation will recommend to the Provincial People's Committee to direct the Tax Department to comply with legal regulations.

"The important thing that needs to be done immediately is to completely resolve the old Quang Trung Apartment Complex, creating a decent and safe place for people to live, avoiding unfortunate consequences; households that deliberately delay and cause difficulties for authorities at all levels need to be dealt with according to the law," said the head of the State Audit.

The State Inspectorate requested the Vinh City People's Committee to review and resolutely revoke projects from investors who have suspended projects; create conditions for capable investors to implement, ensure progress and quality of the Quang Trung Apartment renovation project to ensure that people have new, spacious and stable housing; and improve the urban landscape and architecture.

In addition, the opinions of Quang Trung ward voters related to increasing retirement age, high electricity prices, fake war invalids, black credit, loan sharking, etc. were also clarified by the State Auditor General.
